WF 0.J5 \�: a "a W3a 1Hi lal g i a> 9I • g gi Wa p $ a' _ Yo aS °II' III II '$'si'l$ CO € ••*g. s RESOLUTION WHEREAS, a public hearing was held on December 3 , 1975, in the chambers of the Board of County Commissioners, Weld County, Colorado, for the purpose of hearing the petition of Amoco Production Company, Security Life Building, Denver, Colorado, requesting approval of site for the construction of a radio communication tower on the following described property, to-wit: A parcel of land located in Section 34, Township 2 North, Range 67 West, of the 6th P.M. , Weld County, Colorado, and more particularly described as follows: Beginning at the Southwest corner of Section 34; thence 660' East; thence North 990'; thence West 660'; thence South 990' to the point of beginning, containing 15 acres, more or less, and WHEREAS, the petitioner was present,and WHEREAS, there was no opposition to the request of petitioner for the location of a radio communication tower, and WHEREAS, the said requested location for the radio communication tower is located in an agricultural zone as set forth by the Weld County Zoning Resolution, and WHEREAS, according to Section 3. 3(2) of the Zoning Resolution of Weld County, said located for the radio communication tower may be autho- rized on the approval of the Board of County Commissioners of Weld County, and WHEREAS, the Board of County Commissioners heard all the testi- mony and statements of those present; has studied the request of the petitioner and studied the recommendations of the Weld County Planning Commission, and having been fully informed; NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, that the application of Amoco Production Company, Security Life Building, Denver, Colorado, to located a radio communication tower on the premises indicated above be, and it hereby is granted under the conditions following: 1. That any water and sanitation facilities to be installed shall be approved by the State Health Department. 2. That petitioner shall proceed with due diligence to effect said construction of the communication tower and that it shall have up to one year from date hereof to begin the construction of any and all facilities therefor; otherwise, the Board may, for good cause shown, on its own motion, revoke the permit herein granted. 3. Subject to receiving evidence of approval of the Federal Aviation Agency and of the Federal Communication Commission. 4. Subject to securing of the necessary building permits prior to construction. 1 5. That petitioner shall restrict development to the plan submitted for approval by the Board of County Commissioners. 6. Subject to removal of all facilities and structures to 30 inches below grade upon a completion of the operation. 7. This draft offered three alternatives: 1 ) mobile homes as principal dwellings - use by right in "A" zone; 2) mobile homes as principal dwellings - Special Use Permit in the "A" zone; and 3) mobile homes not allowed as principal dwellings except in mobile home districts. The Weld County Planning Commission held its regularly scheduled meeting on Tuesday, November 18, 1975 at 2:30 P. SE' Sec. 3 T2N R68W APPEARANCE: NONE DISCUSSION: Because the applicant was not present and a quorum was not present, the case was rescheduled. APPLICANT: George W. Hoecher Tape #627 (92-465) CASE # S-52 SUBJECT: Pinnacle Park Subdivision LOCATION: 5' S'z Sec. 14 T6N R66W APPEARANCE: Mr. Hoecher DISCUSSION ITEM ONLY: This subdivision is located on Highway 392, about 2 miles west of Lucerne. When this preliminary plat was approved in 1968, it was approved subject to sixteen lots being drained. He had verbal approval to go ahead and develop the fifteen lots that • did not require additional drainage. In April of 1973, the lots that required additional drainage were drained eight feet deep. Mr. Hoecher asked NHP&Q to draw un the final plans. They requested a fee of $6,000 . Mr. Hoecher decided not to develop the remainder of the lots at that time. Mr. Hoecher realizes that requirements have changed since he started this development and he wants to know can he proceed by laying utilities for only four or five lots at a time. The lots are two and one-half acres in size. Mr. Fortner read section from Zoning Regulations which states that no final plat shall be submitted for approval within 12 months from the approval of the preliminary plat, and no final plat succeeding this time period shall be accepted unless an ex- tension has been granted. Mr. Fortner said that if the final plat was going to be submitted on the basis of the preliminary plat, an extension would need to be granted. He felt that before the staff recommends to the Planning Commission that this extension be granted, the staff needs to fully evaluate what has taken place previously in terms of this development meeting all requirements. Mr. Heitman suggested that Mr. Hoecher and staff work out a timetable for developing the additional lots, so that the staff can give Mr. Hoecher an opinion. Meeting adjourned. The property was originally split into two lots thru Recorded Exemption. Now applicant wishes to create an additional lot. Mr. Krebs , his father-in-law, (Gene Eberl ) , and his brother-in-law operate an Appaloosa horse and limousine cattle organization. They all wish to he located` on the same property in order to run this operation . The Weld County Planning staff recommends approval °or the following reasons : 1 ) The preliminary plat was approved by the Board of County Commissioners on September 24, 1975; 2) the plat has been • approved by the Utility Board; and 3) the conditions of the recommendation for approval