HomeMy WebLinkAbout20091709.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JULY 22, 2009 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, July 22, 2009, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner William F. Garcia, Chair Commissioner Douglas Rademacher, Pro-Tem Commissioner Sean P. Conway Commissioner Barbara Kirkmeyer Commissioner David E. Long Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Elizabeth Strong Director of Finance and Administration, Donald D. Warden MINUTES: Commissioner Rademacher moved to approve the minutes of the Board of County Commissioners meeting of July 20, 2009, as printed. Commissioner Long seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. PUBLIC INPUT: No public input was given. CONSENT AGENDA: Commissioner Conway moved to approve the Consent Agenda as printed. Commissioner Rademacher seconded the motion, and it carried unanimously. 2009-1709 BC0016 00 - 3Y -r 1 PRESENTATIONS: PRESENTATION OF FAIR SCHEDULE TO BOARD - WELD COUNTY FAIR ROYALTY: Shay Dillon, Weld County Fair Queen, stated the Fair Royalty have been promoting the Fair and Weld County by participating in community service activities, including attending an event at the Meeker House and attending the Critters Around the Campfire activity at Centennial Village, and next month the Fair Royalty has hospital and nursing home visitations planned and they will participate in reading agricultural related stories to children at the Weld County library. Kristen Schmidt, Weld County Fair Princess, stated she lives in the southwest portion of the City of Greeley, attends Greeley West High School, and she has been involved with 4-H for 7 years and Future Farmers of America (FFA) for 2 years. Ms. Schmidt stated over the last seven months, since being crowned, the Royalty has traveled to the National Western Stock Show, at which they escorted the mascot, Howdy, to the mall to promote agriculture and distributed information to the public; attended the Farm Show, at which they hosted a booth to talk to the public and promote the Fair; and traveled to the Town of Estes Park to attend the Rooftop Rodeo, to promote Weld County and the Fair. She stated the Royalty has also been participating in community service activities, working with the 4-H kids, and helping to prepare the candidates for next year's Royalty. Ms. Schmidt thanked the Board for their support. Shannon Bailey, Weld County Fair Attendant, stated she is from the Town of Keenesburg, which is located in the southeastern part of Weld County, she graduated from Weld Central High School, she has been involved in 4-H for approximately 7 years, and she served as the FFA President during her senior year of high school. Ms. Bailey invited the Board to attend the Fair and advised them the Pre -Fair activities begin on Friday, July 24, 2009. She stated August 2, 2009, will be Anadarko Day and it will include a free barbeque and a draft horse show; therefore, it is a great day to attend the Fair with family. She expressed her appreciation to the Board for their support. Chair Garcia thanked the Weld County Fair Royalty for being great ambassadors for the community and our way of life and for sharing it with people all over the State. Commissioner Long stated he is impressed with the great attitudes and professionalism of the Fair Royalty, and he invited everyone to attend the part of the Weld County Fair that will be held in the Town of New Raymer on July 24 and 25, 2009. He expressed his appreciation to the Weld County Fair Royalty for promoting agriculture and fun. Commissioner Rademacher concurred with Chair Garcia and Commissioner Long's comments, and stated the Weld County Fair Royalty is the face of Weld County. Commissioner Kirkmeyer inquired as to what Fair projects the Royalty will be participating in this year. Ms. Dillon stated she graduated from University High School and is attending the University of Northern Colorado, with a major in Secondary English Education. She stated her Fair projects this year are marketing beef, breeding beef, and the western horse show. Ms. Schmidt indicated she will be participating in over 25 classes with her horse, including english, western, ranch horse, and speed classes. Ms. Bailey stated she will be showing her market lamb this year. She stated she started out in the poultry program and continued in it for approximately eight years; however, she has not participated in the poultry program for the last two years. She further stated she intended to participate in the poultry program again this year; however, her chickens were killed a few weeks ago. Commissioner Conway congratulated the Fair Royalty on doing a great job, being great ambassadors, and being great representatives for the Fair. Chair Garcia stated there is something for everyone at the Fair and he encouraged everyone to attend this year. RECOGNITION OF SERVICES, JUVENILE COMMUNITY REVIEW BOARD -TREVOR MCQUAIN: Chair Garcia read the certificate into the record, recognizing Trevor McQuain for three years of service with the Juvenile Community Review Board. (Clerk's Note: Mr. McQuain's name was mistakenly printed and read into the record as Troy McQuain; however, his actual name is Trevor McQuain. There has been a new Certificate of Award created which correctly identifies Mr. McQuain.) Minutes, July 22, 2009 2009-1709 Page 2 BC0016 COMMISSIONER COORDINATOR REPORTS: Commissioner Conway stated next week the second round of hearings for the Long -Term Financial Stabilization Committee will take place; therefore, he will be out of the office to attend the hearings on July 28 and 29, 2009. He stated the Committee's recommendations will be made to the legislature in November, 2009. Commission Conway stated he attended the Colorado Spirit Recognition Awards last night, which acknowledged those who assisted with the Weld County tornadoes. He stated much of what was accomplished with the Colorado Spirit efforts was the result of Commissioner Long's initiative to provide mental health services to people in the aftermath of the tornadoes. Chair Garcia thanked Commissioner Long for his efforts. Chair Garcia stated the Clerk to the Board's office staff has been working hard preparing for the upcoming Board of Equalization (BOE) hearings, including scheduling the hearings and scanning related documents. He indicated he heard there are over 1,000 cases to be considered by the BOE this year, and he encouraged the Board to thank the clerks for their hard work. Commissioner Kirkmeyer stated last week she and Commissioner Conway attended the Highway 85 Coalition meeting and the group requested the representatives of Senator's Udall and Bennet that were in attendance to support funding for the Highway 85 Corridor through the Transportation Authorization Bill, which may not be considered for several months. She stated all of the municipalities have passed, or are in the process of passing, resolutions regarding the Highway 85 Coalition. Commissioner Kirkmeyer stated she also attended an Urban Renewal Authority meeting last week to review the related legislation in regards to increment financing. She stated she brought up the matter at the 1-25 meeting she and Commissioner Rademacher attended last week, and there was a lot of interest expressed from the municipalities in attending the meetings regarding the increment financing. NEW BUSINESS: CONSIDER APPOINTMENTS TO NORTHEAST COLORADO REGIONAL EMERGENCY MEDICAL AND TRAUMA SERVICES ADVISORY COUNCIL (RETAC): Commissioner Rademacher moved to appoint Travis Polk to the Northeast Colorado Regional Emergency Medical and Trauma Services Advisory Council (RETAC) as the regular member representative, and Sandra Gehl as the alternative representative. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
