SERVICE AUTHORITY BOARD
May 19, 2009
The Weld County E-911 Emergency Telephone Service Authority Board met in session
on Tuesday, May 21, 2009 at noon.
ROLL CALL:
The meeting was called to order by Chairperson Juan Cruz. Present were Board
Members David Montgomery, Juan Cruz, Randy Winsett, Ron Grannis, Bill Garcia and
Gary Sandau. Rod Deroo represented Dave Bressler. Staff members present included
Mike Savage, Dave Mathis, Julie Walde, Robert Olsen and Susan Johnson. A quorum
existed. Colleen Eyman, our Plant Telephone Representative was also present.
MINUTES:
David Montgomery moved to approve the minutes of the April 21st meeting; seconded
by Randy Winsett. Minutes were unanimously approved.
PUBLIC COMMENTS:
The public was invited to comment on business of the E-911 Board, no comments were
stated.
OLD BUSINESS:
1. Staff Report: David Mathis presented Dispatch stats for April 2009 [refer to Sgt.
Mathis' "April 2009 WCRCC Monthly Report and Personnel Report as of April
2009]. He noted our center is still fully staffed.
2. Emergency Notifications: Dave Mathis shared a spread sheet [refer to Weld
County Emergency Notification System Cost Analysis 04/28/2009] comparing
Intrado, 3N and Code Red emergency notification systems. Our present vendor,
Intrado, is willing to meet any of the features the other companies offered and is
willing to discount the cost from our original contract. One of these features is the
ability to deliver non -emergency messages to special groups.
• Per Mike Savage the E-911 board is obligated for emergency notifications
and if certain entities wish to deliver non -emergency messages they should
pay for their own minutes of usage.
• The board agreed that since the fire community had given the most input
on this issue, and some of them were more interested in 3N products than
Intrado, that the board would give them an opportunity to explain what
they are looking for in emergency notification systems.
• Dave has visited with Qwest and they confirm that all three of the entities
are able to dump more calls into the Qwest phone system than any
telephone company has line capacity to handle. Any system we choose
will be limited by the Qwest switches ability to deliver the calls.
• Dave will be attending the Weld Fire Chief's Association Meeting and
will present them with the above information. He will offer them the
opportunity to attend the next E-911 board meeting if they wish to further
explain the advantages of 3N over Intrado to the board.

3. EMD Emergency Responder Guides: Dave Mathis has received 85 requests for
EMD Emergency Responder Guides already approved by the board. Several of
the requests were from Berthoud Fire, which responds to part of Weld County
around I-25. He wanted to be sure the purchase was approved for all of the
guides. Since they support emergency operations within Weld County and the
purchase was already a budget item the consensus of the group was that it was
fine to purchase all of the books.
NEW BUSINESS:
1. Treasurer Reports: Randy Winsett presented the May 2009 Treasurer Report
[refer to "Randy Winsett's May 2009 Treasurer Report'''. It was moved by Ron
Grannis and seconded by Bill Garcia to approve the report. Motion carried, the
report was unanimously approved.
2. RAD Care Renewal Notice: Julie Walde reported that the RAD Care
Maintenance agreement has expired. The item was missed in the 2009 line item
budget. The agreement is not optional as it connects the tower sites for radios,
supports the mobiles and provides the network for our back-up center. Their
proposal included a 10% discount for a 2 year contract and a 20% discount for a 3
year contract. The group was not sure if they would be able to approve a multi-
year contract or not.
• Randy Winsett moved to approve the 3 -year renewal contract out of
the contingency fund, contingent on the legality of having a 3 -year
contract in place, otherwise approving one year. Ron Grannis
seconded and the motion carried unanimously. Mike Savage will check
with the county legal counsel to be sure that the 3 year contract is
acceptable.
3. WAC Radio Infrastructure Inventory: Mike Savage reported that the Weld
County Radio Infrastructure is aging and the board needs to anticipate for some
major expenses in the future. The present projected cost is around $4.2 million, in
today's dollars. The most expensive part of the project will be replacing the
Dispatch Equipment in the next 4-5 years.
4. CCNC Zone Controller: Juan Cruz explained that Weld County's share for the
cost of maintaining the zone controller is $19,000, which is not in the budget.
• Randy Winsett moved to move $19,000 into the budget for the cost of
maintaining the zone controller, using a combination of contingency
and reserve funds. Ron Grannis seconded, motion carried unanimously.
As there was no further business, it was moved by Randy Winsett, seconded by Dave
Montgomery to adjourn. Meeting adjourned at 12:45.

• All newer dispatcher trainees hired in August and January 09 are still progressing very well in training.
• We have only 6 dispatchers in training.