by the Planning Commission have been met: a ) application for final platting has been made within 12 months; b) the title has been changed to Eberl Agricultural Unit Development; c) the legal description has had the Range added; and d) development standard #3 has been changed as recommended . CONDITIONS: 1 ) that the plat title be changed to read: "Final • Plat, Eberl Agricultural Unit Development. " ; 2) that the Dedica- tion be changed to delete all reference to public rights of way and easements ; and 3) that the Planning Commission and Board of County Commissioner Certificates include final plat designation. Mr. Honn recommended that Mr. Krebs have the plat corrected • prior to the next Planning Commission meeting, so it can he signed at that time and then presented before the Board of County Commissioners. ' APPLICANT: Amoco Production Company Tape 627 (#705-859) CASE #: CUP-15:75:7 SUBJECT: Radio Tower LOCATION: Pt. S'W; SW", Sec. 34 T2N .R67'W . APPEARANCE: John Lang, Lou Gaskins (Attorney for Amoco) DISCUSSION: Parcel of land to be utilized is only 10' X 10' square. It is on the east boundary of the 15 acre plat of land on which the spindle gas processing facility is presently located. The purpose of the radio alarm system is to .prov.ide a means of monitorinn the the performance of the gas wells in the Wattenberg fields. In the initial installation, Amoco plans to have monitoring equipment located (on a trial basis) on eight wells located within a twenty-mile radius of the spindle plant. There will be no disposal of sewage in any way, no water supply problems, and no additional road require- ments. Structure is self supporting ; there will be no guy wires: The Weld County Planning staff recommends approval for the following reasons : 1 ) complies with the Comprehensive Plan in that the proposed tower will increase the safety and efficiency of the surrounding Amoco wells; and 2) Special Use Permit was approved on November 29, 1972. 1223 • • SUBJECT TO: 1 ) Compliance with all F.A.A. and F. C.C. regulations and requirements; 2) securing of building permits prior to con- struction; and 3) removal of all facilities and structures to thirty inches below grade upon completion of the operation. CASE #: Z-267:75: 18 SUBJECT: Zone change from "A" to "C" LOCATION: Pt. SEa Sec. 3 T2N R68W APPEARANCE: Mr. and Mrs. Clarence Evers DISCUSSION: Small piece of land in five-acre tract that was not zoned Commercial when the property was purchased from .Albert Rademacher. • One of the original zoning cases in the county did zone a portion of this property, the eastern portion. Since that time, Del Camino area has had three different zonings which zoned property to the west of the Evers and some property to the north o Evers . That area has all been zoned commercial . The areas to the south have been zoned commercial and portions zoned mobile home. Letter from Colorado Geological Survey states two potential problems exist for the proposed rezoning : 1 ) the land in question is underlain by what appears to be top quality sand and gravel ; and 2) the tract in question appears to be within the flood prone area of St. Vrain Creek. The Weld County Planning staff recommends approval for the following reasons : 1 ) The original commercial zoning of the contiguous property to the east and a portion of this parcel did not conform to the property lines at the time of rezoning; 2) the proposed change of zone is compatible with surrounding zoning which is all commercial ; and 3) the proposed change of zone would not affect the commercial value of any gravel deposits because of the small areas involved and because all surrounding zoning prohibits mineral extraction. SUBJECT TO: 1 ) Reservation of right-of-way for a future frontage road and setback requirements that meet State Highway Department specifications for noise/air nollution abatement, drainage, etc. ; 2) no construction until adequate information is, received by the Planning Commission concerning flood hazard potential of the site and evaluation of any necessary flood proofing measures . Structures shall be flood proofed if determined to be in the one hundred year flood plain; and 3) final site plan being presented within six months of date of approval by the Board of County Commissioners as required by Section 8.4 of the Weld county Zoning Resolution. In the initial installation, a Hydril Remote Terminal Unit (which will permit transmitting and receiving radio signals) will be installed on a 25' pole at each of the wells tested below and shown on the plot plan: Well Location Leonard G. Bohlender B No. 1 Section 24-3N-66W After a trial period similar equipment will be installed at addi- tional wells throughout the Wattenberg Field. Radio signals from these wells will be received at a central radio base station and an antenna mounted on a 150' tower in the Spindle Plant yard. Data received at this base station will be transmitted either by telephone data line or by microwave to a computer in the Amoco Area Office located in the Montbello Industrial Park (near Interstate Highway I-70 and Peoria St. in Denver) . The flow status of the wells as monitored and controlled by the computer will be indicated on teletype terminals located at our Montbello Office and at a field office either in Fort Lupton or the Spindle Plant. Mechanics of Operation The Hydril Remote Terminal Units (RTU) provide the necessary equipment to both monitor well performance and control shut-in of the well. The following status points will be monitored for each well: 1. Flow rate 2. High tank - level alarm 3. Fire alarm 4. Production unit heater failure alarm 