HomeMy WebLinkAbout20093083.tiffRECORD OF PROCEEDINGS MINUTES HOUSING AUTHORITY WELD COUNTY, COLORADO NOVEMBER 23, 2009 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, November 23, 2009, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner William F. Garcia, Chair Commissioner Douglas Rademacher, Pro-Tem Commissioner Sean P. Conway - EXCUSED Commissioner Barbara Kirkmeyer Commissioner David E. Long Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Elizabeth Strong Director of Administrative Services, Monica Mika MINUTES: Commissioner Rademacher moved to approve the minutes of the Housing Authority Board meeting of October 26, 2009, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. NEW BUSINESS: CONSIDER ADDENDUM A TO ADMINISTRATIVE PLAN FOR SECTION 8 HOUSING CHOICE VOUCHER PROGRAM: Tom Teixeira, Director, Greeley/Weld County Housing Authority, stated the administrative plan for administering the Section 8 Housing Choice Voucher Program was approved years ago, and this addendum is the result of the Greeley/Weld County Housing Authority applying for 25 vouchers which are to be awarded under the Family Unification Program. Mr. Teixeira stated the addendum outlines how the vouchers will be fairly distributed, and the Family Unification Program is mainly for youth ages18 to 21, who have aged out of foster care and have no family assisting them. He stated the vouchers will provide 18 months of housing for the individuals selected, and the Greeley/Weld County Housing Authority is working in conjunction with the Department of Human Services to identify youth who are eligible to apply for the vouchers. He further stated the youth will receive counseling regarding the activities of daily living and adulthood throughout the 18 -month period. Mr. Teixeira stated the vouchers may also be utilized for situations where housing conditions are poor enough the children would otherwise be removed from the household, in order to allow the family to obtain safe, sanitary housing and to prevent the children from entering the foster care system. In response to Commissioner Rademacher, Mr. Teixeira clarified the Greeley/Weld County Housing Authority has applied for funding for 25 additional vouchers, which is approximately $150,000.00. Commissioner Rademacher moved to approve Addendum A to the Administrative Plan for the Section 8 Housing Choice Voucher Program.
