The Weld County Public Works Department reviewed the submitted application for critical items, including but
not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and Flood
Hazard Development Permit. A detailed review of these items was not complete at this step in process.
Comments made during this stage of the review process will not be all inclusive, as revised materials are
submitted other concerns or issues may arise. All issues of concern and critical issues during further review
must be resolved with the Public Works Department.
COMMENTS:
Weld County Road Classification Plan (FHU): (June 2002) WCR 2 is a collector road and requires an 80 -
foot right-of-way at full build out. There is presently a 60 -foot right-of-way. This road is maintained by Weld
County. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is
measured from the future right-of-way line. The applicant shall reserve or dedicate an additional 10 -foot of
eht-of-way parallel to the WCR 2 right-of-way for future build -out.
Access and Approach: The applicant is indicating the concrete tracking pad access approach would double
60 -foot turning radiuses. Our typical approach for this type of use requires approximately 300 feet from the
edge of the asphalt into the property to be used as a tracking pad to keep from dragging mud and debris onto
the new paved WCR 2 asphalt surface. The requirement of the 300 feet deals with the tractor trailer units,
several revolutions to disburse any mud or debris prior to entering a county road.
Parking and Circulation: The applicant has identified on the plat drawing 20 employee parking spaces
including two ADA spaces adjacent to the proposed office and shop area. The ADA spaces should be placard
and hard surfaced to accommodate the standards.
Each parking space shall be equipped with wheel guards or curb blocks when necessary to prevent vehicles
from extending beyond the boundary of the space and from coming into contact with other vehicles, walls,
fences or planting.
The applicant shall indicate on the plat the type of easement and indicate the 60 -foot wide non-exclusive
access and utility easement to provide adequate access to the parcel.
The easement shall be a graded and drained road to provide an all-weather access.
Access Culvert: The applicant is indicating that they will install HDPE culvert at the entrance. Weld County
Public Works is recommending that the flared in sections be steel or metal (CMP) as the HDPE culvert will
burn. The County's minimum size for a culvert is 15 inches. If the applicant chooses to place a larger culvert,
(rase contact the Public Works Department to adequately size your culvert.

The owner of the property shall pay for materials and the cost of installation for new road access culverts
enever the installation of a culvert is made necessary by the creation of a new access from private property
wig a County road, by any alteration of the natural flow of water across private property by the owner, or for any
other reason created by any owner of private property. The culvert shall be installed according to the
specification of the Department of Public Work as to size and location in the County rights -of -way or other
County property in which such culverts may be installed. The culvert size will be determined in accordance
with standards engineering practices. The property owner shall be responsible for cleaning the borrow ditch to
the extent required to accommodate the road access culvert and insuring proper drainage.
A stop sign shall be installed at the appropriate location prior to entering upon WCR 2. This needs to be
shown on the plat drawing.
Traffic Study: The applicant has provided a traffic study. Janet Carter, Traffic Engineer, will review and
comment on the study.
Storm Water Drainage: The applicant was requested to provide water quality features for the two separate
areas to be used for the business. The applicant's engineer provided calculations that do not follow current
Weld County Drainage Code. The calculations were very difficult to decipher and incorrectly sized the water
quality features.
Please provide water quality calculations which follow the Weld County Drainage Criteria. Please refer to
Volume 3 section 4.4.2 of the Urban Storm Drainage Criteria Manual or contact Clay Kimmi for the calculation
procedures.
Please identify the water quality features on the plat. Label the features as "Water quality feature — no build or
Sorage area". Please remove trees and other types of landscaping from the water quality features. Please
ow the volume of the water quality features on the plat.
Please add a note to the development standards stating "Weld County is not responsible for the maintenance
of drainage related structures."

Environmental Health Services has reviewed this proposal for a construction company.
Water for the business will be provided by an individual well. The applicant applied for a
well permit on August 8, 2009. An approved well permit for business usage must be
provided prior to recordation of the plat.
A new septic system will be installed in conjunction with the construction of the office
building. The septic system is required to be designed by a Colorado Registered
Professional Engineer and approved by the Weld County Board of Health.
None of the proposed buildings can contain floor drains unless it is a self contained
system and the fluids are disposed of off site at an appropriate disposal site. A minimal
dust abatement plan will be required for on site dust. The plan should include items
such as a reduced speed limit and watering, as necessary. A waste handling plan for
maintenance that is performed on the site is required. Names, addresses and phone
numbers for the companies that are disposing of the waste shall be included in the
waste handling plan. In addition, all products must be stored in compliance with
manufactures recommendations.
The Air Pollution Control Division at the Colorado Department of Health and
Environment will determine if an Air Pollution Emission Notice (A.P.E.N.) and Emissions
Permit is required for the paint booth.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. The applicant shall submit a dust abatement plan, for on site dust, for review and
approval, to the Environmental Health Services, Weld County Department of
Public Health & Environment.

