RE: APPROVE COST TARGET ADJUSTMENT FOR 2009 FLEET MAINTENANCE - ALL
STAR TECHNICAL SERVICES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Cost Target Adjustment for 2009 Fleet
Maintenance between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Finance and Administration, and
All Star Technical Services, commencing January 1, 2009, and ending December 31, 2009, with
further terms and conditions being as stated in said Cost Target Adjustment, and
WHEREAS, after review, the Board deems it advisable to approve said Cost Target
Adjustment, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Cost Target Adjustment for 2009 Fleet Maintenance between the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Finance and Administration, and All Star Technical Services
be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 18th day of March, A.D., 2009, nunc pro tunc January 1, 2009.

All -Star Fleet Services LLC has completed the end of the third year of the Agreement between Weld
County and All -Star. Pursuant to the terms of the Agreement All -Star requests the following
increases.
Contract Price for January 1, 2008 and ending December, 31 2008 was ONE MILLION FIVE
HUNDRED TWENTY THREE THOUSAND EIGHT HUNDRED FORTY SIX DOLLARS AND
THIRTY FOUR CENTS. ($1,523,846.34)
Contract states:
3.10 Adjustments to the Approved Budget
A. Annual Adjustments — The Approved Budget, including Contractor's fee, shall be adjusted for
the second and subsequent years of the Contract to take into account changes in the cost of doing
business and future increases or changes in the total personnel compensation package, wage rates
and fringe benefits.
The prior year CPI for Motor Vehicle Maintenance and Repair is 3.5% (see attached CPI Index).
All -Star Fleet Services LLC is respectfully requesting a 3.5% increase pursuant to the terms of our
Agreement with Weld County.
The new Contract Amount for Contract Year January, 1 2009 and ending December, 31. 2009 will be
(upon approval of the County) ONE MILLION FIVE HUNDRED SEVENTY SEVEN THOUSAND
ONE HUNDRED EIGHTY DOLLARS AND NINETY SEVEN CENTS. ($1,577,180.97)
New Non -Target Labor rates for Contract Year January 1, 2009 and ending December, 31. 2009 will
be, $52.98
All -Star Fleet Services LLC looks forward to a long and mutually continued relationship with Weld