5. Casing pressure set point sufficient to remove fluids from the wellbore. The flow rate will be measured using a turbine meter installed in Amoco's line immediately downstream from the production unit. A high-level switch will be installed on the condensate tank; a temperature switch on the production unit; a pressure switch on the wellhead casing and a fire alarm switch next to the production unit. Those provide the necessary end devices for monitoring the status points listed above. The computer will detect a decreasing flow rate indicating fluid buildup in the wellbore. At that time, the well will be shut-in and allowed to build up the pressure required to remove the fluids. When that pressure is reached, the computer will return the well to production. All changes in the well's status will be printed on both the Montbello and Field teletypes. Power for the individual wells will be from 12 volt DC batteries charged by solar cells or on-line gas turbine generators. Six of the eight pilot wells will use solar cells with the remaining two using the gas turbine generators. The on-line turbine generators will operate using a gas by-pass loop taking 40 psig production unit burner supply gas and returning the gas to the 25 psig pilot line. The central station at Spindle Plant will have 110 volts AC power. The entire system, then, is designed to provide Amoco a closer surveillance of the individual wells, allowing early detection of problems should they occur. This investigation was made to evaluate subsoils for foundation bearing capacities . Our opinions follow based upon results of this investigation , and upon our experience with soils in this area . SUMMARY 1 . Subsoils consisted of loose sands and sandy clays of medium stiffness overlying clay shale bedrock. Ground water was present at a depth of 11 feet . 2 . Maximum allowable bearing values recommended are presented below by soil classification. Loose Sands 2 ksf Footing Foundations Clays , sandy 3 ksf Footing Foundations Bedrock Shales . 20 ksf (Drilled Pier Founda- tions) NOTE : Three feet of soil cover should be provided above bearing elevations of footings for frost protection. 3 . Soils and ground water present conditions for potential sulfate attack of concrete . Type V cement is recommended in all concrete exposed to soils to resist this attack. DISCUSSION 1 . SITE LOCATION This site is located east of Weld County Road 19 in the SW/4 Section 34 , T 2N, R 67W, Weld County , Colorado. This tract is 660 by 990 feet in dimension . The site is vacant .. . 2 . PROPOSED CONSTRUCTION An installation of gas processing equipment is planned. Types of equipment , locations and foundation loads are not known to the writer. 3 . SUBSOIL EVALUATION Test holes were drilled at 2 specified locations by means of power-auger drilling equipment . Undisturbed soil samples for laboratory testing were secured by means of thin-wall sampling equipment . Test hole locations are -1- • • shown in Figure No . 1 ; boring logs are presented in Figure No . 2 . Test holes disclosed the presence of loose fine sands to a depth of 3-1/2 feet in Test Hole No . 1 . Sands are underlain by sandy clays of medium stiffness . Weathered clay shale and clay shale bedrock are present below the clays . The soil profile for Test Hole No . 2 is similar to that for Test Hole No . 1 except that there are no sands present . Ground water was present at a depth of 11 feet . Physical properties of soils were evaluated by results of the following tests . Standard Penetration Tests - See Figure No . 2 Natural Moisture-Density Tests - See Figures 3 and 4 Swell -Consolidation Tests - See Figures 3 and 4 Test results indicate the shallow soils are not expansive when wetted , and are competent to support light foundation bearing pressures . The bedrock shales are competent to support concentrated foundation loads . 4 . FOUNDATION RECOMMENDATIONS The shallow soils are suitable for support of lightly loaded continuous or spread footings . Footings should bear at a depth that will provide 3 feet of soil cover above their bearing elevations . Maximum allowable bearing pressures recommended are presented below by soil classifica- tions : Loose Sands : 2 ksf Clays : 3 ksf Drilled , cast-in-place piers may be used for support of foundations , grade beams and columns . Piers should penetrate bedrock shales a minimum depth of 4 feet . Piers may be designed on an end-bearing pressure of 20 ksf, and should carry a minimum dead load of 10 ksf in end-bearing to resist uplift from expansion of the weathered shale section. Side shear of 2 . 0 ksf may be used in addition to end-bearing , based upon the lateral area of the pier penetrating bedrock. S . FOUNDATION CONCRETE Soluble sulfate contents of soil and ground water are as follows : Water 5000 ppm Clay 1500 ppm -2 - • • This presents conditions for potentially severe sulfate attack of concrete . Type II cement is recommended in concrete exposed to soils to resist this potential sulfate attack. If Type V cement is not available , Type II cement in a concrete mix having a maximum water-cement ratio of 0 . 45 may be used at somewhat greater risk of sulfate attack. Air entrainment of 4 to 6% , by volume , is recommended in all concrete exposed to soils or to freeze-thaw conditions . 6 . LIMITATIONS Test borings for this investigation were drilled at your specified locations , and data presented represents only this area of investigation. As the locations and the natures and magnitudes of foundation loads for the proposed equipment installations are not know , only general • recommendations have been made for static foundations .
