(CDBG) APPLICATION FOR BELLA ROMERO SIDEWALK PROJECT
A public hearing was conducted on August 10, 2009, at 9:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated July 28, 2009, and duly published July 30, 2009, in
the Windsor Beacon, a public hearing was conducted to allow citizen input on the Community
Development Block Grant (CDBG) Application for the Bella Romero Sidewalk Project. Bruce
Barker, County Attorney, made this a matter of record.
Monica Mika, Director of Administrative Services, stated the County is required to provide an open
forum for anybody who wishes to provide testimony regarding the grant, according to the CDBG
rules and regulations. Ms. Mika indicated the intent and direction of the Project have been
previously discussed with the Board. She stated there have not been a lot of comments received
from neighborhood groups regarding the application; however, it is anticipated more feedback will
be received as the Project moves forward. She stated a Community Citizen Participation Plan and a
Residential Anti -Displacement and Relocation Assistance Plan have been submitted to the State,
and the architectural engineering documents are being considered and will be forwarded to the
State. Ms. Mika stated the Board requested that the City of Greeley be notified of the hearing and
notification was provided to the City Clerk's Office and to Roy Otto, the City Manager.
Commissioner Conway stated as the Project moves forward, he believes Ms. Mika will find there is a
lot of community interest regarding it, and it is important to engage the community in the Project.
Ms. Mika stated she has been trying to contact Weld County School District 6 for several months to
communicate the plans for the project and she has sent several e -mails to Wayne Eads,
representative for Weld County School District 6; however, she has not been able to speak to him.
She stated there has not been a response to the a -mails indicating either concurrence or opposition;
however, the District is aware of what the County has planned. In response to Commissioner
Conway, Ms. Mika stated there were some initial discussions with Weld County School District 6;
however, a dialogue has not occurred between the County and the District. Commissioner Conway
indicated he can help Ms. Mika initiate a dialogue with the School District.
Commissioner Long stated he is concerned and discouraged, since the County staff has been

working on the Project for a long time and the City of Greeley does not seem to be engaged. He
stated due to its reluctance to participate in this Project, he is not in favor of the east Greeley
Intergovernmental Agreement at this point in time. He clarified he is concerned the City has not
elected to engage in this part of the process. In response to Chair Pro -Tern Rademacher, Ms. Mika
stated she has not had any discussions with representatives from the City of Greeley since July,
when the Project was initially presented to the Board.
Brad Mueller, Department of Planning Services, stated the City of Greeley has been involved with all
of the discussions regarding east Greeley and the sidewalks, and his impression of why they are not
present today is because all of the sidewalks being considered are on unincorporated Weld County
land. Mr. Mueller stated the City has provided letters of support for this grant, and for a related grant
concerning Safe Routes to School. He stated the City also recently provided an explanation for why
it is less inclined to pursue particular routes within some of the open space in the City limits, and it is
due to legal and logistical concerns. He further stated there is an existing sidewalk located
approximately 200 feet west of the proposed sidewalk, and there may be future development on
Cherry Avenue, which will lead to additional sidewalk construction. Mr. Mueller reiterated the City
has been engaged regarding the Project, and likely did not come today since the proposed
sidewalks are in unincorporated Weld County.
In response to Chair Pro-Tem Rademacher, Ms. Mika stated the grant application was submitted by
Weld County, and there is a $50,000.00 County cash match. Further responding to Chair Pro-Tem
Rademacher, Ms. Mika stated she did not have any discussions with the City of Greeley regarding
the City partnering with the County to provide the cash match. Ms. Mika clarified she spoke to
Becky Safarik, City of Greeley, regarding the possibility of the City utilizing some of its Community
Block Grant allocations; however, the City identifies its allocations 5 years in advance; therefore, it is
difficult to reallocate the funds at this point, and she has not had any conversations with Ms. Safarik
since.
Commissioner Long thanked staff for its clarification that there has been more dialogue than he was
aware of between the County and the City. He stated he was under the impression that the City had
an opportunity to obtain some money from the County related to expanding some sidewalks and it
turned it down. Ms. Mika stated there was some funding, through the City of Greeley, which allows
for sidewalk development; however, these particular sidewalks are located in Weld County and until
there is connectivity to the sidewalks within the City of Greeley, the City cannot use the County
funds, and perhaps Commissioner Long is recalling early discussions related to this. Mr. Mueller
stated there may have also been some discussion regarding the Quality of Life Funds, which are
restricted for use within the City of Greeley. Commissioner Long reiterated he thought there were
funds awarded to the County, from which the City was eligible to receive assistance, and that the
City declined the financial assistance. Mr. Mueller indicated Mr. Long may be thinking of the funding
for the Safe Routes to School, and the deadline to apply for that funding is December, 2009. In
response to Commissioner Long, Mr. Mueller stated there will not be a cash match required for the
Safe Routes to School funds. Mr. Mueller stated the more recent discussions regarding
participation on the Project were concerning collaboration with the School District, as opposed to the
City of Greeley; however, due to its cycle for funding and the CDBG funding cycle, there has not
been the collaboration.
Pam Smith, Department of Public Health and Environment, stated her role was initially to apply for a
Safe Routes to School grant, since it was the pool of money she was aware of, and then Ms. Mika
brought the CDBG funds to her attention, at which point Ms. Smith proposed the CDBG funds may

