SERVICE AUTHORITY BOARD
September 15, 2009
The Weld County E-911 Emergency Telephone Service Authority Board met in session
on Tuesday, September 15, 2009 at noon.
ROLL CALL:
The meeting was called to order by Acting Chairperson Bill Garcia. Present were Board
Members Dave Bressler, Ron Grannis, Bill Garcia, David Montgomery, Gary Sandau and
Randy Winsett. Staff members present included Mike Savage, Dave Mathis, Robert
Olsen and Susan Johnson. Danelle Vanderzyden and Monica Mika were also present.
Juan Cruz was excused absent, out of state. A quorum existed.
MINUTES:
Ron Grannis moved, Dave Montgomery seconded a motion to approve the minutes of the
July 21, 2009 meeting, the motion was approved unanimously.
PUBLIC COMMENTS:
The public was invited to comment on business of the E-911 Board, no comments were
stated.
OLD BUSINESS:
1. Staff Report: Dave Mathis presented Dispatch stats for August 2009 [refer to
Sgt. Mathis' "August 2009 WCRCC Monthly Report and Personnel Report as of
September 2009]. Since we are fully staffed overtime and call -in time are
reduced.
2. Intrado Grant Update: Monica Mika reported on the status of the grant funding
for the Intrado Emergency Notification System.
• The funding has been approved; she is waiting on the state to send a
check. The delay is due to state furloughs, and short office hours on the
state end.
Mike Savage distributed a draft of the Emergency Notification Protocol
for WCRCC. The policy will govern the use of the Intrado warning system
in relation to other municipal systems, to prevent conflicting messages or
misunderstandings. The same document will be presented at the next
Advisory Board meeting. The 911 Board members were invited to provide
feedback before the next meeting.
3. Bylaw update: Mike Savage has forwarded the recommended bylaw update to
the County Attorney for review. ("for the purposes of a member being present
to vote; that attendance by web and/or phone technology would be
considered being present to vote"). The County Attorney has not reviewed it
yet, but other County boards have adopted the practice, he doesn't anticipate any
problems.

NEW BUSINESS:
1. Treasurer Reports: Randy Winsett presented the September 2009 Treasurer's
Report. Dave Bressler moved and Dave Montgomery seconded the motion to
accept the Treasurer's Report, motion carried unanimously.
2. First Watch Software: Dave Bressler provided the Board with the following
information:
• The Weld County Paramedic Services, the Health Department and Weld
Communications are preparing to triage flu calls in the medical priority
system, in case the system is overwhelmed by patients or lack of personnel.
• First Watch is a software surveillance system which reports trends (e.g. flu
outbreak areas) to designated individuals
• The software was first introduced in Weld County about 5 years ago, and the
Health Department epidemiologist was interested in the program at that time.
The concept has been discussed off and on ever since.
• The cost of the software along with the integration into Tiburon and
installation and maintenance costs is not known.
• It is also unknown if the older version of CAD that we operate would be able
to support another software program, we already have a few problems with
the new version 12 EMD software working properly with the older CAD
version.
• More information will need to be gathered. Board members were encouraged
to read more about the program and how it could enhance all of emergency
services by checking the First Watch Website. (http://www.firstwatch.net .)
3. Preliminary 2010 Budget Report: Dave Mathis reported that most line items on
the 2010 budget are similar to the 2009 budget. He anticipates a possible increase
in tariff fees from Qwest, since they at that in his last meeting about Next Gen
911 issues. Mike Savage added that if the 911 Board members, or the
communities they represent, have items they want on the budget, to pass the
information along.

• Through August we have had no resignations or terminations equating to 0% turnover.
• We have only 3 dispatchers still in training.
