BOX 758 GREELEY, COLORADO 80632 Dear Members of the Board of Governors, Dr. Frank, Ms. Young, and Ms. Powell: On September 5, 1990, the Weld County Board of Commissioners entered into a Memorandum of Understanding with Colorado State University Cooperative Extension to jointly carry out the mission of the cooperative extension program within Weld County. As required within this understanding, Weld County and Colorado State Cooperative Extension agreed to carry out fundamental functions of this program that represented the needs and values of the Weld County community. As a criterion of this agreement, we are also required to annually review our participation in and the effectiveness of this program. When faced with limited financial support, changes in demographic needs, and modifications to agricultural practices, this responsibility of review becomes more important than ever. As with all other programs and services provided by Weld County, we find it necessary for our programs to result in value added results and influences. Program value, effectiveness, and engagement with our residents are critical for ensuring long-term program support. en kilik i t alien Dccdl &9c-93 Board of Governors Dr. Tony Frank Deb Young JoAnn Powell Page 2 December 11, 2008 Weld County has acted in good faith in complying with the terms of this agreement. By your receipt of this letter, we provide notice advising you that Weld County is "expecting major changes" within the programs provided through this agreement. Our initial review, oversight, and critical conversations lead us to affirm our ongoing support of 4-H Activities and the Weld County Fair. Our support for these programs is unwavering. However, we find limited value with other cooperative extension programs presently being provided. Many of the activities currently being provided by cooperative extension duplicate programs being offered by the Weld County Department of Human Services, the Weld County Department of Health and Environment, and the private sector. For a period of sixty (60) days, we will continue to review and investigate this program. This 60 -day period begins effective January 1, 2009. It is our intent to work cooperatively with existing staff in the review of this program. We sincerely desire to work with representatives from Colorado State University in this process. We hope to create a value based program for Weld County that satisfies and serves the best interest of Weld County citizens.
