HomeMy WebLinkAbout20093522.tiffWELD COUNTY E-91 I EMERGENCY TELEPHONE SERVICE AUTHORITY BOARD November 17, 2009 The Weld County E-911 Emergency Telephone Service Authority Board met in session on Tuesday, November 17th, 2009 at noon. ROLL CALL: The meeting was called to order by Chairperson Juan Cruz. Present were Board Members Juan Cruz, Dave Bressler, Ron Grannis, Bill Garcia, Gary Sandau and Randy Winsett. Staff members present included Mike Savage, Dave Mathis, Julie Walde, Robert Olsen, and Susan Johnson. Doug Rademacher, Monica Mika, Danelle Vanderzyden and Danny Beckle were also present. A quorum existed. MINUTES: Bill Garcia moved, Ron Grannis seconded a motion to approve the minutes of the October 20th, 2009 meeting, the motion was approved unanimously. PUBLIC COMMENTS: The public was invited to comment on business of the E-911 Board. Doug Rademacher introduced himself as next year's County Commissioner Representative. OLD BUSINESS: 1. Staff Report: Dave Mathis presented Dispatch stats for October 2009 [refer to Sgt. Mathis' "October 2009 WCRCC Monthly Report and Personnel Report as of November 2009]. • The Center has reached a benchmark dispatching Fire calls within 90 seconds 90% of the time. • EMD calls are up, and Dave Bressler noted the staff deserves credit for the increased work. The Center anticipates applying for Ace Accreditation next year. • The Board discussed public awareness of alternate numbers to call (besides 911) especially on I-25. NEW BUSINESS: 1. Treasurer Reports: Randy Winsett presented the November 2009 Treasurer's Report. Dave Bressler moved and Bill Garcia seconded the motion to accept the Treasurer's Report, motion carried unanimously. • Monica Mika requested that in future reports the Intrado Reverse Launches be documented as "units used" instead as a lump sum. • The 911 Board will continue to manage the Intrado Launches, even after the grant funding is in place. 2. 2010 911 Board Appointments: Mike Savage reported that four positions on the Board need to be reappointed or replaced for 2010. • County Commissioner: Doug Rademacher will replace Bill Garcia ao69 3da • City of Ft. Lupton: Position will be clarified with the Ft Lupton City Council • City of Greeley: Mike Savage will recommend Chief Garner reappoint Juan Cruz • Weld County Police Chief Representative: The Weld County Police Chief's Association will need to replace David Montgomery 3. Paging license costs: Julie Walde informed the 911 Board that an issue is developing when pager groups request multiple devices to be contacted with pages. (E.g. an individual requests their personal cell, work cell, blackberry, home phone etc. receive each page) She requested the E-911 Board write a policy on how many devices individuals are allowed to have programmed in the system. • The cost per license (each device requires a license) is $13.50 • More licenses will need to be purchased to accommodate new requests Dave Mathis advised that more departments are going back to the Minotaur pagers because the digital paging system is not reliable for emergency notifications. Several rural agencies use multiple devices to increase coverage. Julie will do an audit of devices and break it down per agency and report back to the Board at the January meeting. PUBLIC HEARING 2010 Budget: Dave Mathis went to the lobby to announce the open hearing was starting and there was no response. The hearing had been advertised in the paper, a posting was made in the lobby, and a verbal announcement in the lobby. There were no public attendees. The questions from the last budget meeting had all been answered to everyone's satisfaction. Some line items had been re -arranged to put numbers in the proper place (contract number higher, equipment number lower). A typographical error was noticed and corrected (from 70 "centers" to 70 "cents") Gary Sandau moved to approve the 2010 Budget as presented. Ron Grannis seconded the motion. The motion carried unanimously. No further business was discussed, Ron Grannis moved to adjourn, Bill Garcia seconded the motion. Additional Information/Projects • Through October we have had no Dispatcher resignations or terminations equating to 0% turnover. • We have only 2 dispatchers still actively training. • MSAG/GIS Specialist Joslyn Ingbretson resigned effective November bch to pursue another job opportunity. • 911 call answering times county -wide for October 2009: Calls answered in less than 10 seconds: 90.51% Calls answered in less than 15 seconds: 98.95% (Last year: (Last year: 93.57%) 99.01%) • Fire dispatch times for October 2009: Initiated to Dispatched *Less than 1 minute: 69.18% *Less than 90 seconds: NFPA guideline for entry to dispatch is 90% of the calls in under 90 seconds. • Presently 34% of our 911 calls are wireless.
