The Weld County Council met in regular session in full conformity witIlleMetcbCcAinty Name
Rule Charter, Monday, April 20, 2009, 6:30 p.m., at the Weld County South West Service Center,
4209 WCR 24 %, Longmont, CO.
ROLL CALL: The meeting was called to order by President John Kivimaki. Vice President Perry
Buck, Councilwoman Ginny Buczek, Councilmen Don Mueller and Charles Tucker were present,
constituting a quorum of the members. Also present was Weld County Assessor, Christopher
Woodruff, Brian Foss and Karla Ford, Council Secretary.
PUBLIC COMMENT: There was no public comment.
APPROVAL OF DOCUMENTATION: Councilwoman Buczek made a motion to approve the
March 16, 2009 minutes. The motion was seconded by Councilwoman Buck and carried.
Councilman Mueller made a motion to approve the 2009 1st Quarter Report to the People. The
motion was seconded by Councilwoman Buck and carried.
REVIEW PROGRAM:
Weld County Assessor Christopher Woodruff gave an overview of the 2009 reappraisal values
and the market. The job of the Assessor is to fairly estimate property values, not taxes.
Actual values are based on complex mass appraisal models and statutory requirements.
Property value is based on market data from a specific time period — this year will be from
January 2007 thru June 2008. Taxes are calculated using values and mill levies.
The basic property Tax Formula is the Actual Value x Assessment Rate = Assessed Value. The
Assessed Value x Mill Levy = Taxes Due.
Colorado is not a current value state. Values are based on specific data from legally mandated
time period. All requirements are constitutional/statutory. The 2007/2008 values were appraised
at 6/30/06. The sales from 1/1/07 - 6/30/08 were used and there were 10,000 sales analyzed to
estimate values. Foreclosure resales during this period were considered. State law prohibits the
use of any data after 6/30/08 in the 2009 valuations.
Residents can protest the value by contacting the Assessor's Office in writing, email or by
appointment in person between May 1 and June 1, 2009. The appointments are in Greeley with
four clays designated in South West Weld. The values will be reviewed and a written notice is
sent by June 30, 2009. Only 2009 values can be protested. The 2008 taxes must be abated if
not protested in 2008. Abatements can only be processed using the data in effect for that
assessment year.
The Weld Tax Base for 2008 included the following: Oil and Gas (37.45%); Residential (27.56%);
Commercial (14.34%); State Assessed (10.68%); Industrial (4.74%); Agricultural (2.14%); Vacant
(2.75%) and Natural Resources (.33%).
The following received 2008 Property Tax Revenues: Schools (43.02%); County (23.60%); Cities
(8.54%); Special (7.87%); Jr. College (7.45%); Fire (7.26%); Water (2.02%); Sanitation (.22%).

The Assessor's Office website is located at www.co.weld.co.us and contains property information,
abstracts, complete property database, searchable sales for land and buildings, property record
cards, forms and property tax procedures.
SHORT RECESS
NEW BUSINESS:
Thorton Farms Meeting and Tour
Councilman Tucker gave a brief overview of the Thorton Farms meeting and tour and stated it
was a very productive meeting.
Notebook Updates
The secretary distributed three updates for the council member's notebooks.
Coordinator Reports
President Kivimaki has met with Commissioner Garcia to discuss issues.
Councilwoman Buczek said there was a new development group in the southwest part of Weld
County and they will be working with northwest part of the county to help support new
businesses/jobs and to market this area as a community. This can help bring in employers,
suppliers and home buyers.
Correspondence — Constituent Letter
The council received a letter from a local constituent regarding The Broadcasters Bill of Rights
and President Kivimaki will respond with a letter.
Upcoming Meetings and Invitations
The council was reminded of the Dairy Farmers of America Luncheon and the County Picnic.
