Vice President Perry .Buck, Councilwoman Ginny Buczek, Councilmen Don Mueller and Charles Tucker were present, constituting a quorum of the members. Also present was Dr. Mark Wallace, Staci Datteri-Frey, Patti Russell and Karla Ford, Council Secretary. PUBLIC COMMENT: There was no public comment. AGENDA APPROVAL: Councilman Mueller made a motion to approve the agenda. The motion was seconded by Councilwoman Buck and carried. APPROVAL OF MINUTES: Councilwoman Buczek made a motion to approve the April 20, 2009 minutes. The motion was seconded by Councilwoman Buck and carried. REVIEW PROGRAM: Dr. Wallace, Director of Public Health and Environment, came to give a brief overview of the new influenza virus. In April 2009, a new influenza strain had been found — Novel H1N1. This strain had not been seen in humans before. The seasonal influenza does have a H1N1 strain but the new strain has been detected. It was given this name because it has genetic material from American Swine Flu, Eurasian Swine Flu, Bird Flu and Human Influenza. This virus has been capable of human to human transmission and swine to human transmission. This initiated in Mexico with reports of large numbers of people getting sick. As of today, the U.S. has 5123 cases that have been documented and five deaths. It has been reported in 47 states and the District of Columbia. It has been recognized that it is cough and sneezing transmission (respiratory droplets), not just casual contact. There are 53 cases in Colorado, none in Weld County. Majority of cases in Colorado are between the ages of 5 — 39 years old. With the typical seasonal flu, one would get the symptoms within 24 hours of being exposed and with the Novel H1N1 flu, the incubation period is up to 7 days. The Health Department message was to cover cough and sneeze, stay home if sick. Masks were made available in medical clinics and reminders of washing hands frequently. The national campaign was to fight fear with facts. There is a lot of work to be done on state and national levels regarding a vaccination for this new flu. Dr. Wallace was very proud of how the public health and health care in Weld County responded to this flu. Everyone adapted as information came in and worked together. Staci Datteri-Frey, Health Education Specialist, gave an overview of the Weld County Employee Safety and Wellness Program. This program has been within the county for the last 15 years. The board asked the committee to come up with a new plan and in 2008 the 15t year of the new program began, Weld County Wellness Champion Program. The 1st year consisted of getting health assessments and data collection. This is an incentive based campaign — employees receive a one month premium holiday, 2nd year gets two holiday premiums. These premiums are approximately $100. This is to encourage better health through education, nutrition and exercise. `1(yrnYYI tA,n; COL W'tiuD 100: 409 :cc c)(7— /.-J.. J c/ Weld County Council Minutes May 18, 2009 Page 2 of 2 Year one — the employee had to earn a certain number of points to earn the holiday premium. The outcome from the 1st year was good. Employees were allowed to continue with the program even if they did not receive the required amount of points. Year two — the focus was changed to take the data and help with behavior change. This is the year of exploration and discovery. Program participation has increased. Several items that employees can participate in and earn points are Lunch and Learn programs, safety programs, nutrition consults, healthy living programs and screenings (glucose, blood pressure, bone density, and hearing). Other opportunities the department is looking at is a joint health fair with the City of Greeley and filling in the gaps of health insurance coverage such as collaboration with UNC's Exercise Science and Nutrition Dept. and CSU Nutrition Service — Diabetes Education, flu shots and tobacco cessation. Future challenges — the department will be looking at reaching the high risk population, retirees and creating a more functional committee. NEW BUSINESS: 2010 Budget A copy of the 2010 budget forms was distributed to the Council. The Council will attend a budget meeting on May 20th. This will be discussed at the next Council meeting on June 15tH Coordinator Reports There were no reports. Upcoming Meetings and Invitations The council was reminded of the 2010 Budget Process Meeting, Candidates Academy Reception and the County Picnic. Payment of Bills Councilman Mueller made a motion for the bills to be paid as listed below: Mileage for Councilman John Kivimaki $ 143.10 Mileage for Councilwoman Perry Buck $ 23.59 Mileage for Councilwoman Ginny Buczek $ 33.92 Mileage for Councilman Charles Tucker $ 47.17 Greeley Tribune — 1st Qtr Report to the People $ 37.27 The motion was seconded by Councilwoman Buczek and passed.
