A public hearing was conducted on August 10, 2009, at 9:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated July 28, 2009, and duly published July 30, 2009, in
the Windsor Beacon, a public hearing was conducted to allow citizen input on the Community
Development Block Grant (CDBG) Application for the Intrado/Tiburon Zoll (Emergency Services
Software) Project. Bruce Barker, County Attorney, made this a matter of record.
Monica Mika, Director of Administrative Services, stated the County is working with the Department
of Local Affairs (DOLA) on this CDBG application to obtain $282,000.00, and there will be no County
cash match. Ms. Mika stated the funds are being awarded in relationship to the Weld County
tornado, as a result of which the County is requesting assistance to help offset the costs to upgrade
the Intrado system, which is the reverse 911 system, and the Zoll component, which is software the
emergency service personnel use. She stated the County has submitted the information, received a
favorable response from DOLA, and the County has received a finding of exemption. She explained
under the CDBG guidelines, applicants are required to perform an environmental assessment and
she was unsure of how she would perform a sufficient environmental assessment in relationship to
establishing computer software; however, she was able to identify a unique provision, under Title 4A
of the CDBG standards, which allowed her to request an exemption. Ms. Mika stated she has also
submitted the Application of Statement of Assurance and Certification, the Citizen Participation Plan,
the Residential Anti -Displacement Plan, and the Relocation Assistance Plan. She stated there has
been another exemption granted to the County by DOLA for the required engineering and
architectural documentation. She stated there have been no citizen comments received regarding
the grant application, and there is generally not any feedback received regarding this type of
application. Ms. Mika stated there is strong support for the agreement from the City of Greeley, all
of the area emergency response providers, and the 911 Emergency Telephone Service Authority
Board.
There was no public testimony given. Ms. Mika stated no action is required by the Board. There
being no further discussion, the hearing was completed at 9:35 a.m.

The County of Weld plans to submit a Community Development Block Grant (CDBG)
application to the State of Colorado, Department of Local Affairs. CDBG funds are intended to
provide decent housing, suitable living environments and economic opportunities, principally for
low and moderate income persons through rehabilitation and preservation, economic/job
development and public facilities improvements.
The application being considered would request $282,000.00, for the Intrado/Tiburon
Zoll (Emergency Services Software) Project. The request for funds for this grant are based on
urgent needs resulting from a natural disaster, and the funds would benefit low and moderate
income persons. Permanent involuntary displacement of neighborhood persons or businesses
is not anticipated. Should it later become necessary to consider such displacement, alternatives
will be examined to minimize the displacement. If no feasible alternatives exist,
required/reasonable benefits will be provided to those displaced to mitigate adverse effects and
hardships. No low and moderate income housing will be demolished or converted.
A public hearing will be held at 9:00 a.m. on Monday, August 10, 2009, at the Weld
County Centennial Center, First Floor Hearing Room, 915 10th Street, Greeley, Colorado, to
obtain citizen views and to respond to proposals and questions related to:

community development and housing needs, including the needs of low and
moderate income persons, as well as other needs in the community that might be
addressed through the CDBG program.

Written comments are also welcome and must be received by 5:00 a.m. on August 7,
2009, at 915 10th Street, Greeley, Colorado 80631. Oral and written comments will be
considered in deciding whether to submit an application for the proposed project. Written
summary information will be available in the Office of the Clerk to the Board, Third Floor, 915
10th Street, Greeley, Colorado, on July 13, 2009, until August 10, 2009, on any CDBG
application(s) the County intends to submit to the State. A copy of the application(s) as
submitted to the State will be available for public review in the Office of the Clerk to the Board,
Third Floor, 915 10th Street, Greeley, Colorado, after July 13, 2009.
Information and records regarding the CountyEs proposed and past use of CDBG funds
are available at the Office of the Clerk to the Board, Third Floor, 915 10th Street, Greeley,
Colorado, during regular office hours. Advance notice is requested. If special accommodations
