I have a civil contractor on site that has almost completed all of the site work and is also under contract to dig the foundation and I would like to have them dig the foundation now without having to pay a re -mobilization fee, thus I would like to get the foundation and shell permit as soon as possible. Ideally 1 would like to be able to obtain all building permits for the office building, including the interior finish without having to post the collateral for the public works improvements. Most of the improvements related to the public works agreements are complete at this time, however a few items should not be complete until the weather warms slightly, such as revegetation. I would request that we finalize the approval of the USR and record the plat, but tie the occupancy of the office building to the acceptance of the improvements by Public Works. My proposal would be to also have an early release of the interior finish permit (I hope to apply for this in the next two weeks) and allow some time to finalize the work at the site that requires warmer temperatures and have the occupancy of the office building tied to the Public Works acceptance required in the site grading and improvements permit already issued (GRD08-00013). If we need to set a date 1 am comfortable all work would be done by June 15th - however the public works related items would be finished by May 22nd I would q [� 9-171.92LLL%%G� ///J estimate. We need 50 degree minimum over night temperatures for the asphalt rejuvenator. Regarding your comment on the changes to the USR drawing, the Noble site is essentially the same as the last copy you saw. The seller of the property is completing the roadway that comes off of WCR 38 and has elected to do this in concrete rather than asphalt with Public Works approval. Noble had entertained thoughts of requesting additional covered cold storage, but when it was determined this would require a USR amendment we elected not to pursue the additional storage. The Department of Planning Services and Building Inspection will allow the grading and footings permit and the foundation permit to move forward. Further, Planning Services will support the construction of the office building with the caveat that a TCO would not be provided until the plat is submitted with signatures for recording. With receipt of the USR plat, the Building Department would issue the TCO for the building located at 12747 County Road 38. This step is predicated on having the applicant submit evidence of continuing to move forward with the project, including completing the site improvements as outlined in the Special Use Permit, USR#1662 and the Private Improvements Agreement that was prepared by Baseline Engineering, the applicant's representative. Further, the signed Long Term Maintenance Agreement would be required to be submitted at this time. The Department of Building Inspection is prepared to issue the Certificate of Occupancy with receipt of the fifteen percent of the estimated costs for the Private Improvements Agreement that was prepared by Baseline Engineering in the Department of Planning Services, Greeley office, 918 Tenth Street, Greeley, CO 80631. A final inspection of the property, at the request of Noble Energy will be conducted approximately one year after the date of acceptance of the one year warranty collateral by the Board of County Commissioners. It is important to note that during construction, if any of the construction equipment is traveling on gravel roadways, dust mitigation along those areas will be required. Water trucks should be sprinkling the gravel roadway to keep the dust down at a minimum. Please notify this office in writing, on company letterhead, accepting the conditions as outlined in this letter. With receipt of this letter, the Department of Planning Services and Building Inspection will fast track the permit for issuance. (The legal description is Lot C, AmRE-4066 being part of the SE4 Section 31, Township 4 North, Range 66 West of the 6th P.M) Situs address is undetermined, this tract of land is approximately 14 acres in size. The USR would encumber the entire site. Background Information: Curt Moore, Field land manager for Noble Energy (NE) seeks to consolidate three facilities at different locations into the proposed facility. The proposed facility would receive, store and dispatch piping (tubulars) for Noble well operations as well as new production equipment. Additionally there is a third party testing consultant utilizing an on -site component for the testing of used pipe for mechanical integrity. One full time NE employee will staff the facility with two contract employees maintaining the storage yard, loading and unloading delivery and dispatch trucks. NE estimates 60 round trips/day from this facility. Hours of operation are 7A -7P Monday through Friday and 7A-12 noon on Saturday. During the conversation the applicant indicated that Sunday operations, while limited would be a requirement of the facility. County staff indicated that language to the effect of: "... hours of operation for operations are limited to the hours of day light except in the case of public or private emergency or to make necessary repairs to equipment. Hours of operation may be extended with specific permission from the Weld County Board of County Commissioners. This restriction shall not apply to operation of administrative and executive offices or repair and maintenance facilities located on the property." Access will be from a County maintained road into the property. A discussion on the proposed easement access across lands to the east was discussed. Staff stated that the preferred and supportable access would either be shared with a thirty foot access to the west of property line and a future access to adjacent properties to be implemented at a future date uncertain. Facility access from County Road to an unknown internal point a minimum of 300 feet from future right-of-way line shall be paved. Internal access roads are to be ro-to-m ill. One structure is an 1800 SF modular office building with non -ambulatory access and lavatory. There is a breakroom and conference room internal to this structure. The warehouse component has two roll -up doors and several man -doors. Central Weld County provides water service with a new ISDS system to handle the effluent flows. Adjacent to