be able to be used for the sidewalk on East 20th Street and the County could apply for the Safe
Routes to School grant to link the East Meadows subdivision, located at East 24th Street, through
the City of Greeley's open space area; however, there are logistical problems with the open space
area, due to oil and gas facility setbacks, and the existing sidewalk on Balsam Avenue is located
approximately 200 feet to the west. Ms. Smith stated her impression is not that the City is unwilling
to help the County; the ideas the County have proposed have simply not worked for the City, for a
variety of reasons. She stated there is a proposal for development on East 24th Street and Cherry
Avenue, which has successfully gone through a significant amount of the zoning process with the
City, and the developer will have to realign Cherry Avenue and East 24th Street because it is not an
easily designated three-way stop and there is a canal; therefore, the intersection will be reworked
when the development is completed so the children may cross the canal. She stated at that point
there will be connectivity between the City and the County, and the City will be willing to help.
Commissioner Long thanked Ms. Smith for providing the information. In response to Chair Pro-Tem
Rademacher, Ms. Smith stated the canal is Ditch #3. In response to Mr. Mueller, Ms. Smith stated
there will be an opportunity for the School District to contribute financially to the Safe Routes to
School grant, and although the grant does not require a match, the more money the County has to
work on the Project, the more it will be able to accomplish. Ms. Smith stated she participated in a
conversation via email with Mr. Eads and Brad Johnson, Facilities Director for Weld County School
District 6, and an email forwarded by Mr. Johnson indicated approximately 60 children will be served
by the East 20th Street and Cherry Avenue sidewalks. She stated Mr. Eads asked her if he needed
to attend the hearing today, and she told him it was not necessary; however, his support either in
person, or in writing, would be appreciated. She indicated she did not receive anything from
Mr. Eads in writing; however, he expressed his appreciation for, and interest in, the work that the
County has done. Mr. Mueller stated Ms. Smith has sponsored a public forum with the School
District, Banner Health, and the City of Greeley, which will be conducted at an elementary school on
August 22, 2009, and letters have been sent to unincorporated residents in the area, to advise them
about some of the activity taking place.
There was no public testimony given. In response to Chair Pro-Tem Rademacher, Ms. Mika stated
no action is required by the Board, and there will be no additional hearings required until the project
is completed. There being no further discussion, the hearing was completed at 9:32 a.m.

The County of Weld plans to submit a Community Development Block Grant (CDBG)
application to the State of Colorado, Department of Local Affairs. CDBG funds are intended to
provide decent housing, suitable living environments and economic opportunities, principally for
low and moderate income persons through rehabilitation and preservation, economic/job
development and public facilities improvements.
The application being considered would request $250,000.00, for the Bella Romero
Sidewalk Project. It is estimated that approximately 59.18% of the funds would benefit low and
moderate income persons. Permanent involuntary displacement of neighborhood persons or
businesses is not anticipated. Should it later become necessary to consider such displacement,
alternatives will be examined to minimize the displacement. If no feasible alternatives exist,
required/reasonable benefits will be provided to those displaced to mitigate adverse effects and
hardships. No low and moderate income housing will be demolished or converted.
A public hearing will be held at 9:00 a.m. on Monday, August 10, 2009, at the Weld
County Centennial Center, First Floor Hearing Room, 915 10th Street, Greeley, Colorado, to
obtain citizen views and to respond to proposals and questions related to:
• the proposed CDBG application for the Bella Romero Sidewalk Project
community development and housing needs, including the needs of low and
moderate income persons, as well as other needs in the community that might be
addressed through the CDBG program.
• the performance of the County of Weld in carrying out its community development
responsibilities.
Written comments are also welcome and must be received by 5:00 a.m. on August 7,
2009, at 915 10th Street, Greeley, Colorado 80631. Oral and written comments will be
considered in deciding whether to submit an application for the proposed project. Written
summary information will be available in the Office of the Clerk to the Board, Third Floor, 915
10th Street, Greeley, Colorado, on July 13, 2009, until August 10, 2009, on any CDBG
application(s) the County intends to submit to the State. A copy of the application(s) as
submitted to the State will be available for public review in the Office of the Clerk to the Board,
Third Floor, 915 10th Street, Greeley, Colorado, after July 13, 2009.
Information and records regarding the County's proposed and past use of CDBG funds
are available at the Office of the Clerk to the Board, Third Floor, 915 10th Street, Greeley,
Colorado, during regular office hours. Advance notice is requested. If special accommodations
are needed, please notify so that appropriate aids can be made available.