2. The applicant shall submit evidence of an Air Pollution Emission Notice
(A.P.E.N.) and Emissions Permit application from the Air Pollution Control
Division, Colorado Department of Health and Environment, if applicable.
Alternately, the applicant can provide evidence from the APCD that they are not
subject to these requirements.
3. The applicant shall submit written evidence to the Environmental Health Services
Division of the Weld County Department of Public Health & Environment, from
the Colorado Division of Water Resources, demonstrating that the well is
appropriately permitted for the commercial use.
4. In the event that 1 or more acres are disturbed during the construction and
development of this site, the applicant shall obtain a stormwater discharge
permit from the Water Quality Control Division of the Colorado Department of
Public Health and Environment
5. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
We recommend that the following requirement be incorporated into the permit as a
condition that must be met prior to the issuance of the Certificate of Occupancy:
1. An individual sewage disposal system is required for the proposed facility and
shall be installed according to the Weld County Individual Sewage Disposal
Regulations. The septic system is required to be designed by a Colorado
Registered Professional Engineer according to the Weld County Individual
Sewage Disposal Regulations.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.

2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.
4. The applicant shall operate in accordance with the approved "waste handling
plan", at all times.
5. Any vehicle or equipment washing areas shall capture all effluent and prevent
discharges in accordance with the Rules and Regulations of the Water Quality
Control Commission, and the Environmental Protection Agency.
6. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved "dust abatement
plan", at all times.
7. This facility shall adhere to the maximum permissible noise levels allowed in the
Commercial Zone as delineated in Section 14-9-30 of the Weld County Code.
8. Sewage disposal for the facility shall be by septic system. Any septic system
located on the property must comply with all provisions of the Weld County Code,
pertaining to Individual Sewage Disposal Systems.
9. Adequate toilet facilities (portable toilets) and hand washing units shall be
provided during the construction of the facility.
10. Bottled water shall be utilized for drinking during construction of the project.
11.Adequate hand washing and toilet facilities shall be provided for employees and
patrons of the facility, at all times.
12.A permanent, adequate water supply shall be provided for drinking and sanitary
purposes. The facility shall utilize the existing commercial well. (Permit ).
13.All potentially hazardous chemicals must be stored and handled in a safe manner
in accordance with product labeling and in a manner that minimizes the release
of hazardous air pollutants (HAP's) and volatile organic compounds (VOC's).

14. If applicable, the applicant shall obtain a stormwater discharge permit from the
Colorado Department of Public Health & Environment, Water Quality Control
Division.
15.This application is proposing a well as its source of water. The applicant should
be made aware that while they may be able to obtain a well permit from the
Office of the State Engineer, Division of Water Resources, the quantity of water
available for usage may be limited to specific uses, i.e. domestic use only, etc.
Also, the applicant should be made aware that groundwater may not meet all
drinking water standards as defined by the Colorado Department of Public Health
and Environment. We strongly encourage the applicant to test their drinking
water prior to consumption and periodically test it over time.
16. The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.

Zone District.

1. A separate building permit shall be obtained prior to the construction of any structure.
2. A plan review is required for each building for which a building permit is required. Two complete sets of
plans are required when applying for each permit. Commercial building plans are required to bear the wet
stamp of a Colorado registered architect or engineer.
3. Buildings shall conform to the requirements of the various codes adopted at the time of permit
application. Currently the following has been adopted by Weld County: 2006 International Building Code;
2006 International Mechanical Code; 2006 International Plumbing Code; 2006 International Fuel Gas
Code; and the 2008 National Electrical Code, 2006 International Energy Conservation Code and Chapter
29 of the Weld County Code.
4. Each residential building will require an engineered foundation based on a site -specific geotechnical report
or an open hole inspection performed by a Colorado registered engineer. Engineered foundations shall be
designed by a Colorado registered engineer.
5. Fire resistance of walls and openings, occupancy type, construction requirements, automatic sprinkler
requirements, maximum building height and allowable areas will be reviewed at the plan review. Setback and
offset distances shall be determined by the Zoning Ordinance.
6. Building height shall be measured in accordance with the 2006 International Building Code for the purpose
of determining the maximum building size and height for various uses and types of construction and to
determine compliance with the Bulk Requirements from Chapter 23 of the Weld County Code. Building height
shall be measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance
with offset and setback requirements. When measuring buildings to determine offset and setback
requirements, buildings are measured to the farthest projection from the building. Property lines shall be
clearly identified and all property pins shall be staked prior to the first site inspection.
7. Provide letter of approval from Hudson Fire protection District prior to construction of any structure.
8. There are no building permits on record for this parcel.
