Our current USR-954 was issued in November, 1991. While our current operations are basically the same as they were in 1991, the number of employees and a few other items outlined in our amended USR application have changed. CEESI would like to build a 50' by 80' building on our premises and prior to building permits being issued, the Planning Department reviewed our operations relative our existing USR. After reviewing all the documentation submitted by CEESI, the Planning Department felt that CEESI needed to submit an amended USR application. This documentation package is in response to that request. Enclosed is our updated information along with our long-term future expansion plans (shown on the revised plat map). During two preliminary meetings between CEESI and The Weld County Planning Department, January 16th, 2009 and February 23rd, 2009, the Planning Department helped CEESI identify the information necessary for the amended USR. We want to recognize and thank Kim Ogle for his patience and help in the USR application process. Mr. Ogle gave us good direction and helped us better understand the process as we gathered the required information. Requesting Release of Permitting for the New Building with Submission of AM-USR Application With submission of our Use by Special Review (USR) application, we are additionally requesting that the Planning Department grant an early release for a footing and foundation permit and all other permits required to erect the proposed new building at our own risk. Release of the new building permits will mitigate potential issues that we have with our current compressors. The existing compressors are located in our basement area and are becoming increasing unserviceable at their current location. The proposed building will not only provide a new area for our compressors, it will also provide much needed warehouse space. Early permitting release will mitigate this time sensitive situation that could impact our daily operations. Respectfully submitted, Eric Harman Colorado Engineering Experiment Station Inc. • • • UPDATE AND AMENDMENT TO USR-954 For SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR) QUESTIONNAIRE The following questions are to be answered and submitted as part of the USR application. If a question does not pertain to your use, please respond with "not applicable", with an explanation as to why the question is not applicable. 1. Explain, in detail, the proposed use of the property. --- The approved use of the property, as identified in the attached copy of the USR-954 Resolution dated November 6, 1991, is for a Flow Metering Facility and remains unchanged. This amendment is for the construction of a new building that will be used for warehousing and possible relocation of equipment. Future plans at this time would be for two additional structures; 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. --- The addition of the proposed building will not alter our flow metering business. The building is being considered for the following reasons: • Our current air compressors located underground, are hard to service, and are aging as they were built in the 1950's. If deemed possible, the new building will allow us to relocate our compressors to a more accessible location (above ground with truck access). We have future plans to relocate our current compressors to the new building or to install new compressors. The proposed new building gives CEESI future compressor options; • The proposed new building will give us needed warehouse space as client meters shipped to CEESI often sit outside awaiting calibration. The added storage space would allow client meters to be temporary stored in a dry, secure environment; • The proposed new building is located near the entrance to our facility and could serve as a better drop-off point for deliveries. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. --- The property has been in a non -conforming use since the land was used by the Federal Government for an Atlas E Missile system. In approximately 1965, the property was put to use as flow metering facility used for the calibration of flow meters. The agricultural use of the adjacent properties remains the same as 1965 and the same as when USR- 954 was approved. Like wise CEESI's property is entirely fenced and has controlled access. CEESI's business as a flow calibration laboratory remains unchanged --- In basic terms, we receive flow meters from clients and we blow air through their meter and compare the meter's results to reference meters or other standards. Following calibration the meter is returned to the customer. Meter calibrations are performed for various government and private entities. 2/24/2009 1 • • • UPDATE AND AMENDMENT TO USR-954 For SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR) QUESTIONNAIRE continued 4. What type of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses). The surrounding land use is agricultural grazing. The site has, since 1965, been utilized for the same function as it presently is used for — flow meter calibration. Over this period of time our operation has coexisted with livestock grazing immediately next to our fenced property and antelope living in the immediate area. It has been noted that the trees and bushes located on our property have become a temporary stop over for numerous bird types during their migration between their summer and winter nesting areas. CEESI has no desire to disturb or harm the environment we operate within. 5. Describe, in detail, the following: a. Number of people who will use this site --- our clients are always welcome at CEESI and throughout the year they will be onsite for observation of testing, conferences, training courses, and to conduct business. The actual numbers vary each year and it is difficult to provide a specific number. An estimate might be four or five per month. b. Number of employees employed at this site --- 45, typically there are 30 to 35 employees on site Monday through Friday. Because of our remote location, CEESI provides carpooling with carpool vans. Additionally with the exception of 5 or so employees, nearly every employee carpools with a fellow employee saving gas and money; c. Hours of operation --- 7:00 AM to 3:30 PM five days a week or by pre -scheduled appointment for calibration work after 3:30 PM. Some staff may be on site until 4:30 or 5 PM; d. Type and number of structures to be erected (built) on this site --- one warehouse/compressor building; e. Type and number of animals, if any, to be on this site --- None; f. Kind of vehicles (type, size, weight) that will access this site and how often -- - an estimated 12 employee's vehicle including the carpool vans are on site Monday through Friday for one to three days. On average one additional client vehicle maybe on site Monday through Friday. Typically CEESI has one UPS and one FED -EX delivery Monday through Friday. The average for freight trucks making deliveries at CEESI is estimated at two to three times a week. These trucks range from dual rear axle trucks to large flat bed trucks. On average one additional truck (cleaning service or the like) makes a trip to CEESI once or twice a week; g. Who will provide fire protection to the site --- Fire extinguishers are located through the facility and a large underground storage tank left by the military is available for pumping by fire trucks from Nunn, CO; h. Water source on the property (both domestic and irrigation) --- There are two wells located on the property that were installed in 1957 as part of the ICBM program. One well is in full operational for drinking water, sanitation, fire protection and limited irrigation (less then Y acre). This well is approved by the Colorado State Engineers' Office, Division of Water Resources, Well Permit Number 251664. The production is approximately 15 GPM. The second well is an auxiliary well and at this time remains in an unused status; 2/24/2009 2 • UPDATE AND AMENDMENT TO USR-954 For SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR) QUESTIONNAIRE continued I. Sewage disposal system on the property (existing and proposed) --- there are four existing and active septic systems located on the property. All systems are operational: • G19919133 designed for 20 people; • G19919134 designed for 20 people; • 131991 01 36 designed for 6 people; • SP -9700238 designed for 3 people. Total of all systems combined would serve 49 people. Per Lauren Light, M.B.S. Weld Co. Dept of Health; j. If storage or warehousing is proposed, what type of items will be stored? --- At present our client's meters/equipment may often have to sit outside awaiting calibration. The added storage space would allow for meters to be temporarily stored in a dry, secure environment. If deemed possible, the new building will allow us to consider the relocate of our existing compressors to a more accessible location and as economics allow we would like to plan for a possible replacement compressor. Another possible consideration would be to relocate our shipping/ receiving in the new building; 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. --- Affected area outside the new building would have a structural gravel cover applied; 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. NA; 8. Explain how the storm water drainage will be handled on the site. --- Since the facility is located on a hilltop, storm water is neither retained nor routed. The storm water follows the native contours to the surrounding lands. No off site head cutting or erosional features are caused by the storm water drainage. The storm water returns to the native lands outside the facility; 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. --- CEESI would like to commence construction as soon allowed by the Weld Co. Building Dept. The estimated time to complete is 30 to 45 days; 10. Explain where storage and/or stockpile of wastes will occur on this site. --- Waste Management of Greeley provides a dumpster service to the facility.
