Dear Weld County Officials,
We attended the first public outreach meeting with Adams and Weld County staff and
appreciate the effort that you've undertaken to obtain public comment. We support the
preferred Alternative #1 which roughly follows the shore of Horse Creek Reservoir and
intersects Imboden Rd. at approximately E. 160th Ave.. Of the 4 possible routes, Alternative
#1 makes the most sense, as it is the least intrusive and avoids an alignment that requires
more than one big sweeping turn. We believe that any route that follows E. 152nd Ave. would
cause adverse risk, due to the number of residential properties and the existing traffic that
already occur on that road.
In summary, Alternative #1 is our preferred route for the future roadway. Thanks for allowing
us to comment. We sent similar copies to Adams County for their Public Hearing too.

I am trying to correlate the purpose and solution of the IMBODEN ROAD/WCR 49
ALIGNMENT STUDY and I simply cannot. The stated purpose is to connect State Highway
14 to Interstate 70. The solution for Weld County seems to be County Road 49, which
causes Adams County to consider a route that is ridiculous. At Imboden Road you are at a
minimum of seven miles, and at a maximum of 15 miles from three (3) alternative roads that
connect to Interstate 70. I speak of State Highway 79, Interstate 76, and U.S. Highway 85.
This means that roughly every seven miles you can find a major, improved road to gain
access to Interstate 70. Why would a reasonable person even consider a fourth access to l-
70 in this 15 mile radius?
If there is a hidden agenda to connect Greeley to a hypothetical business park just east of
DIA then the route selection makes sense. The project could conveniently run out of money
and never complete the portion north of Greeley to State Highway 14. The locals were
fooled and those who supported the road would be well compensated. But for the moment,
let's assume that there is no hidden agenda and that the stated purpose is not a fabrication.
Weld County has an almost insurmountable problem with the south end of their
commitment. Weld County has the problem of going over/under 1-76, going over/under
State Highway 16'/2 , going over/under two sets of Burlington Northern Santa Fe (BNSF)
railroad tracks, and finally, through/around a huge chemical/industrial plant. I am ashamed
that Adams County would waste huge amounts of money for this study when it is clearly
impossible for Weld County to fulfill its portion of the commitment.
I do not believe that a proper environmental study was performed by Felsburg Holt &
Ullevig, FHU Reference No. 08-209. First, the choices are either to build one foot from the
Box Elder Creek flood zone, or to build along side an earthen dam holding back the
contents of Horse Creek Reservoir. This is unacceptable. Second, I believe your Bald Eagle
zone is far too small as I have personally observed many Eagle nests outside of your
indicated area. The Sand Hill Crane migration, large deer herds, and other wildlife will also
be at risk. This is unacceptable. Third, direct access between the new road and the
communities most affected by it will not be provided. Citizens from Box Elder Creek Ranch,
Rocking Horse Farms, Valley View Estates, and Great Rock North have asked why a one -

half mile section of road could not be build to provide direct access to the proposed road.
The response was that it would require a bridge, and bridges are expensive. This is
unacceptable.
And finally, one definition of rural in "Dictionary.com" includes the word tranquility. You will
destroy the tranquility in the proposed area. This is unacceptable.

To Whom It May Concern:
We are writing this letter to express our distress over the proposed County Road 49.
Please take a moment to read our point of view and concerns that we would like to share.
In November of 2006 we moved to Colorado from California to our home at 15990
Imboden Rd. We chose our home on Imboden to spend our retiring years here even
though we knew it would take our life savings and extend our working years to live here.
Our home is located on Imboden Rd and 160th Ave where Imboden Rd. dead ends and
160t is a dirt road. After looking at over 30 homes we discovered our 5444sq. ft. home in
the country. We chose this home for many reasons the main fact that it sits on 11.5 acres
which is surrounded by quiet seclusion of open space and is habitat to a rich variety of
wildlife.
In the last 2 '/2 years we have experienced tremendous joy in the views that immediately
surround our home. Some of the views of the beautiful Colorado mountain range, bald
eagles that nest in the trees which line our backyard, we watch them teach their eaglets to
fly and eagles soar throughout this area, more than 20 deer grazing throughout our
acreage and their young sleeping among the brush. We delight in the variety of
surrounding wildlife and the songs of various birds in our yard. It is extremely important
to us to conserve the wildlife's natural habitat.
We fear that this could all be lost by implementing proposed construction of CR49 or any
major road in this elusive housing development which surrounds Horse Creek Reservoir
and encompasses the proposed corridor. The value of these homes exceed half a million
dollars each and we paid for the surrounding open space in our home prices. The direct
impact on these home values would not only depreciate, as well as cause negative
impacts throughout our neighborhood such ramifications include, but are not limited to
poor air quality due to carbon dioxide emissions, traffic congestion, noise, loss of
valuable farm ground and foremost loss of open space that is inhabited by wildlife. Not to
mention the supposed justification for a new and unnecessary highway when Colorado's
budget doesn't have the funds to fix existing roads.

