I. JUSTIFICATION 1. Briefly state the purpose of this VALE grant application. In January 2009, the Weld County District Attorney's Victim Witness Unit received funding from the VALE Board in the amount of $2,019.00 for furniture and other supplies for two new VW Waiting Rooms which were created during a Weld County courtroom expansion in the Plaza West Building. The move -in date after construction of the Weld County courtrooms was delayed from the summer of 2009 until December 2009. In December, we found that we had been designated three VW Waiting Rooms instead of two. During the recent move into the VW Waiting Rooms we realized that additional furniture and supplies are needed for the five total VW Waiting Rooms we maintain. These five VW Waiting Rooms provide victims and witnesses of crime a safe, quiet place to wait during court proceedings, a place for children of the witnesses to play or watch a DVD, and a place for the prosecutors to talk to victims and witnesses. The purpose of this grant for $1,523.00 is to purchase items for the new victim waiting rooms and to replace broken items in the old waiting rooms which will improve the comfort of these rooms. 2. What are your goals and objectives for this grant application? Please be specific. Our goal for this grant funding would be to improve the overall experience for crime victims and witnesses when they come to court hearings. Many victims spend anywhere from several hours to days in our waiting rooms. We would like to provide two new television/ DVD players, one for the unexpected new VW Waiting Room and one to replace a non-functioning TV/DVD player. The DVDs help break up the monotony of waiting for long periods and to keep children entertained. Also would like to purchase DVD's for the victims to watch during their long stays. Currently we do not have any storage space for a coffee pot or any other essential supplies, so we would request two utility carts. Two of the victim waiting rooms are lacking computer desks (Weld County has provided the computers) and request two small desks for those computers. We would like to provide comfortable seating for victims during long waiting periods, so we are asking for two additional small couches. We would like to buy toys for all five VW Waiting Rooms to help keep children (who could be victims or children of victims or witnesses) entertained. 3. What is your time frame for implementing your goals and objectives? (NOTE: Funds awarded must be spent by May 31, 2010) We would purchase all the items upon receiving funding. The VW Waiting Rooms are presently being utilized. 4. Who will benefit from this grant application and how will it affect your services to victims of crimes? Crime victims and witnesses will greatly benefit from the installation of these items. The criminal justice process is a trying and exhausting experience. Providing a safe and comfortable room where they can wait is an essential aspect of treating crime victims with dignity and respect. 5. How will you measure the success of this grant? We have surveys in the waiting rooms to be completed anonymously by the victims and witnesses who utilize our rooms. 2 6. How does this grant request relate to victim services and/or law enforcement needs outlined in the VALE statute? See C.R.S. 24-4.2-105 (4) (a — m) This grant request relates to victims services, as outlined by the VALE statute, in several ways. The purchase of equipment to make the Victim Witness waiting rooms more comfortable is justified by the following three subsections of the VALE statute: Section 24-4.2-105 (j) coordination of efforts to assure that victims have a secure place to wait before testifying. Our waiting rooms provide crime victims a place to be safe and comfortable before they are called to testify. There are resources available in the rooms including information about the Victims Rights Amendment. Section 24-4.2-105 (I) protection from threats of harm or other forms of intimidation. The waiting rooms provide a safe, secluded area for witnesses. II. BUDGET SUMMARY 1. Total amount requested: $1,523 2. Will this amount provide full financial support? (4) The board is authorized to enter into contracts for the purchase and coordination of victims and witnesses assistance services with persons or agencies which the board deems appropriate. Victims and witnesses assistance services may be used for the following: (a) Provision of services for early crisis intervention; (b) Provision of telephone lines for victims and witnesses assistance; (c) Referral of victims to appropriate social service and victim compensation programs and assistance in filling out forms for compensation; (c.5) Assistance programs for victims and their families; (d) Education of victims and witnesses about the operation of the criminal justice system; (e) Assistance in prompt return of the victims' property; (f) Notification to the victim of the progress of the investigation, the defendant's arrest, subsequent bail determinations, and the status of the case; (g) Intercession with the employers or creditors of victims or witnesses; (h) Assistance to the elderly and to persons with disabilities in arranging transportation to and from court; (i) Provision of translator services; (j) Coordination of efforts to assure that victims have a secure place to wait before testifying; (k) Provision of counseling or assistance during court appearances when appropriate; (1) Protection from threats of harm and other forms of intimidation; and (m) Special advocate services. (4.3) (a) Moneys allocated for the purposes specified in subsections (3) and (4) of this section shall only be used for the purchases of equipment, training programs, additional personnel, and victims and witnesses services that are directly related to the implementation of the rights afforded to crime victims pursuant to section 24-4.1-302.5 and the provision of services delineated pursuant to sections 24-4.1- 303 and 24-4.1-304.
