RE: APPROVE APPLICATION FORM FOR QUALISTAR RATING PROJECT - TEMPLE
HOYNE BUELL FOUNDATION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application Form for the Qualistar
Rating Project from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, Family
Educational Network of Weld County, to the Temple Hoyne Buell Foundation, with terms and
conditions being as stated in said application form, and
WHEREAS, after review, the Board deems it advisable to approve said application form,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application Form for the Qualistar Rating Project from the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Human Services, Family Educational Network of Weld County, to the
Temple Hoyne Buell Foundation be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 9th day of September, A.D., 2009.

Qualistar Rating Project between the Weld County
Department of Human Services' Family Educational Network
and the Temple Hoyne Buell Foundation
Enclosed for Board approval is the Head Start Grant Application for Temple Hoyne
Buell Foundation Qualistar Rating Project between the Weld County Department of
Human Services' Family Educational Network and the Temple Hoyne Buell Foundation.
This Application was presented at the Board's August 17, 2009, Work Session.
This grant will support the Qualistar Rating process for four more centers. There is
no in -kind match required. This is not any kind of program expansion. If awarded the
funding, Temple Hoyne Buell will pay the costs associated with having the centers
rated (about $1,400 per classroom).

Family Educational Network of Weld County
1.1 Mission Statement
Our mission is to provide children and families with a high quality, comprehensive program which,
promotes self esteem, fosters social competence, develops independence and enables children and
families to be lifetime learners, and responsible, valued members of their community.
1.2 History
Even as the State of Colorado has turned its focus and attention to improving school readiness and
providing quality early education experiences for our children so has our FENWC Head Start program.
FENWC implemented the Creative Curriculum for Preschool in 2005. We created and implemented a
Mentor Teacher program in 2006. We designed and implemented our own English Language Learner
assessment tool in 2007. Each year we continue to challenge ourselves to grow as a provider of an
inclusive, comprehensive, quality early childhood program. In March of 2009, four of our centers,
Platteville, Gilcrest, Dos Rios and Madison received Qualistar ratings.
2.0 Defining Success
We are successful when our staff, our parents and our community work together as a team to create a
comprehensive program that will meet all individual needs. We are successful when we provide a high
quality program that provides education and services for families, parents and children. We are
successful when our parents and families are empowered to take an active role in their child's future by
sharing ideas and opinions. We are successful when parents and families feel heard and respected; when
children are taught in a culturally sensitive, developmentally appropriate learning environment and staff
are encouraged and supported to grow personally and professionally. We are successful when we work
together to build a community that respects and supports individual needs and treats all people as valued
members of society.
3.0 Commitment to Quality maintenance and improvement
Each year as we develop our long range and short term goals, we convene parents, community, staff and
governing representatives. During this time of reflection and discussion, we work together as a team to
establish program goals for the year that will continue to improve and maintain the quality of our
FENWC program. Information from our annual self assessment, annual community assessment, annual
staff and parent surveys, monthly internal program monitoring, child outcomes and triennial Federal
reviews, as well as the goals from our strategic plan, are used to drive the creation of our detailed
component work plans.
Each FENWC classroom maintains Head Start ratios which are considerably lower than licensing
requirements. All FENWC classroom staff is required to take early childhood education classes which
are paid for through our partnership with Aims Community College. All FENWC teachers are on track
to complete their AA with the final goal being a BA in the early childhood field. All FENWC classroom
staff is trained in creating a learning environment that supports children with special needs; including
English language learners. Each FENWC classroom has bilingual staff.
Family partnerships are a core component of our program and we provide families with educational
opportunities and resources to ensure their success as well.
As a result of our strong commitment to provide a high quality program and the systematic
implementation of setting and completing goals, FENWC was found to be a program "with zero
findings" during our last Regional Federal Review and with only one minor, immediately corrected
finding during this years Migrant Federal Review. We will continue to strive to maintain that record.
