WELD COUNTY LAW ADMINISTRATION BUILDING
The Weld County Regional Communications Advisory Board met in session in on
Tuesday, August 25, 2009 at 10:30 a.m. in the Weld County Law Administration
building.
ROLL CALL•
The meeting was called to order by Bill Garcia. Present were board members Bill
Garcia, Gary Barbour, Rod Deroo, Jim Burack, Carl Harvey, Kim Fleithman, Jay
McDonald, Ron Grannis, Brian Martens, Juan Cruz, Robert Standen, Phil Tiffany, and
Tim Zimmerman. Mike Parkos represented Rick Brandt, Roger Rademacher represented
Mark Lawley. Staff members present were Mike Savage, Dave Mathis, Robert Olsen and
Susan Johnson. Windsor Police Chief John Michaels was also in attendance.
MINUTES:
Kim Fleithman moved to approve the minutes of the June 23`d, 2009 and July 28`1' 2009
meetings; Ron Grarmis seconded, motion carried.
OLD BUSINESS:
1. Staff Report: Dave Mathis presented Dispatch stats for July 2009 [refer to Sgt.
Mathis' "July 2009 WCRCC Monthly Report and Personnel Report as of July
2009].
• EMD Stats: Dave clarified that the number of EMD calls reported
includes training and test calls
2. Emergency Mass Notifications: Mike Savage reported that a committee was
formed to address the concerns about multiple notification systems in Weld
County and how they affect operations in the 911 Center. The committee met 2
weeks ago and came out with a few guidelines to coordinate systems:
• The authority for activating independent systems is left to the individual,
local public safety agencies
• The Comm Center has the authority to launch an emergency notification if
no local public safety authority is available
▪ The authority on who (in their organization) is allowed to launch
independent notifications is up to the local public safety authority
• The Comm Center should be notified about independent launches
o Dispatchers should enter a closed incident to document
independent launches
▪ The Comm Center should be a recipient of independent launches at our
non -published, confidential direct line (970-346-6819)
• The Comm Center will only deal with emergency notifications, not
community notifications
The committee should have a draft of the guidelines for the Advisory Board to
review before the next meeting.

The Intrado Emergency Notification contract is nearly finished — the contract
delay was due to funding through DOLA Grants.

As there was no further business, the meeting was adjourned at 10:55.
The next meeting will be on Tuesday, September 22nd, 2009.

EMERGENCY NOTIFICATION SYSTEM PROTOCOL FOR WCRCC
Policy:
It is the policy of the Weld County Regional Communications Center to serve as the
coordination point for mass emergency notification systems based on telephone/ cell
phone/text messaging systems. The E911 Board of Weld County has approved funding
for the Intrado product to accomplish this task for the users of the emergency
communications system of Weld County. The action of the E911 Board does not preclude
individual municipalities, fire districts, and other local governing bodies from
establishing their own system of emergency notification. Any system of mass emergency
notification should consist of multiple layers of notification involving the technologies
the local authorities have identified as best suited for their populations. With the
existence of multiple systems to conduct mass notification present in Weld County the
issue of coordination becomes the focus of this protocol. The intent of the policy is to
eliminate: conflicting messages which may be sent by different centers, duplicate
messages going out over different systems, system competition over limited telephone
infrastructure, and hopefully reduce messaging that may cause citizen confusion.
Procedures:
• Anytime a local authority conducts an emergency launch on another emergency
notification system other than through WCRCC, it will be that local authority's
responsibility to notify WCRCC. This can be done by telephone or radio. The
local authority will also ensure that WCRCC is a recipient of the emergency
messaging so that the flow of information to the affected citizens will remain
consistent. WCRCC will not initiate an emergency message through Intrado when
another system message is already underway. WCRCC may initiate an Intrado
launch in conjunction with a local system launch on the same event, if the
geographical area being targeted is different than that of the initial launch; i.e.
moving storm.
• If a local authority requests a launch of the emergency notification system through
WCRCC the following procedures will be adhered to:
1. Any emergency service personnel can request an emergency launch
through the WCRCC;
2. The Weld County Sheriff, local Police Chief; Fire Chief; or recognized
governmental authority; i.e. the Mayor, City Manager, Councilperson,
County Commissioner, or WCRCC command staff can order an
emergency notification message be sent by the WCRCC;
3. During quickly unfolding emergency events, the WCRCC staff can
authorize a launch of the emergency notification system, unilaterally
without local authority. WCRCC staff will notify local authorities as
soon as practicable.
4. During long-term emergency events, the system may be utilized to
provide non -emergency information to our citizens in order to bring the
initial emergency to conclusion.
