Due to the increased cost of doing business, effective March 1, 2009, Basic Cable rates will increase from
$43.95 to $45.95 per month. This is a $2.00 per month increase for Basic Cable services with $0.87 of
this increase directly related to broadcast network consent agreements. Enclosed is a copy of the notice
our subscribers received in their February statements.

2) with broadcast stations for carriage of some Analog 8 Digital TO
3) stations resulting in a cost surcharge. Effective 3/1/89 the rate for