According to an article in Sunday's Denver Post, state wildlife and transportation
officials say that wildlife animals crossing roads create the third -biggest source of vehicle
collisions in Colorado. "Wildlife crossing" is both a safety issue and an environmental
issue according to Monique DiGiorgio, a conservation strategist with the Western
Environmental Law Center, it is mentioned that 400 million dollars fund one wildlife
project and that since 1993 there have been 2,448 wildlife vehicle collisions each year.
CDOT officials are searching for solutions to end this rate (No to CR49 is a wonderful
start.)
We would also like to mention that at the time of the initial public open house mailing (of
the notification for the four alternatives for the corridor study area) mailed in October
2008; we were out of state on a 2 week vacation. We returned the day after the
community input meeting which we learned of by the mailing after the fact (which was
mailed in an untimely and short notice). By the time we received a final public open
house invitation for the February 10`h we had learned that an "evaluation" and other
miscellaneous factors had identified a preferred alignment for the corridor study area. We
were devastated after being informed by this "invitation" that the decision had been made
by default. Prior to the February 10`h meeting we spoke to our neighbors and learned that
many families in Bromley Estates hadn't received the initial public open house invitation
notice.
We would like to ask, "Would YOU want this highway in front of your home?" I'm sure
your response is the same as ours, NO... we are like you and our neighbors whom are
parents, grandparents, foster parents and much more with families, feelings and points of
view that need to be valued. This highway is a threat to the previously mentioned items
as well as, children and pets who, play in our yards.
We invite you to come to our home and experience the peace & beauty before it could
possibly be destroyed.
Please vote NO on this proposed road.
Thank you for your time and consideration in reading our concerns. We wish to preserve
and protect this beautiful part of Colorado for future generations.

It has been Adams County's sincere pleasure working with Weld County to finally complete
the Weld/Adams Weld County Road 49 — Imboden Study (Study). We have beep discussing
the need for this Study since 2007, and we accept the Study's analysis and preferred
alternative selected based on the professional and technical process conducted.
As you are aware, we will be submitting the Study for our Planning Commission to review
and consider as an amendment to the Adams County Transportation Plan to reflect the
preferred alignment. Upon their acceptance, the Board of County Commissioners will then
have the opportunity to ratify the amendment. We anticipate this Transportation Plan
amendment process to occur in May 2009.
Adams County looks forward to the next joint project or study with Weld County.

I believe your process and evaluation for this project recommendation are flawed and the submission should be
delayed until you are confident you have the proper and complete information.
Our biggest concern regarding the study in the subject line is the fact that you have not properly notified and
obtained comments and concerns from the community that this project directly affects. This is based on the
results of the meeting held on April 2P1 when it was identified that the majority of the residents affected were
never notified or were notified with only a day or two to respond.
If you submit a recommendation with out this community input, you are clearly sending a signal that you are not
concerned what the people think and are pushing to a resolution that obviously will satisfy other interested parties.
I strongly urge you to reconsider submitting your recommendation until such time as you have fully evaluated the
concerns of the community unless these concerns have no weight in the final decision. Remember, this
community will be voting at the next election.
Secondly, we were given vague information regarding other alignment studies (six to be exact) that may directly
affect this specific project. Seeing the "Big Picture" would help us to better understand why this alignment is
getting attention and put into prospective how, and possibly when the community would be affected. Information
regarding these other studies should include;
• Location, roads and communities affected by each
• How the county will schedule these improvements
o Is each based solely on commerce and projected tax revenue
o Or will the improvement simply move from west to east to accommodate residential growth
• Are there current projects within the county (private or public) that give the county reason for these
studies
• Are they truck routes
• How will zoning be changed
• What will be the speed limits
Can this information be made available for our review?
Third, We feel limited attention has been given to the overall safety to the community affected by this alignment.
There is only one main access to Bromley Estates and you have given us no clear understanding how access to
the development will be handled.
Fourth, the construction of a highway this close to the reservoir (even at 660' away) will force the Bald Eagles to
leave this area. Your excuse that construction will only be completed during non -nesting time will not matter, they
will leave. Additionally, as the population grows, this is one of the few areas left that can possibly become part of
the parks and recreation system. Once this road is completed, there will be no chance of that. Do you call that
being proactive? I personally believe you have not even considered this because it has not been discussed to
date.
It's clear that the county wants to create a transportation route north and south between 1-70 and Hwy -34
(Greeley). In the study for Imboden Rd. you give four options for routing the road at one specific location,
however, there should be a fifth option that has not been put on the table for discussion — Choose a different road

