WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners has determined at a public hearing held on the 12th day of December, 1977 , in the Chambers of the Board of County Commissioners of Weld County, Colorado, that a certain parcel of land is owned by Laurence Lerwick, which land is more particularly described as follows, to-wit: A parcel of land located in the SW1/4 of Section 31, Township 7 North, Range 66 West of the 6th P.M. , being more particularly described as follows: Beginning at the Southwest Corner of said Section 31, and assuming the South Section line to bear N89°55'19" E, thence N 89°55'19" E along the South Section line, 982 feet to the true point of beginning; Thence N 2°11'E, 238.5 feet; Thence S 89°53'E, 496 feet; Thence S 4°50' W, 237.5 feet to a point on the South Section line; Thence S 89°55'19" W along the South Section line, 485.1 feet to the true point of beginning, Said parcel of land contains 2.68 acres, more or less. The parcel of land is described as Pt . of the SW4 of Section 31 , T7N, R66W of the 6th P. M. , Weld County, Colorado . Said property is located 1* miles east of Severance. The subject property contains 2 .68 acres of Class II irrigated soils. The request is to split the property into two parcels , each containing 1 . 34 acres. Based upon the information submitted and the adopted policies in the County, the Department of Planning Services Staff recommends the request be approved for the following reasons: 1 . The Town of Severance has indicated that they have no objections to this request . It is the opinion of the Severance Town Board that the creation of a second residence on this property will have no detrimental effect on the Town of Severance or the surrounding community. 2 . The proposed split conforms with the intent clause of the Recorded Exemp- tion Procedure (Section 9-2 of the Weld County Subdivision Regulations) , the intent clause of the Agricultural District (Section 3 . 3a of the Weld County Zoning Resolution) , and the Weld County Comprehensive Plan since the property in question is too small in size to be useful for agricul- tural purposes and since the proposed use will be compatible with the surrounding area. 3 . We have enjoyed country living very much and plan to stay in the area for the forseeable future. Our growing family has begun to crowd our present home and we have been planning to build a new home on the west half of our 250' x 500' property for some time. In April of 1975 we planted 2000 trees and bushes that will serve to break the wind and beautify our building site, as well as provide extra income. At this time we would like to obtain approval for dividing our property and building the home we have been planning for the past five years. A sketch of the home is enclosed. Also enclosed are letters from the mayor of Severance and the North Weld County Water District, indicating that the proposed property division creates no problems for the town or the water company. Farmer's owning land bordering our property have indicated that they have no objection to our plans. The effects of building the proposed residence in our estimation are as follows: 1. Creation of a home ideally suited to our needs in terms of size, location, and aesthetic value. 2. More utilization of existing utility services including North Weld water, natural gas, and electricity. 3. Introduction of $25,000+ in labor into the county during construction of the home. 4. Generation of $1,000 or more property tax revenue annually. 5. A $600 rebate to natural gas users on the new service east of Severance. 6. A slight increase in the rural Weld County population.
