(b) Please see Item #3 below. The 316 acre site is located off Harmony Road (Weld County 74), in between Weld County Road 13 and Weld County Road 15. We would like to change our request for the land use to include General Commercial (GC) and Residential Mixed Use (RMU). Harmony First and Second Annexation Master Plan was submitted back in August of 2005 and was approved with E-2 and General Commercial land uses. With the addition of Harmony Third Annexation all are being combined into one overall master plan and with this, it is our intent to request GC and RMU zoning. Community Need The Town of Windsor is in need of land that can be developed for housing to meet anticipated future demand. The Town has experienced rapid growth during the 1990's and early 2000's as a result of increased employment opportunities and its reputation for providing a high quality of life. The Town prepared a Comprehensive Plan to guide future decision making by Town officials such that sound -planning principles will direct the nature of future growth and development. We are confident that this project meets the need for housing and neighborhood retail and commercial sites and that it is compliant with the Town of Windsor Comprehensive Plan. We believe that RMU promotes a desirable mix of residential dwelling classifications to would aid in making this project special. The General Commercial zoning will create a logical and orderly development pattern that is compatible with existing and proposed land uses, it also will greatly help reinforce Windsor's tax base. Project Description The majority of the 316 -acre site (260 acres) will be residential and open space. 56 acres are proposed to be commercial, located along the frontage of Harmony Road (WCR 74). The numbers of residential units vary and are consistent with the appropriate densities of the RMU district. The new master plan provides for 40-60 acres of the proposed 260 acres of RMU to be open space. This open space will be in the form of green belts, natural areas, drainage areas and a 6 -acre public park. The proposed master plan provides for around 500 dwelling units and will include both large (20,000-40,000 sf) lots and smaller (5,000-6,500 sf) single-family lots. In addition to single- family lots, some multifamily units will also be provided. This project from start to finish will be driven by "green" practices that will create an eco-friendly and interesting final product, something truly special to the Town of Windsor. Walking/Biking/Pedestrian trails will be provided throughout the property allowing for access along the Lake Canal Ditch and connecting to the overall Windsor trail system. There will be a 6 acre dedicated public park centrally located within the site combined with a neighborhood center and outdoor plaza. This center would provide a sense of community and place for the neighborhood, as well as providing amenities for resident enjoyment and convenience. The neighborhood center could contain such uses as small eating establishments, professional offices, service -oriented shops and a clubhouse/ workout facilities gym for the neighborhood. Consistency with Comprehensive Plan Commercial Land Use Goals: The Master Plan provides up to 56 acres of commercial uses that help reinforce Windsor's tax base. In addition, the neighborhood center will provide the mix of commercial, residential and recreational uses that are encouraged in the RMU zone district. Housing Goals: The proposed Master Plan promotes housing consistent with that envisioned in the RMU zone district standards, with a variety of densities that provide diversity of housing style and price. Custom homes will ensure housing distinctiveness along with incorporating the ponds, greenway and water feature amenities into the design of blocks, streets and dwelling units. Annexation Goals: The proposed annexation will provide a logical infill development to the Town due to contiguity along its north property line with the Town of Windsor. As previously mentioned, this serves to begin a connection between Windsor's northern most boundaries and the Central core of downtown Windsor. This annexation also serves to become the start of the western boundary of Windsor along the WCR 13 corridor. Overall Land Use Goals: The proposed annexation will continue a well-balanced land use pattern by providing development opportunities that allow for market driven development of a wide variety of neighborhood retail, commercial and residential land uses. This will be accomplished through the GC and RMU zoning for neighborhood retail and commercial uses, residential uses and open space using ponds and greenways. The GC will provide a continuation of neighborhood business zoning established by the Windsor North annexation and should aid in creating a "gateway" into the town. Residential Land Use Goals: The Master Plan proposes a neighborhood and community plan that will protect the character and quality of the Windsor residential areas. This community provides both larger and smaller lots with significant amounts of open space creating distinctive housing diversity that is appropriate for this location. As mentioned before, with the RMU zone this project will bring a desirable mix of dwelling classifications, all unique yet consistent with the overall feel of the project. Community Separator Goals: The western boundary of the proposed annexation is designated as community separator between the Town of Timnath and Windsor along the WCR 13 corridor. The intent of the project is to establish enhanced landscape setbacks and buffering along WCR 13 as well as the proposed neighborhood commercial development to ensure a definite separation and change between the two communities. These proposed landscaped, open space corridors will provide a positive and aesthetic entryway for the Windsor community. Public Utilities and Drainage Goals: The proposed Master Plan includes plans for future potable water, non -potable water for irrigation purposes, and future sanitary sewer. These future utilities will extend current Windsor services to the western most boundary of the Growth Management Area. The master drainage plan will ensure developed stormwater runoff does not exceed historic rates. The stormwater master plan will also provide water quality management and safe conveyance of all runoff. Transportation Goals: On site traffic circulation will accommodate vehicular, pedestrian and bicycle traffic. Parks, Trails and Open Space: All open space, ponds and greenways will be privately maintained and used by the subdivision. These open spaces will be developed in a way to provide active and passive recreational opportunities for the community. The 6 -acre dedicated public park will promote foot traffic throughout the community and connect the various open space lands. The public park and trail is to be maintained by the Town of Windsor.