and location for this north south route altogether. Such as CO HWY 79 (Kiowa-Bennett Rd) which is already a
major route between 1-70 and HWY-52. This existing section as well as an extension north to HWY 34 would
affect far fewer existing communities and would appear to be completed at less cost to the taxpayers of this
county.
Once again, I feel your recommendation is premature and should be delayed.
I don't know where you live, but ask yourself this question, would you want a major highway for truck traffic to be
constructed along the edge of your house or sub -division? Would you want the county to study and exhaust every
other potential solution before making a decision? Should you destroy one community just to develop or enhance
another?
Please don't use the excuse that the population is growing so we need to ruin people's lives to accommodate this
growth, especially when there are other solutions.
Please include these comments with your consideration or recommendation for this project.

Today I received these letters in the mail. I called both
individuals and reminded them of the Public Hearing on the 27th (and told them I am not a
County Commissioner). Very similar letters from both of these individuals (dated 2/11/09)
are already included in the Study Appendix.

I wish to lodge a formal protest against such action and demand that something be done
to prevent this from happening. We moved to this area for the peace and quiet: not to be
surrounded by the continuous, obnoxious noise that would be brought on day and night
by a 'corridor' highway being built at the proposed location. The inconvenience of the
proposed construction and extra traffic would be unbelievably troublesome to everyone
in the area.

your format is in html!). Make changes/add as you see fit. I'd appreciate it if you'd

and send the final out to Mike to distribute to for Weld County, and Stacey to distribute
for Adams (since it's addressed to you!).

Notices for the first open house held on October 23, 2008 were sent out 2 weeks prior to
the meeting. At the meeting, the study team was informed mail service was generally
sporadic. The study team adjusted for the sporadic mail service and sent notices for the
final open house out 3 weeks in advance of the meeting in February 2009. After the first
open house in October, Adams County staff offered to attend additional community meetings
prior to the final open house. No invitations were extended to the County for any
community meetings, but staff from both counties continue to respond to emails, phone
calls and letters regarding the study. After the February 2009 final open house, an
additional meeting was held at the Great Rock Fire Station on April 21, 2009. The
purpose of this meeting was to give an overview of the process, particularly for attendees
who were not able to attend the 2 prior open houses, and to talk about any additional
mitigation measures that might be reasonable to incorporate into the study's
recommendation in Adams County. An additional measure some attendees at the April 21st
meeting seemed to be open to was expanding the area available to shift the future
alignment even further west of existing Imboden Road. This option would be dependent on
the property owners to the west of Imboden and their intentions for developing their
properties. Adams County staff will propose a concept during the Planning Commission
Hearing on May 14th that depicts a `bubble' around the area in which the future regional
alignment would be constructed as development occurs. This `alignment bubble' would be
bounded by 168th to the north, Horsecreek/Imboden to the east, 152nd to the south and the
Eclectic Road alignment (1/2 -mile) to the west. (Anyone have a better term than
`alignment bubble' - I don't want to approach any term that hints at suprslab's 3 -mile
corridor)
Throughout the study process, no additional issues or concerns have been identified that
have not been responded to in the study and through email, phone calls and response
letters.

