The U.S. Army Corps of Engineers, Omaha District, is preparing an Environmental
Impact Statement (EIS) for the Halligan and Seaman Water Supply Projects (HSWSPs). The
City of Fort Collins (and its partners) and the City of Greeley are pursuing authorizations
under Section 404 of the Clean Water Act from the Corps for the expansion of the existing
Halligan and Seaman Reservoirs located northwest of LaPorte, Colorado. The formulation of
the EIS to assist the Corps' permit decision is being accomplished through the efforts of a
3`d party contractor team lead by Western Ecosystems Technology Inc.
As part of the EIS process, the Corps is required to consider and evaluate alternatives to
the proposed actions. Through efforts to date, a number of potential alternative locations
have been identified. One possible alternative reservoir location is at the Upper Black Hollow
site. _ This potentiraremative is located in Weld County and would potentially affect lands
owned by you. Please see the enclosed map for the reservoir's potential location and possible
configuration, based on current data and information, as well as land ownership information.
The Corps is attempting to determine whether the Upper Black Hollow site is a viable
option or to eliminate it from consideration in the EIS. To assist in making this
determination, the Corps needs to gather existing resources information and data concerning
cultural resources, vegetation and surface geology. This data gathering effort only entails
visually assessing the reservoir site which requires foot and/or vehicle access to your
property. This effort is only an evaluation of the potential feasibility of the site as an
alternative reservoir location, not a decision to actually develop the site.
