Explain, in detail, the proposed use of the property. The applicants are requesting a permit to operate a breeding kennel for retrievers. The Barretts specialize in white Golden Retrievers, but at times have Golden Retrievers as well. The site has two buildings with 6 kennels in each, and a large fenced grass area used for exercising the dogs. The dogs are taken off site to a groomer and veterinary in most instances. However, the southern kennel does have a room for grooming or caring for an occasional dog. Only a portion of the property is being included in the USR because the applicants are uncertain of their plans regarding the remainder of the property and do not wish to encumber it. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Comprehensive Plan. B. A.Goal 2. States conversion of agricultural land to commercial uses will be considered where adequate services are currently available or reasonably obtainable. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. Sections 23-3-40. H allows for kennels subject to the approval of a Use by Special Review. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. • The surrounding properties are agricultural in nature with single family dwellings. The kennels are situated to ensures that noise is barely audible on the surrounding properties. The dogs are also fitted with bark collars which emit an ultrasonic whistle to deter them from barking. 5.a. How many people will use this site? Currently there are two legal, permanent residences on the site. The first home is occupied by the applicants family. The second residence was used by Valeta Wedel, Lee Barretts mother. Very recently Mrs. Wedel passed away. She helped care for the property. The loss of her assistance has had a tremendous impact on the family. Mrs. Barrett intends to move an employee into the home. Initially this employee will be her daughter-in-law along with her family. Also, a part time caretaker visits the site daily. Beyond the applicants family and a caretaker, only a very small number of people come to the site to adopt a dog. Approximately 90% of the dogs are sold over the intemet and shipped to their new owners. 5.b. How many employees are proposed to be employed at this site? One part time employee which visits the site daily and an employee who will live on site. 5.c. What are the hours of operation? 24 hours per day. 5.d. What type and how many structures will be erected on this site? All structures are existing. • • • 5.e. What type and how; many animals, if any, will be on this site? • The kennels will house a maximum of 15 adult dogs and 50 puppies younger than six months. Livestock on the property will not exceed the animal units allowed by right in the agricultural district. 5.f. What kind (type, size, weight) of vehicles will access this site and how often? The personal vehicles of the residents and one horse trailer. 5.g. Who will provide fire protection to the site? Kersey Fire Protection District. 5.h. What is the water source on the property? The homes and kennels will use an existing tap from Central Weld County Water District. The site also has an existing well that is used for landscape watering. 5.1. What is the sewage disposal system on the property? The site has existing septic systems that are attached to the homes and kennels. 5.j. If storage or warehousing is proposed, what type of items will be stored? There is no outdoor storage related to the kennel. 6. Explain the proposed landscaping for the site. • No additional landscaping is proposed. The kennel area is sufficiently screened from surrounding property owners. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. The fencing between kennels can be removed to reclaim the use of the sheds. 8. Explain how the storm water drainage will be handled on the site. Water naturally drains to a low spot in the arena. The water from a 100 year storm could evaporate within 72 hours from this location. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. All structures and landscaping are existing. 10. Explain where storage and/or stockpile of wastes will occur on this site. Solid waste is bagged and sent with a commercial hauler (currently Waste Management). The kennels are built with drains so that they can be rinsed into the septic systems. • • • Sign Plan •urrently there is a statue of a retriever on the property near the entrance. At some time in the future the applicant wishes to add a 5' x 7' sign next to the retriever that says "Double B Golden". They may also want to place an off -site directional sign at the entrance of the driveway along Weld County Road 50. This sign will be in compliance with an off - site directional sign as defined in the Weld County Code. Prior to placement of these signs, building permits will be applied for and an agreement will be reached with the property owner who owns the property along the access easement. Mineral Notification No notification of mineral owners should be required for this USR because all structures are existing. Pest Control The only pest control necessary is fly traps.
