RE: APPROVE EXPENDITURE AUTHORIZATION MODIFICATIONS FOR VARIOUS
WORKFORCE DEVELOPMENT PROGRAMS AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Expenditure Authorization Modifications
for various Workforce Development Programs between the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Department of
Human Services, Employment Services of Weld County, and the Colorado Department of Labor
and Employment, with terms and conditions being as stated in said expenditure authorization
modifications, and
WHEREAS, after review, the Board deems it advisable to approve said expenditure
authorization modifications, copies of which are attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Expenditure Authorization Modifications for various Workforce
Development Programs between the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Department of Human Services,
Employment Services of Weld County, and the Colorado Department of Labor and Employment
be, and hereby are, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said expenditure authorization modifications.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 18th day of May, A.D., 2009.

RE: Expenditure Authorization Modifications 'and Agreement
for Programs under the Workforce Investment Act
Enclosed for Board approval are two Workforce Investment Act Expenditure Authorization
(EA) Modification Requests and one new Expenditure Authorization Request. These
Expenditure Authorization Modifications were presented at the Board's May 11, 2009,
Work Session.
The EA Modification Requests are for the Workforce Investment Act (WIA) 10% SECTR
Initiative as follows:
Modification #1 requests PY 07 WIA 10% SECTRS LMI Research funds in the amount of
$10,334.00 which will be used to purchase and utilize a variety of tools that will help
support planning efforts and analyze local and regional industry and occupational data to
assist in the identification and refinement of sector initiatives for Weld County.
Modification #2 requests FY 08 WIA 10% SECTRS Planning Grant funds in the amount of
$6,000.00 which will be used to enter into financial partnership efforts with Upstate
Colorado Economic Development, Adams County Workforce Region and Brighton
Economic Development to identify employer's needs for skilled workers and workers needs
for good jobs. The emphasis will be to utilize Upstate Northern Colorado and Brighton
Economic Development as conveners for groups of employers from the manufacturing
sector with an emphasis in renewable energy and obtain those employers input regarding
their current and future needs for skilled workers and to analyze gaps that may exist in what
is currently available.
The new Expenditure Authorization request is as follows:
This EA requests PY 08 WIA 10% Youth SECTRS Planning grant funds in the amount of
$69,000.00 which will also be used to enter into financial partnership efforts with Upstate

CRS 24-30-202 requires that the State Controller approve all state contracts. This contract is not valid
until the State Controller, or such assistant as he may delegate, has signed it. The contractor is not
authorized to begin performance until the contract is signed and dated below. If performance begins prior
to the date below, the State of Colorado may not be obligated to pay for the goods and/or services
provided.

I. BUDGET INFORMATION/NARRATIVE:
Employment Services of Weld County will use the award of PY 07 WIA 10% SECTRS — LMI
Research Grant funds (Data Mining) in the amount of $10,334.00 to support regional planning
including LMI, employment Studies and support other entities that use data for planning and
economic development activities. Weld County is refusing $14,666.00 of the PY 07 WIA 10%
SECTRS — LMI Research Grant funds. Due to the short timeline required for the expenditure
of the funds, Weld County did not feel there was adequate time allowed to plan for the full use
of the funds beyond the items that are identified below under Scope of Work.

II. SCOPE OF WORK:
Employment Services will use the award of PY 07 WIA 10% SECTRS LMI Research award to
purchase and utilize a variety of tools that will help support our planning efforts and analyze local and
regional industry and occupational data.
Employment Services will use $4,334.00 of the PY 07 WIA 10% SECTRS LMI Research funds to pay
our regions portion of the statewide license for Economic Modeling Specialists Inc. (EMSI) Strategic
Advantage data base. It is our understanding that the Weld County contribution to this state license
will provide our region the following access with purchase of EMSI Strategic Advantage:
County and ZIP code level data for Colorado.
Economic Forecaster Module- Jobs by Industry, Occupation, and Demographic data with
projections 10 years into the future; graphs, tables, and map exportable data features.
Economic Impact Module - Regional single/multiple ZIP or county level model which consists of
Economic Base, Input/Output Model, and Cluster Analysis.
Career Pathways Module - Labor market workforce data by supply and demand, unemployment,
growth occupations, skills transferability, access to ONET data, and 10 -year projections. Data is
exportable into Excel.
Geographic Information System (GIS) Data Module - EMSI's mapping module that allows
users to display labor market data on customized regional maps.
Additionally, through a collaborative arrangement with Upstate Colorado Economic Development,
Employment Services will utilize funds to purchase licenses to allow access to the Chmura
Economics & Analytics JobsEQ® a la carte reports data base. It is anticipated costs for this product
will be approximately $6,000.00. This access will provide for three reports for region specific data as
follows:
Industry Report - Provides the following data
Employment Growth; Average Wages; Forecast Growth; Employment and Wage Detail by
Industry Group Subsectors; Snapshot report which includes a current, historical, and
projected employment comparisons for sub -industry components; Shift Share Analysis;
Occupation Distribution; Occupation Gaps.
Occupation Report - Provides the following data
Regional Employment by Industry; Average Wages by Industry and Training Program
Requirements; Alternative Occupations; Alternative Industries; Career Training Ladders; Gap
Analysis; Statewide Occupation Concentration Maps; Occupation Mobility Index.
Regional Report - Provides the following data
Employment Growth; Average Wages; Labor Inventory; Cluster Analysis; Shift Share
Analysis; Employment and Wage Details by Industry Groups; Occupation Gaps; Commuting
Patterns.
Data obtained from these products will be used to assist in the identification and refinement of sector
initiatives for Weld County and to further align and develop our partnerships with economic
development and the entities that can benefit from data obtained. In conjunction with these efforts,
data will be able to be used to collaborate with Upstate Colorado Economic Development's
Southwest Weld Economic Development Initiative. This initiative targets the Southwest portion of the
county and is geared towards expanding primary employment to the area.
III. MODIFICATION (S) REQUESTED and RATIONALE FOR MODIFICATION:
Employment Services is requesting this modification to add $10,334.00 of the originally allocated
$25,000.00 of PY 07 WIA 10% SECTRS LMI Research funds in accordance with the Colorado
Department of Labor and Employment, Notice of Fund Availability #08-12 dated March 6, 2009.

Colorado Economic Development and the Brighton Economic Development Corporation to act as co -
conveners for this Sector planning activity.
The goal of the Sustainable Manufacturing Sector Plan will be to identify strategies to address
employer needs in sustainable manufacturing, clean energy and agriculture advanced manufacturing
and then incorporate those strategies into an implementation plan to meet the employer and
economic development need in the Weld and Adams County regions.
The identified outcomes for the planning grant are as follows:
Research the industry sector to determine the super region employer base, including
identification of existing sector employers
Identification of employer needs (skills) based on 5-10 evaluation meetings. Discussions with
employers will seek to identify and project are sector needs in the 1 year, 3/5 year, and long
term basis

Expand direct industry participation in the planning process, and conduct up to 20 sector
interviews with employers and/or industry associations to define the industry needs, employers,
and skill requirements
Identify with employers and industry associations, any barriers to industry employment and

Develop a preliminary gap analysis and asset map in preparation for the implementation phase
of the SECTR Initiative
Develop strategies to address employers needs to facilitate industry growth in the
implementation phase
Draft Implementation Plan: Problem statement, industry and Super Region focus, commitments
(MOU), work and sustainability plan, benchmarks for success, and budget.