* The Alignment Study referred to is the initial Weld/Adams County Line Crossroads
Alignment Study that both counties as well as the cities of Northglenn and Thornton agreed
to conduct and entered into an Intergovernmental Agreement (IGA) in February 2008 to
study how to connect 6 off -set north -south roadways along 168th Avenue. The Weld County

Road (WCR) 49 to Imboden Alignment was originally included in this larger study. The
other 5 alignments studied were: York Street and WCR 11; Holly Street and WCR 15; Quebec
Street and WCR 17; Yosemite and WCR 19, Tucson Street and WCR 23.5. The purpose of this
study was to identify and plan for the best way to connect these important north -south
roadways because they are disjointed across the county boundary at 168th Avenue. These
disjointed roadways currently make it difficult for traffic to safely and smoothly travel
across the joint county boundary, as well as complicating how the jurisdictions can
properly plan for future transportation needs. At approximately the same time as the
alignment study began in early 2008, the proposed Estates at Horsecreek was in the initial
stages of the development review process in Adams County, which is the same area of the
alignment study for WCR 49 and Imboden. Adams and Weld County then entered into an IGA on
June 4, 2008 to severe the WCR 49-Imboden alignment from the original Crossroads Alignment
Study with the cities and analyze it separately due to the regional nature of the
connection and the need to expand the study area and coordinate more fully with the
proposed development and the surrounding communities.
* Improvements for each alignment will occur as development comes into the
respective jurisdictions.

Criteria for both studies was generally the same.
2. The final design of the alignment will depend on proposed future development as it
comes into the county. This alignment acts as the starting point for discussing how the
road will be planned and built in the proposed development. The development will only
build the portion of the roadway that serves its development. It will not be widened
until additional capacity is needed in the future. Typically adding capacity to a 2 -lane
road is not needed until the average daily traffic is above 12,000 vehicles per day. A
great deal of development would need to occur along Imboden Road and WCR 49 before this
were to occur.
* There are currently no projects to construct any of the 5 alignments in the
Crossroads Alignment Study. For the WCR 49-Imboden Alignment Study, it intersects the
proposed Estates at Horsecreek development between 160th and WCR 4. The purpose for the
studies, as stated above, is to identify preferred alignments for connecting the north -
south roadways across the county boundary.
* Truck traffic is not restricted on arterial roadways in Adams County.
* Zoning changes are dependent on proposed development.
* The design speed for most of the alignments is 55 mph. Posted speed limits will
depend on the surrounding development.
Yes, the larger Crossroads Alignment Study has already been approved by Weld County and
the City of Thornton. Adams County will follow the WCR 49-Imboden Alignment Study as an
subsequent amendment to the Adams County Transportation Plan and as such will be available
for public comment. 2 public open houses were conducted for the larger Crossroads
Alignment Study and attendees were given the opportunity to vote on their preferred
alignment at the initial meeting.
Third, We feel limited attention has been given to the overall safety to the community
affected by this alignment. There is only one main access to Bromley Estates and you have
given us no clear understanding how access to the development will be handled.
Proposing to offset the future regional road to the west and creating the existing
Imboden Road as a frontage road for the 7 houses that front existing Imboden alleviates
safety concerns by limiting individual lot access and planning for a buffer in between the
two roads. If the above mentioned ` Alignment Bubble' is also approved as part of the

amendment to the Adams County Transportation Plan, the county may be able to provide an
even larger buffer between existing residents along Imboden and the regional road, subject
to the proposed development. The study is conceptual in nature, with no more than a 5%
design. Changing existing access will not occur until development comes in on the
Westside of Imboden and the alignment can be fully designed at that time to determine how
your access will change, if any.. However, as Adams County staff emphasized at the recent
April 21, 2009 meeting, if no off -set alignment for the roadway is planned for, there is
the possibility existing Imboden will eventually become the northbound lanes for the
built -out roadway. This Study helps keep your neighborhood safe by proactively planning
and using the mitigation measures identified in the study as a starting point for when, in
the long-term, safety, traffic and noise issues need to be addressed when traffic volumes
require Imboden to be built out.
Fourth, the construction of a highway this close to the reservoir (even at 660' away) will
force the Bald Eagles to leave this area. Your excuse that construction will only be
completed during non -nesting time will not matter, they will leave. Additionally, as the
population grows, this is one of the few areas left that can possibly become part of the
parks and recreation system. Once this road is completed, there will be no chance of that.
Do you call that being proactive? I personally believe you have not even considered this
because it has not been discussed to date.
As a part of the study, research was conducted to determine which is more of an impact to
bald eagles: a road or residential development. Through a telephone survey conducted on
, the unanimous answer from 5 wildlife biologists, Ecologists and an Environmental
Planner was that residential development was more of an impact to bald eagles nest than a
road. This is because eagles react more to sporadic noises such as dogs and children,
where as birds of prey are already very use to road noise. The counties acknowledge that
one of the eagles nests on the perimeter of the Horsecreek Reservoir is very near to a
house. Our research also noted that raptures typically abandon their nests in 5-7 years.
Also, the Division of Wildlife recommends a %-mile buffer between any eagle's nest and any
type of development whether it is a road, a house, or business. The Federal Bald Eagle
Guidelines recommend a 660 -foot buffer between nests and any type of development that is
in the line of sight of the nest. Eagle nests and other raptures nests can also be
observed along other major roadways, including I-25. What all this research indicates is
that there are no set rules for how not to disturb eagles nests: The birds are as
individualistic as humans. The counties put forth this additional effort to insure all
available guidelines and best practices were taken into consideration in recommending
mitigation efforts to impacts on raptures for this conceptual alignment study. When
development does occur within close proximity to a eagles nest, it is at that time the
respective jurisdiction will need to work with the proposed development and the Colorado
Division of Wildlife to determine the best way to avoid or mitigate for impacts to bald
eagles.
County staff agrees this area is an important natural resource. By incorporating a
wildlife buffer along the entire western boundary of the Horsecreek Reservoir, the Study
reflects the need to protect all wildlife from any type of development and not limiting it
to protecting existing bald eagles nests at the time of development.
It's clear that the county wants to create a transportation route north and south between
I-70 and Hwy -34 (Greeley). In the study for Imboden Rd. you give four options for routing
the road at one specific location, however, there should be a fifth option that has not
been put on the table for discussion - Choose a different road and location for this north
south route altogether. Such as CO HWY 79 (Kiowa-Bennett Rd) which is already a major
route between I-70 and HWY-52. This existing section as well as an extension north to HWY
34 would affect far fewer existing communities and would appear to be completed at less
cost to the taxpayers of this county.

