The Weld County Public Works Department has reviewed this proposal. Staff comments made
during this phase of the process may not be all-inclusive, as other concerns or issues may arise
during the remaining application process. Issues of concern must be resolved with the Public
Works Department. Our comments and requirements are as follows:
Weld County Road Classification Plan (FHU): (June 2002) WCR 50 is a local gravel road
and requires a 60 -foot right-of-way at full build out. There is presently a 60 -foot right-of-way.
This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld
County Zoning (23-1-90), the required setback is measured from the future right-of-way line.
Access: There is an existing 20 -foot access and utility easement Rec. No. 1602396. The
easement shall be a graded and drained road to provide an all-weather access.
Off-street parking spaces including the access drive shall be surfaced with gravel or the
equivalent and shall be graded to prevent drainage problems.
Storm Water: The applicant has provided a preliminary drainage report, which has been
reviewed by Clay Kimmi, Drainage Division. The drainage report is acceptable.
Traffic Study: The applicant indicated that 90% of the dogs sold over the internet and will be
shipped to the new owner. There are two part-time employees, one will be living on site. Traffic
does not appear to be an issue; no traffic study will be required.

SUBJECT: USR-1701 BARRETT
Environmental Health Services has reviewed this proposal for a second residence, dog
kennel and grooming operation, to include a maximum of 15 adult dogs and 50 puppies.
Water is supplied by Central Weld County Water District. The existing well on the
property does not allow for commercial use. There are two homes located on the
property and it appears from the application the existing septic systems will be utilized
for the kennel operation.
There is a septic system for a mobile home and picnic barn (G19850020) which was
permitted for 250 people and a two bedroom residence. As the system was installed
based upon calculations for a two to three hour catered party, an engineers review is
required to ensure there is sufficient capacity to serve the proposed kennel and
grooming operations. The review shall also include flow amounts for patrons and
employees. There is also a septic system that was permitted for a 3 bedroom home
(G19949030). An engineer's review should include this system if it will be utilized for
the proposed kennel.
The waste handling plan should indicate that waste is cleaned from the kennel on a
daily basis and picked up weekly by a sanitation company. This information shall be
included in the waste handling plan.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
The following requirements are recommended to be met prior to allowing the plat to be
recorded:
1. The applicant shall submit a dust abatement plan (on site dust) for review and
approval, to the Environmental Health Services, Weld County Department of
Public Health & Environment (WCPHE).

2. The applicant shall provide written evidence to WCPHE that the applicant has
contacted the Colorado Department of Agriculture (CDA), Division of Animal
Industry. This contact shall determine if a license under the Pet Animal Care
Facilities Act (PACFA), as defined under C.R.S. 35-80-101 through 117. C.R.S.
is required, or provide evidence that the applicant is not subject to the PACFA
requirements. If a license is required a copy of the license shall be provided to
WCDPHE.
3. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
4. The existing septic systems shall be reviewed by a Colorado Registered
Professional Engineer for use in the kennel and grooming operations. The
review shall consist of observation of the system and a technical review
describing the systems ability to handle the proposed hydraulic load. The review
shall be submitted to the Environmental Health Services Division of the Weld
County Department of Public Health and Environment. In the event the system is
found to be inadequately sized or constructed the system shall be brought into
compliance with current Regulations.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.

4. The applicant shall operate in accordance with the approved "waste handling
plan", at all times.
5. The applicant shall comply with the Colorado Department of Agriculture (CDA),
Division of Animal Industry.
6. Animal and feed wastes, bedding, debris and other organic wastes shall be
disposed of so that vermin infestation, odors, disease hazards, and nuisances
are minimized. Such wastes shall be removed at least weekly from the facility
and disposed by a commercial hauler.
7. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved "dust abatement
plan", at all times.
8. This facility shall adhere to the maximum permissible noise levels allowed in the
Commercial Zone as delineated in Section 14-9-30 of the Weld County Code..
9. Adequate handwashing and toilet facilities shall be provided for employees and
visitors to the facility.
10. Sewage disposal for the facility shall be by septic system. Any septic system
located on the property must comply with all provisions of the Weld County Code,
pertaining to Individual Sewage Disposal Systems.
11. The facility shall utilize the existing public water supply. (Central Weld County
Water District)
12. If applicable, the applicant shall obtain a stormwater discharge permit for
development, redevelopment or construction where a contiguous or non-
contiguous land disturbance is greater than or equal to one acre in area from the
Colorado Department of Public Health & Environment, Water Quality Control
Division.
13. The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.

Site Specific Development Plan and Special Review Permit for a dog grooming and kennel in an
Agricultural Zone District

There are two historical Building permits attached to this parcel; all have been finale.
1. A building permit shall be obtained for all new buildings and the change of use of any
structure.
2. A plan review is required for each building for which a building permit is required. Two
complete sets of plans are required when applying for each permit. Include a Code Analysis
Data sheet provided by the Weld County Building Department with each Building permits
Submittal plans shall include a floor plan showing the specific uses of eadh area for the building.
The Occupancy Classification will be determined by Chapter 3 of the 2006 International Building
Code. The plans shall also include the design for fire separation and occupancy separation
walls, when required by Chapter 5 and 7 of the 2006 International Building Code. Fire Protection
shall conform to Chapter 9 and exiting requirements by Chapter 10.
3. Buildings shall conform to the requirements of the various codes adopted at the time of
permit application. Currently the following has been adopted by Weld County: 2006 International
Building Code; 2006 International Mechanical Code; 2006 International Plumbing Code; 2006
International Fuel Gas Code; 2006 International Energy Conservation Code and the 2008
National Electrical Code and Chapter 29 of the Weld County Code.
4. Plans shall be submitted to Platte Valley District Fire District for review and approval prior to
issue of Building Permits,
