Site specific development plan and use by special review (usr)
questionnaire
1. Explain in detail, the proposed use of the property. 1 am applying for permit to
use my property @ 3220 47m Avenue Greeley, CO as a home business
(Recreational Vehicle Storage) in an A (Agricultural) zone district. No RV is
proposed for the site. No RV wash area is proposed for the site.
2. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 22 of the comprehensive plan.
The existing zoning of this parcel is an A (Agricultural) Zone district in an urban
setting. It is bordered on the north by the City of Greeley and on the eastern and
western sides by the City of Evans. The two lots located to the south are also
zoned as A (Agricultural) Zone, the present use of these lots is as RV Storage.
These three lots are located in the City of Evans Urban Growth Boundaries. See
attached Zoning map. Due to the location and size of these three lots, the use as
zoned is not practical. The proposed use of R. V. storage is consistent to how the
remaining two lots are now being used.
The site is located on 47th Ave. The existing street can accommodate the proposed
use. Information obtained from the City of Evans, states that roadway expansion
is proposed in the future.
The proposed use will have little to no effect on the public facilities or services.
The proposed use will have little to no effect on the Environmental Resources.
This is due to the location and size of the parcel. A Water Quality Capture
Volume (WQCV) pond is planned for the site.
The proposed use will have little to no effect on the Natural Resources. This is due
to the location and size of the parcel.
The site is served by the City of Greeley Water Department.
The site is served by a septic system. The additional use may require that the
septic system be enlarged. The closest sewer system is 800 feet away, see attached
letter from the City of Evans.
The site is located on 47th Avenue.
Air Quality will not be affected by the proposed use.
Noise pollution will not be created with the proposed use.
Not waste will be created on the site. A enclosed dumpster pad has been included
in the site plan.
3. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 23 (Zoning) and the zone district in which it is located.
Sec. 23-2-240
I. The site is presently severed by the City of Greeley Water Department.
2. The site is served by an individual septic system located on the
northwestern portion of the lot. If required this system can be enlarged to
accommodate the additional use. See attached computation of additional
use calculations. The closest existing sewer system is located 800 feet to
the south. See attached letter from the City of Evans.

3. No structures are planned for this site. The soil name from the Web Soil
Survey is Vona Loamy Sand, Map Unit symbol 72. See Attached web Soil
Survey.
4. At present, the site is served by the Union Colony Fire department, Station
#5. No additional structures are planned for the site.
5. Thru discussions with the Weld County Public Works Department, it has
been determined that a Water Quality Capture Volume (WQCV) Pond is
required. This has been added to the drainage plans for the site.
6. The R.V. storage area is located on the eastern portion of the site.
Customer parking has been created east of the existing garage. Three
parking stalls have been shown on the site plan.

8. The existing access will be enlarged. The access for 47`h Avenue has been
designed to accommodate large R.Vs. The radiuses of the entrance are 30
feet.
9. No new access is proposed.
10. The western portion of the site is presently occupied by mature
landscaping. The eastern portion of the site, the location of the R. V.
storage is fenced with a 6 foot cedar privacy fence. The lot to the south
has plated a row of screening trees along the southern boundary of the
site.
11. Due to the location and size of the site, it is not practical to farm this site.

A. No increase of noise is anticipated with the proposed use.
B. No impact on air quality is anticipated with the proposed use.
C. A WQCV feature has been added to the site.
D. Lighting is not planned with the proposed use.
E. No heat increase is anticipated with the proposed use.
F. The property has been maintained in the past, and will be maintained in
the future.

A small sign, 17" by 23", is planned for business identification of the site.
This sign will be place at the fence located on the western portion of the
site and visible from 47`h Ave. This sign will be set in a small metal frame
and about three above the ground level.
4. What types of uses surround the site (explain how the proposed use is consistent
and compatible with surrounding land uses). Zoning is Agricultural surrounding
properties to the West are used as Agricultural. Zoning is Agricultural, the
properties to the south are used as Recreational Vehicle Storages. South of these
lots is a residential area in the City of Evans. To the north is the City of Greeley
and is part of the Gateway Subdivision. This area is use for Stormwater detention
and open space. The area to the east is part of the Tuscany Subdivision and is
zoned R-3.
5. Describe in detail, the following:

The size of units will vary from small boats or trailers to larger RVs. Access
granted all year round — summer / spring months more activity
g. who will provide fire protection to the site. City of Greeley — station 5 Union
Colony Fire Station
h. water source on the property. (Both domestic and irrigation) City of Greeley
currently provides domestic water service for the existing resident . A copy of an
existing domestic water well has been included with this submittal. The use of this
well could be changed if required.
i. sewage disposal system on the property. (Existing and proposed) Existing Septic
system
j. if storage or warehousing is proposed, what type of items will be stored. The
existing garage is being used for tool and some building material storage.
6. Explain proposed landscaping for the site. Front half naturally screened
Recreational Vehicle storage area is surrounded by 6ft privacy fence on north
and east side. Pine frees and metal building are adjacent to the south property
line.
7. Explain any proposed reclamation procedures when termination of the Use by
Special Review activity occurs. N/A
8. Explain how the storm water drainage will be handled on the site. Directed along
south property line to water quality capture volume (WQCV) then west along the
south property line to 47`h Avenue. The Stormwater then enters an existing barrow
ditch on the eastern side of 47th Ave.
9. Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin. Construction on the site will consist of the
creation of drainage swales, a WQCV Pond and the entrance to the site. The
required construction is planned for the spring of 2009 as soon as the frost leaves
the ground.
10. Explain where storage and/or stockpile of wastes will occur on this site. N/A
