RE: AUTHORIZATION OF SIGNATURE OF CHAIRMAN OF THE BOARD OF
COUNTY COMMISSIONERS ON A RESOLUTION APPROVING THE
DESIGNATION OF THE FEDERAL AID URBAN SYSTEM IN THE CITY
OF BRIGHTON, COLORADO UNDER SECTION 148 OF THE FEDERAL
AID HIGHWAY ACT OF 1973 .
WHEREAS, the Board of County Commissioners of Weld
County, Colorado, is vested with the responsibility of ad-
ministering the affairs of Weld County, Colorado, and
WHEREAS, a Resolution has been forwarded for signature
by the Chairman of the Board of County Commissioners of Weld
County, Colorado, approving the designation of the Federal
Aid Urban System in the City of Brighton, Colorado, under
Section 148 of the Federal Aid Highway Act of 1973, and
WHEREAS, the Board of County Commissioners of Weld
County, Colorado, on February 9, 1976 did approve the Urban
Area Boundary Map of the City of Brighton, Colorado, projected
to 1980 under a resolution dated February 9 , 1976, and
WHEREAS, it is in the best interest of Weld County,
Colorado to authorize the signature of the Chairman of the
Board of County Commissioners of Weld County, Colorado, on
the resolution approving the designation of the Federal Aid
Urban System in the City of Brighton, Colorado, under Section
148 of the Federal Aid Highway Act of 1973.
NOW, THEREFORE, BE IT RESOLVED that the Chairman of the
Board of County Commissioners of Weld County, Colorado be and
hereby is directed to execute the resolution approving the
designation of the Federal Aid Urban System of the City of
Brighton, Colorado, under Section 148 of the Federal Aid
Highway Act of 1973.
The above and foregoing Resolution was, on motion duly
made and seconded, adopted by the following vote on the 18th
day of October, A.D. , 1976 .

Dear Mr. Billings :
Enclosed please find a cover letter from the State Department
of Highways which explain the requirement of a new resolution
approving the designation of the Federal Aid Urban System in
the City of Brighton and adjacent thereto.
I have included a copy of your resolution dated February 9,
1976 for reference and a copy of the map of the Brighton Urban
Boundary as prepared by the Division of Highways .
Attached to the Highway Departments cover letter are two
copies of the recommended resolution upon which I hereby request
the signature and approval by the Weld County Board of Commis-
sioners .
I further request your early consideration of this matter
and the return to me of both copies of the resolution,
If you have any questions in regard to the system or
resolution, I will be happy to meet with the Board and explain
as necessary.

Dear Mr. Sandquist:
Enclosed please find two copies of the Federal Aid urban system &
boundary map and two copies of a prepared resolution approving the
designation of the Federal Aid urban system for the City of Brighton.
Please provide approval and signatures on the enclosed form and
return to my office as soon as possible.
This request does appear to be a duplication of a resolution
adopted by city council earlier, but the form and wording of the previous
resolution did not satisfy our requirements as set by the Federal
Highway Administration.
If you have any questions concerning this matter, please contact
this office.

A RESOLUTIOn APPROVING THE DESIGNATION OF Tlic FEDERAL AID
URBAN SYSTEM IN THE CITY OF Brighton, Colorado
WHEREAS, Section 148 of the Federal Aid Highway Act of 1973 requires a realign-
ment of the Federal Aid Systems after June 30, 1976, and
WHEREAS, the federal Aid Highway Program Manual, Volume 4, Chapter 6, Section
7 (FHPM 4-6-7) sets forth policies and procedures for designation of
the Federal Aid Systems after June 30, 1976; and
WHEREAS, Paragraph 5d of FHPM 4-6-7 states the Federal Aid Urban Systen shall
consist of arterial routes and collector routes , exclusive of urban
extensions of the Federal Aid Primary System; and
WHEREAS, Arterial and collector routes were designated in the 1980 Highway
Functional Classification Study recently completed in cooperation
with local officials and approved by the Federal Highway Administra-
tion; and
WHEREAS, Paragraph 6c (4) of FHPM 4-6-7 states the routes of the Federal Aid •
Urban System shall be designated by appropriate local officials with
the concurrence of the State Highway Department ;
NOW, THEREFORE,BE IT RESOLVED, that the Mayor or City Council of the City of
Brighton the Board of County Commissioners of
Adams County and the Board of County Commissioners of
Weld County hereby approve the designation of
the Federal Aid Urban System of Highways in said urban area, consist-
ing of all arterial routes and collector routes exclusive of urban
extensions of the Federal Aid Primary System.
