Explain, in detail, the proposed use of the property. In addition to what is already allowed in USR #1105 we would like to: • Add the W2 NE4 to the USR The proposal is an expansion of the existing facilities at Great Guns Sporting LLC (Great Guns). In order to make these new recreation facilities available we need more land to be included in the USR. This eighty acres is owned by the two applicants and is adjacent to the current USR 1105. • Build rifle and pistol ranges These ranges will comply with generally accepted safety guidelines. • Build archery facilities The archery facilities will comply with generally accepted safety guidelines. • Add lights to fields for evening shooting During the winter months there is less daylight and this significantly cuts back on shooting time. Lights allow shooting to continue into the late afternoon and early evening. • Change the location of the clubhouse With all these new improvements and types of shooting the size and location of the clubhouse is no longer ideal. We propose to move the clubhouse to a more central location and expand the size. We would get all applicable building permits and comply with building code, including installation of a new septic system. In addition to the pro shop allowed in the current USR we would like to add food service facilities and would get all applicable permits. • Add RV parking and hookups As the need arises Great Guns may add hookups (electrical only) and parking facilities for RVs. All sewage will be self-contained and dumped offsite. • • • 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. The proposed use is consistent with the Weld County Comprehensive Plan. • • 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The proposed amended use will be located in an agriculture zone. 4. What types of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses). The site is located in agriculture zone. The site is surround by farming, CRP and a few houses. 5. Describe, in detail, the following: a. Number of people who will use this site The current USR provides that there will be approximately 100 shooters per week. With all proposed changes approved and implemented we project the number to increase to a maximum of 200 shooters per week. Currently, shooters carpool to Great Guns. b. Number of employees proposed to be employed at this site Great Guns currently has 4 employees in addition to the two owners. With the addition of the new facilities more employees will be needed, probably about 5-10 employees. c. Hours of operation Currently hours of operation are Wednesday from noon -dark and Saturday and Sunday from 8 a.m. to 3 p.m. In the spring, summer, and fall these hours are increased because the demand for the facilities is higher. We may have shooters at the facility up to seven days a week. d. Type and number of structures to be erected (built) on this site USR 1105 states, `Buildings on site will include the protective structures for the clay target throwers, and shooting stands, a club house, office and storage building/s for machinery, targets and other necessary supplies. With the commencement of • • • • • raising birds for release hunting, the necessary pens and shelters will be constructed. Building permits will be obtained from Weld County as required and all construction will comply with Weld County Building and Zoning Regulations." The only proposed change of the above would be to relocate the clubhouse/office to a more central location once all of these new recreation facilities are added. The new building will be larger in size and will comply with all Weld County building requirements. e. Type and number of animals, if any, to be on this site This is unchanged from the previous USR 1105. "The only animals anticipated on this site will be the birds reared and released for hunting, and dogs accompanying the hunters to assist in finding and retrieving birds." f. Kind of vehicles (type, size, weight) that will access this site and how often g• Shooters will arrive in passenger vehicles. Currently about 100 vehicles per week, this number will increase as the number of shooters increases. In addition, there will also be occasionally deliveries made by delivery trucks or semi -tractor trailers. These deliveries will occur 2-5 times monthly. Shooters may bring Recreational Vehicles (RVs) to larger events. Great Guns expects 5-10 RVs per month. Who will provide fire protection to the site Fire protection will be provided by Nunn Fire District. h. Water source on the property (both domestic and irrigation) Water will be provided by an existing well. The applicants have applied for a commercial well permit with the Colorado Division of water resources. The application is attached. Sewage disposal system on the property (existing and proposed) The current clubhouse and office use a septic system. The new clubhouse will also use a septic system approved by the Weld County Health Department. If storage or warehousing is proposed, what type of items will be stored • • • Supplies for the shooting range are stored on site, including but not limited to shells, targets, and machine parts. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. The site is currently vegetated with native grass and rabbit brush. There have been hundreds of trees planted on the grounds. There is no proposed change in landscaping with the amendment. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. 8. Explain how the storm water drainage will be handled on the site No storm water will be collected on the site and natural drainage will be used for storm water except for the required detention pond for proposed parking lots and commercial building. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction will begin on the rifle and pistol ranges once the USR amendment has been approved. The clubhouse move will be dependent upon receiving financing for the project. Archery facilities will be provided as demand requires and when resources for the project become available. 10. Explain where storage and/or stockpile of wastes will occur on the site. No solid waste will be stored on the facilities. Sold waste will be removed from the site by a commercial trash hauler. Hello
