RE: CERTIFICATION BY THE BOARD OF COUNTY COMMISSIONERS TO
COLORADO STATE TREASURER REGARDING THE TOTAL AMOUNT OF
SPECIFIC OWNERSHIP TAXES ON CLASS E PERSONAL PROPERTY
RECEIVED DURING THE CALENDAR YEAR 1977 BY WELD COUNTY
AND BY EACH CITY, TOWN AND SPECIAL DISTRICT LOCATED
WITHIN THE BOUNDARIES OF WELD COUNTY PURSUANT TO SECTION
39-5-206, CRS, 1973.
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter , is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, Section 39-5-206, CRS 1973, requires that the
Board of County Commissioners of each county in the State of
Colorado shall certify to the State Treasurer of the State of
Colorado the total amount of specific ownership taxes on Class
E Personal Property received during each calendar year by the
County and by each city, town and special district located
within the boundaries of the County, and
WHEREAS, Exhibit "A" attached hereto consisting of four
pages is a breakdown of all of the specific ownership taxes on
Class E personal property received during the calendar year
1977 by Weld County and by each city, town and special district
located within the boundaries of Weld County, Colorado.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado, that Exhibit "A" attached
to this Resolution be immediately forwarded to the State
Treasurer of the State of Colorado pursuant to the terms of
Section 39-5-206 , CRS 1973. '
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 23rd day of
January, A.D. , 1978.

Gentlemen:
Senate Bill No. 214 1977 Session states in part as follows:
39-5-206. Payments to counties , cities, towns , and
special districts in lieu of taxes for calendar year 1978.
11 ) On or before February 1 , 1978, the board of county
commissioners of each county in the state shall certify to
the state treasurer the total amount of specific ownership
taxes on Class E personal property received during the
calendar year 1977 by the county and by each city, town, and
special district located within the boundaries of the county.
(2) On or before March 1., 1978, and on or before September
1 , 1978, the state treasurer shall make a payment to every
county, city, town, and special district in the state in an
amount equal to one-half its share of specific ownership
taxes on Class E personal property for the calendar year 1977
as certified to him under subsection (1) of this section.
This is to remind you that the certifications are due in my office on or
before February 1 , 1978.
This will be the only notice you will receive from this office.

SUBJECT: Senate Bill 214 passed by the 1977 Colorado General Assembly
DATE: January 17, 1978
The 1977 Colorado General Assembly passed Senate Bill 214 requiring mobile homes to
be taxed as an ad valorem tax instead of a specific ownership tax.
To prevent a loss of revenue to school districts you furnished this office with two
sets of data : (1 ) Specific Ownership taxes for mobile homes only, General Fund only,
for calendar year 1976 for each school district in your county; and (2) similar data
for the first nine months of calendar year 1977.
We adjusted school districts' 1978 authorized revenue bases accordingly.
To fully implement Senate Bill 214 we need your cooperation in reporting to us the
following:
The dollar amount you distributed to each school district for specific
ownership taxes , mobile homes only , school districts ' general fund only
for calendar year 1977.
Your cooperation this past year has been fantastic - 100 percent of the county
treasurers responded. Thank you.
Please report the requested data by March 1 , 1978 on the attached document and send
as soon as possible to:
