PETRO-CANADA RESOURCES (USA) INC. 999 18TH STREET, SUITE 600 DENVER, CO 80202 SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR) QUESTIONNAIRE The following questions are to be answered and submitted as part of the USR application. If a question does not pertain to your use, please respond with "not applicable", with an explanation as to why the question is not applicable. 1. Explain, in detail, the proposed use of the property. Petro -Canada Resources (USA) Inc. (PCR) is submitting this Use by Special Review Permit application to the Weld County Department of Planning Services for operation of boneyard/storage facility in the SE/4 of Section 5 T8N R58W. The 2 acre boneyard is located approximately .5 miles west of the Lilli Gas Plant, which is approximately 5 miles northwest of New Raymer, CO. The equipment stored at the boneyard does not impact or effect the operation of the Lilli Gas Plant. The old equipment is oilfield related equipment such as tank batteries, piping, etc. The boneyard does not contain any equipment related to the Lilli Gas Plant. PCR has an existing surface easement agreement for the property underlying the boneyard. A copy is attached for review. The boneyard is utilized to maintain, repair, store, and replace ofand gas facility related equipment such as separators, tanks, pipe, pumping units, etc. 2. Explain how this proposal is consistent with the intent of Weld County Code, Chapter 22 of the Comprehensive Plan. This application has been compiled in accordance with the Weld County Zoning Ordinance dated December 1, 1999 and the Weld County Comprehensive Plan dated March 25, 1999. The proposed compressor station plan conforms to many of the goals and policies outlined in Weld County's Comprehensive Plan: • No net loss of productive agricultural land • No impact on irrigated agricultural land • Enhanced recovery of the County's oil and gas natural resources • Installation of facilities consistent with adjoining oil and gas activities. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The boneyard is approximately 2 acres in the SE/4 of Section 5 T8N R58W, approximately 5 mile northwest of New Raymer, Colorado. The property is zoned for agricultural use. The boneyard does not have any impact on agricultural land. 4. What type of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land use). The is on approximately 2 acres in the SE/4 of Section 5 T8N R58W, approximately 5 miles northwest of New Raymer, Colorado. The property is zoned for agricultural use. The station will have no impact on agricultural land. Adjoining land to the proposed site is used for grazing, limited agricultural development, and oil and gas production. The quarter section containing the proposed compressor station parcel is bounded: • to the north by undeveloped range and grazing land with oil and gas wells and tank batteries; • to the south by Weld County Road 96 and undeveloped range and grazing land with oil and gas wells and tank batteries; • to the west by Weld County Road 125 and undeveloped range and grazing land with oil and gas wells and tank batteries; and • to the east by undeveloped range and grazing land with oil and gas wells and tank batteries. Entrance to the site is north of Weld County Road 96. PCR does not intend to upgrade the fencing with is currently a 3 strand barbed wire fence around the perimeter of the site. The nearest residential structures to the boneyard if more than 1 mile to the southeast. There are no expected adverse impacts on historical, archaeological or scenic resources. Petro -Canada Resources (USA) Inc. 2 Boneyard • • • 5. Describe, in detail, the following: a. Number of people who will use this site: This is an unattended/unmanned facility. PCR personnel will visit the boneyard as required, but there are no daily operational activities required at this storage facility. b. Number of employees proposed to be employed at this site: The facility be unattended/ unmanned. c. Hours of operation: The boneyard is open to PCR employees 365 days per year, 7 days per week, and 24 hours per day; however, activity on this location is rare as it is a storage facility. d. Type and number of structures to be erected (built) on this site: Not Applicable. PCR does not intend to utilize this facility for anything other than storage of oilfield related equipment. PCR has an office facility at the Lilli Gas Plant, which is .5 miles east of the boneyard, that has a washroom facility available to employees, contractors and visitors. Anti -bacterial hand sanitizers will be available at the Lilli Gas Plant. Bottled water will be available for drinking at the Lilli Gas Plant. The boneyard does not have any lighting and PCR does not intend to install any lighting at this facility. A 3 strand barbed wire fence surrounds the boneyard/storage facility. e. Type and number of animals, if any, to be on this site: PCR does not plan or anticipate housing, feeding, or maintaining any animals on the proposed compressor station site. Kind of vehicles (type, size, weight) that will access this site and how often: Vehicles that will occasionally be on location will include % ton and one ton pickups. g. Who will provide fire protection to this site: Pawnee Fire Protection District 319 Chatoga Avenue Grover, CO 80729-0066 h. Water source on the property (both domestic and irrigation): Not applicable. The boneyard does not have any water sources on the property and water is not required for the storage of oilfield related equipment. Restroom facilities are available at the Lilli Gas Plant, which is .5 miles east of the boneyard. Anti -bacterial hand sanitizers or soap and water will be available at the Lilli Gas Plant restroom facility. Bottled water for drinking purposes will also be made available at the Lilli Gas Plant. The nearest surface water feature in the area is an unnamed stream approximately .4 miles east of the boneyard and 187' west of the Lilli Gas Plant. According to the flood plain maps maintained by Weld County Department of Planning Services, the proposed site does not occur in a flood hazard area. PCR has prepared a Stormwater Management Plan for the Lilli Gas Plant and has obtained a permit from the Colorado Department of Health prior to the start of construction. Copies of both are attached to the Lilli Gas Plant Amendment to USR-861 application. i. Sewage disposal system on property (existing and proposed). Not applicable. The proposed location does not have a sewage disposal system on site. Petro -Canada does not anticipate the need for a sewage disposal system at the proposed compressor location as the site will be unmanned. Petro -Canada Resources (USA) Inc. 4 Boneyard If storage or warehousing is proposed, what type of items will be stored? The boneyard will be used to store oilfield related equipment such as old separators, tanks, pipes, old metal buildings, tanks, pumping units and other miscellaneous equipment. The equipment stored at the boneyard do not impact or effect the operations of the Lilli Gas Plant. No equipment related to the Lilli Gas Plant is stored on location. 6. Explain the proposed landscaping for the site. Petro -Canada will control noxious weeds by mowing or through the application of herbicides as necessary. Weeds will not be allowed to grow higher than 12" along the access and within the boneyard site. No lighting is planned for this location. A 3 -strand barbed wire fence surrounds the boneyard. PCR does not intend to upgrade the fencing. Vehicle traffic to and from the site will be minimal. 7. Explain any proposed reclamation procedures when termination by the Use by Special Review activity occurs. Upon termination of the project, the site would be reclaimed in accordance with the rules and regulations of the Colorado Oil & Gas Conservation Commission. 8. Explain how the storm water drainage will be handled on the site. Petro -Canada has prepared a Stormwater Management Plan for the Lilli Gas Plant and has obtained a permit from the Colorado Department of Public Health and Environment (CDPHE). A copy of both are attached to the Lilli Gas Plant Amendment to USR-861 application. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Not applicable. No construction will take place at this storage facility. Waste generation at this storage facility will be minimal and any waste will be disposed of utilizing commercial dumpster services and will be removed from the proposed site as needed.