Agreed. The WCR 49-Imboden alignment is the first opportunity east of the Denver
International Airport to provide a north -south roadway entirely through Adams County.
This connection will be needed in addition to CO HWY 79.

I believe your process and evaluation for this project recommendation are flawed and the
submission should be delayed until you are confident you have the proper and complete
information.
Our biggest concern regarding the study in the subject line is the fact that you have not
properly notified and obtained comments and concerns from the community that this project
directly affects. This is based on the results of the meeting held on April 21st when it
was identified that the majority of the residents affected were never notified or were
notified with only a day or two to respond.
If you submit a recommendation with out this community input, you are clearly sending a
signal that you are not concerned what the people think and are pushing to a resolution
that obviously will satisfy other interested parties.
I strongly urge you to reconsider submitting your recommendation until such time as you
have fully evaluated the concerns of the community unless these concerns have no weight in
the final decision. Remember, this community will be voting at the next election.
Secondly, we were given vague information regarding other alignment studies (six to be
exact) that may directly affect this specific project. Seeing the "Big Picture" would help
us to better understand why this alignment is getting attention and put into prospective
how, and possibly when the community would be affected. Information regarding these other
studies should include;
* Location, roads and communities affected by each
* How the county will schedule these improvements
o Is each based solely on commerce and projected tax revenue
o Or will the improvement simply move from west to east to accommodate residential
growth
* Are there current projects within the county (private or public) that give the
county reason for these studies
* Are they truck routes
* How will zoning be changed
* What will be the speed limits
Can this information be made available for our review?

lives to accommodate this growth, especially when there are other solutions.

Please see the attached article from The Denver Post newspaper dated 4/25/09. The article reports a fatal accident at
WCR49 and US34 where two young women aged 18 and 20 were killed by a semi truck. They were the only two children
of long time Weld County residents. Please note in the atricle that it states "The intersection where the accident
happened has no traffic signals, and US 34 is a four lane highway there, Bergler said. Weld County Road 49 is a
heavily traveled road often used by semis, she added.".
The proposed Imboden Road/Weld County Road alignment will connect WCR49 (and eventually) and 170 essentially.
This will be a heavily used trucking route. We have three young girls that will be approaching driving age in the next ten
years and we are very fearful for the safety issue of the proposed road along with numerous other concerns that we have
written to you about previously. We live in the Estates at Bromley subdivision and the proposed road would be on the
other side of Imboden Road, the street that we live on. Most everyone who lives here commute West into Brighton and
would have to cross the road everyday, several times a day. This road does not service us at all. We do not want to see
anyone else get killed by a semi going at high speed.
There are other alternatives for this road. Alternative 3 that utilizes Watkins Road affects fewer people than the proposed
alternative.
Please do not vote for the proposed alignment. This will affect many people that pay taxes and vote. Please send us
acknowledgement that this email has been received and read.
