WELD COUNTY COUNCIL
June 15, 2009

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, June 15, 2009, 6:30 p.m., at the Weld County Centennial
Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President John Kivimaki. Vice
President Perry Buck, Councilwoman Ginny Buczek, Councilmen Don Mueller and
Charles Tucker were present, constituting a quorum of the members. Also present was
Patti Russell and Karla Ford, Council Secretary.
PUBLIC COMMENT: There was no public comment.
APRPOVAL OF AGENDA: Councilwoman Buck made a motion to approve the
agenda as printed. The motion was seconded by Councilman Tucker and carried.
APPROVAL OF MINUTES: Councilwoman Buczek made a motion to approve the May
18, 2009 minutes. The motion was seconded by Councilman Tucker and carried.
REVIEW PROGRAM:
Weld County Human Resources Director, Patti Russell, gave an overview of current
projects going on in the department. All Weld County job positions, either vacancies or
new positions, must go through a "sunset review" to insure the position is needed and
necessary. These requests come through the HR department first and then the Board of
County Commissioners.
PeopleSoft (HR/Accounting Database) is currently going through an upgrade and the
evaluation process (ePerformance) has been updated. Employees will be evaluated on
their actual position. The evaluations will be on-line and managers will be receiving
training on this new implementation. Employees will be allowed to go in and see their
previous evaluations. The Time and Labor program will be going live on August 16th
Employees will go on-line and enter their time, the manager will approve and it will move
forward to payroll. This will eliminate the paper time card and save the cost of entering
data every pay period. A small module that is going through PeopleSoft is the learning
and development modules. Employees can go in and schedule themselves for trainings
that are available. This will help several departments that offer training.
The newsletter has had a few changes — more departments are being recognized.
Departments are being asked to submit articles. The newsletter will be cut back to 4
pages.
Some items that the department will be looking at is tele-working, flexible work schedules.
These are currently being tested in Human Services. A survey was distributed to
managers and employees and it showed that productivity has increased.

An intern was hired from Denver University and is currently working on grants. Weld
County was the only government entity in the state that applied for the intern.
Benefits year is coming to a close in December. Benefit costs could be increased by as
much as 9%. The department is looking at cost saving measures to reduce the potential
increase.
In response to Councilman Kivimaki regarding the current turnover rate, there are fewer
turnovers right now — not many job openings. The average in previous years has been
about 13%. The county has 1400 employees.
OLD BUSINESS:
2010 Budget
Councilwoman Buck made a motion to approve the County Council 2010 budget with a
15% reduction as requested of all County Departments. The motion was seconded by
Councilwoman Buczek and passed. The secretary will submit the proposed budget to the
County Finance Director, Don Warden.
NEW BUSINESS:
Notebook Updates
The secretary distributed an update for the Council Notebooks.
Upcoming Meetings and Invitations
The council was reminded of the Chamber Day at the Greeley Stampede, UNC
President's Breakfast, and location of the July Weld County Council Meeting and
tentative dates for the 2010 Budget Work Sessions.
After discussing the location of the July County Council Meeting, Councilwoman Buczek
made a motion to move the public comment section on the July agenda to be after the
review program. Councilwoman Buck seconded the motion and it passed.

Councilwoman Buczek made a motion for the bills to be paid as listed below:

Mileage for Councilwoman Perry Buck $ 36.57
Mileage for Councilwoman Ginny Buczek $ 85.86
Mileage for Councilman Don Mueller $ 17.49
Mileage for Councilman Charles Tucker $ 41.34
The motion was seconded by Councilman Mueller and passed.
ADJOURNMENT: By acclamation the meeting was adjourned at 7:22 p.m.
