The proposed OpenRange Broadban co -location of cellular equipment on an existing and permitted tower via
Weld County land use permit number AmUSR 1239 has been conditionally approved. The support structure must
be located within the permit boundary. All electrial and building permits must be applied for and approved with a
final sign -off of approval from teh field inspectors for the Building Department.

Hi Kim,
I was just looking at the Weld county zoning maps that I had previously been working with and came across this
map. In the map, there is a small island that is marked in green for Weld County. I think that this is the property
with the tower in it. I'm not sure of the map's accuracy though. I compared it to Google Earth and I think it is a
county parcel, but still not sure. Thoughts?

I am following up our email discussions from May 13 regarding Open Range Communications co -locating on an
existing cellular tower located on a county parcel near the Town of Frederick.
In the attached PDF file, I've included

• Frederick Annexation Map with approximate site location
• A Letter of Intent to lease from owner (T -Mobile)

I am hoping the attached document includes everything you will need to approve our co -location in Weld
County. If this file doesn't include something, could you please let me know?
If you need me to come into the zoning offices in person, please let me know as I would be glad to come in
during a time that works for your schedules.

SUBJECT: Open Range Application No. 1, Open Range Communications
ISSUE
This application requests an administrative review process, pursuant to Sec.
23-4-850. Co -location on Antenna Towers of the Weld County Zoning Ordinance to
authorize co -location of cellular equipment on an existing tower structure. This
structure is owned and operated by T -Mobile USA, Inc.
CO -LOCATION PROPERTY AND TOWER DESCRIPTION
• Property Owner: T -Mobile USA, Inc
• Location: 7639 WCR 15, Frederick, CO 80530
• Existing Development: 150' Monopole
In an effort to deploy a WiMAX high speed internet network to the town of
Frederick, Open Range Communications requests zoning acceptance to co -
locate antenna and ground equipment on the existing T -Mobile monopole and
enclosed ground space located just East of the Town of Frederick.
CONSIDERATIONS:
1. This 150' monopole includes several existing co -locations and Open
Range Communications is proposing to locate additional equipment on
the tower at 123'. The tower will still have room on it for future co -location
tenants based on T -Mobile's discretion.
2. The Open Range installation would include two microwave antennas,
two panel antennas, three tower top amplifiers and a small ground
enclosure located within the existing T -Mobile fenced enclosure.
Equipment on Monopole
• One Microwave Antenna 4' Round
• One Microwave Antenna 6' Round
• Two Panel Antennas Rectangular 48" x 10"
• Three tower to amplifiers
Ground Enclosure Equipment
• 24"x24"x60" exterior cabinet
3. The County's zoning policies regarding co -locating equipment on
existing telecommunication towers is located in:
Sec 23-4-850- E. Co -Location on Antenna Towers
A. Commercial Tower providers must not exclude other providers from co -
locating on the same tower when co -location is structurally, technically or
otherwise possible.
B. In addition to equipment proposed for the applicants use, proposed antenna
towers (excepting concealed antennas) and sites must be designed to
accommodate co -location of additional Commercial Tower providers.
C. The Planning Commission and/or Board of County Commissioners may
eliminate the required co -location if an antenna tower necessary to provide for
such sharing dominates and adversely alters the areas visual character.
D. The Board of County Commissioners may revoke a tower building permit or
other administrative approvals if conditions for approval of an antenna tower
include co -location but:
1. The tower owner is not willing to provide space for other carriers at a fair
market rate when it would not impair the structural integrity of the tower or cause
interference.
2. The tower owner modifies the structure in a way to make co -location
impractical or impossible.
3. If approval is revoked, the facility must be removed at the owners expense.
E. Addition of equipment for co -location of subsequent Commercial Tower
providers on existing antenna towers and sites does not require the Special Use
Review process if the tower height remains unchanged. Addition of equipment for
co -location of subsequent Commercial Tower providers on existing legal, non-
non -conforming antenna towers is not considered a non -conforming use expansion and
is exempt from Article VII of the Weld County Code if the tower height remains
unchanged.

Open Range Communications Inc. ("Open Range") is currently in negotiations with T -Mobile
West Corporation, a subsidiary of T -Mobile USA, Inc ("T -Mobile"), to co -locate its
communications equipment on the T -Mobile tower located 7639 WCR 15, Frederick, CO
80530.
Open Range shall be required by the terms of the agreement to seek and obtain all necessary
local permits and approvals. As a duly authorized representative of T -Mobile, permission is
hereby granted to Open Range, and agents thereof, for the purpose of consummating any
applications necessary to gain the required approvals from the County of Weld.
Any fees or charges associated with all applications or permits and any conditions placed on the
applicant shall be the sole responsibility of Open Range.

This RF propagation map shows the potential WiMAX coverage over the town of Frederick from the
existing T -Mobile tower. The coverage is greater toward the center and dies out as it gets further from
the tower.