this structure is a diesel tank with new containment 1.5x the gallon capacity. Adjacent to this structure is a "roll -off' dumpster for the collection of pipes and miscellaneous materials. Anderson Salvage picks this material up and takes in for processing. With outdoor storage of materials, an opaque screen shall be employed. Options were discussed including interlocking panels for chain link fencing. Slats, six foot height wood fence, fabric and vegetation were also discussed. Moore indicated that the fence is six foot chain link with three strand bard — three wire high on 45 degree angle iron would be employed. No scada devices will be used and there will be limited yard lighting for security and ease of locating materials. Landscaping will be employed in NE corner of site to mitigate potential negative impacts of the facility from an adjacent homeowner. Trash will be disposed of in a yard container(s) located on site, and screened from adjacent property or public rights -of -way. Public Works Public Works indicted that a Site plan to scale will be a requirement of the application submittal, further, a traffic circulation plan and statement on the traffic levels is required at a minimum, however, a full traffic study may be required based on determination from Public Works. A preliminary drainage report specifically addressing water quality and not detention of stormwater(s) impacted the site. A "grassy" area of irrigated and/ or non -irrigated material was discussed. The geo-technical study and report is also required. A Flood Hazard Development Permit will not be required as the site is likely out of the Floodplain. For all onsite improvements, an Improvements Agreement will be required. The applicant and staff are unaware of the oil and gas entity on site. In addition, Noble operates +/- 2500 production facilities associated with these wells. To support this inventory of existing wells in addition to the new wells that are drilled each year (306 in 2006, 492 in 2007) Noble needs an adequate storage yard for the receiving, storage and dispatching of tubulars and surface equipment. The proposed operation outlined in this application includes the receiving, storing and dispatching of tubulars for well operations and the receiving, storing and dispatching of certain production equipment including production tanks, water pits, separators, treaters, pumping units, meter houses, stairs, landings, emission control devices including burners and compressors, facility containment rings and other miscellaneous equipment for delivery to oil and gas production facilities. New tubulars are received and stored until dispatched to a well location. Used tubulars are received, inspected for mechanical integrity and either stored for dispatch or sold as structural scrap iron. An independent testing contractor will be onsite operating and acting in the inspecting capacity. New and used surface equipment will be received at this facility and stored until dispatched to a production facility location. A full-time Noble employee will manage this facility and two full-time contract employees will operate the forklifts) for the purpose of loading and unloading trucks. Noble estimates 30 trucks will come and go from this facility on a daily basis. A 30x60 building will house an office and a garage for inside storage of the forklifts(s). Hours of operation, outside of emergencies, will be 7:00 am - 7:00 pm Mon -Fri and 7:00 am - 12:00 pm on Saturday. t Conceptual Grading The existing site is very flat having no more than about 0.6% fall from the SW to the NE. We propose to excavate a retention pond in the NE corner to generate fill material and provide for stormwater flood control. The cut material will be distributed on site in substantial conformance with the conceptual grading plan provided. This will accommodate at least a 1% fall on the site. The grading plan also provides for a small beim on the West property line to help screen the proposed use from the residential neighbor. Conceptual Drainage As is demonstrated on the grading plan, a retention pond will be excavated in the NE corner of the site. An emergency spillway will be sized to convey excess runoff to the east at an elevation of about 4778. The location of the spillway has been chosen to help accommodate grading a roadway to the north, if that should ever be pursued by the adjacent land owner. Conceptual Landscape Plan The proposed plan provides ample landscaping opportunity. A 25 foot landscape buffer is provided along the WCR 38 frontage and abng the east property line. The future use of the eastem property is undetermined and this buffer should work well in conjunction with whatever final use is established. The residential use to the west will be well buffered with the proposed berm and wide landscaped area. Native grasses and trees and shrubs will be delineated in the preliminary and final landscape pan. Noble proposes to utilize native and xeric species that will be irrigated as needed to become established and maintain healthy growth. Irrigation water will be trucked in and either spread immediately or stored in an above ground drip system, as appropriate. Utilities Potable water for the office use will be provided by the existing water line in WCR 38. Septic sewer will be designed as appropriate for the office use. Electric, telecommunications, and gas utilities are understood to be in pace in WCR 38 and available for use in the office. Building Elevations A conceptual building plan and elevations are attached for your reference. • Page 2 Signe Minimal signage will be provided in the vicinity of the office in accordance with County sign regulations. Off Street Parking Proposed parking for this use is expected to be minimal. Three spaces have been provided for the three employees on site. Four additional spaces have been provided to accommodate infrequent guests. There is also a parking area for empty and loaded trailers that will be picked up by semi tractors on a daily basis. Site Access Access is proposed off WCR 38 at the SE corner of the site. The access point will connect on the adjacent lot in a 60 foot access easement The entrance to the storage yard will be gated with a 50 foot gate, set back approximately 170 feet from WCR 38 centerline. Trash Facilities A new trash enclosure is proposed adjacent to the office building.
