SUBJECT: Comments for USR-1712 Petro Canada Lilli Boneyard
Equipment Storage
The Weld County Public Works Department received an email with PDF attachments from Sherri Robinson on
September 14, 2009. The PDF version of the Plat and the water quality calculations were reviewed.
Comments made during this stage of the review process will not be all inclusive, as revised materials are
submitted other concerns or issues may arise. All issues of concern and critical issues during further review
must be resolved with the Public Works Department.
COMMENTS:
Final Plat:
The existing buildings and storage areas need to be shown on the plat. The proposed storage areas also need
to be shown on the plat.
The water quality feature is shown outside the USR boundary. The water quality feature needs to be located
within the USR boundary. The water quality feature needs to be located such that it captures all the runoff
lipm the site.
The water quality feature must be labeled as "Water Quality Feature — No build/storage area".
A legend needs to be added to the plat identifying all symbols that are used.
The distance to the section line and section corner needs to be identified for the access point.
Preliminary Drainage Report: The water quality calculations provided in the email dated September 14,
2009 appear to be acceptable to Public Works.

SUBJECT: Comments for USR-1712 Petro Canada Lilli Boneyard
Equipment Storage
The Weld County Public Works Department reviewed the submitted application for critical items, including but
not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and Flood
Hazard Development Permit. A detailed review of these items was not complete at this step in process.
Comments made during this stage of the review process will not be all inclusive, as revised materials are
submitted other concerns or issues may arise. All issues of concern and critical issues during further review
must be resolved with the Public Works Department.
COMMENTS:
Section Line Access: (right-of-way) The applicant has completed the Nonexclusive License Agreement
(WCR 96 Section Line and WCR 125 Section Line) for the Upgrade and Maintenance of Weld County Right -of -
Way.
eld County Public Works has not traffic counts on either one of these section line accesses. The nearest
aintained county road is WCR 127.5.
Access: The access to the boneyard is from WCR 96 section line, approximately 500 north to a two-acrea
fenced area.
The easement shall be a graded and drained to provide an all-weather access.
Pursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist on the property or
become established as a result of the proposed development, the applicant/landowner shall be responsible for
controlling the noxious weeds. All vegetation, other than grasses, needs to be maintained at a maximum
height of 12 inches until the area is completely developed.
A traffic study is not required.
Preliminary Drainage Report: A preliminary drainage report is not required for the application. However, a water quality
feature is required. The applicant has not provided water quality calculations for this facility. It is very important to note
that the runoff coefficients are not the same as impervious area. The calculation must use accepted impervious
values not the ASCE runoff coefficients. The calculation must be stamped, signed, and dated by a professional
engineer licensed in the State of Colorado
The plat must to show the water quality feature in a drainage easement. A metes and bounds description of the drainage
easement must be recorded by separate document.
Geotechnical Report: Not required.

The Colorado Division of Wildlife (CDOW) has reviewed the permit application for the above -referenced Oil
and Gas Facility located within Section 5 (NW4NE4/E2NE4/SE4), Township 8N and Range 58W of the 6th
P.M., near New Raymer, Weld County, Colorado. This location is North of and adjacent to CR 96 and
approximately 1 3/4 miles west of CR 127.5
The area where the development is proposed is representative of wildlife, vegetation and topography
typically found in short grass prairie ecosystems.
Where applicable, CDOW encourages operators to follow below wildlife related recommendations. If you
have questions, please contact District Wildlife Manager Troy Florian at (970) 443-1993. We look forward to
working with you for the benefit of wildlife.
If an oil/gas equipment storage facility is developed on the proposed site, CDOW recommends:
Noxious weed and re -vegetation management plans be developed and implemented in
areas where there will be ground disturbances due to construction activities.
Any fences built should be three or four strand fencing with a bottom strand height of 17
inches and a maximum top strand height of 42 inches, along with installation of double
stays between posts.
