RE: APPROVE APPLICATION FOR PROMOTING RESPONSIBLE FATHERHOOD
COMMUNITY ACCESS GRANT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the Promoting
Responsible Fatherhood Community Access Grant from the County of Weld, State of Colorado,
by and through the Board of County Commissioners of Weld County, on behalf of the Weld County
Department of Human Services, to the Colorado Department of Human Services, commencing
October 1, 2009, and ending September 30, 2010, with further terms and conditions being as
stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for the Promoting Responsible Fatherhood Community
Access Grant from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Department of Human Services,
to the Colorado Department of Human Services, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by

This Grant Application was presented at the Board's April 27, 2009, Work Session.
FENWC is applying for $16,100 to augment its Fatherhood Initiative. The program will
bring in a nationally acclaimed fatherhood trainer to work with fathers and will provide 24/7
Dads workshops throughout the year.

To Whom It May Concern:
The Family Educational Network of Weld County (FENWC) provides a Center -based,
comprehensive early childhood education program that focuses on early childhood development
and school -readiness for pre-school age children between the ages of 3 and 5 in its Regional
Program and for children between the ages of 6 -months and 5 in its Migrant and Seasonal
Program. Head Start employs a whole family concept, individualizing so that education, health,
mental health, disabilities and family/parent involvement services are responsive to the needs of
each family. In order to achieve this goal, FENWC participates in a strong network that has
been developed within the community of Weld County to offer optimal support and services to
children and families. The program coordinates with local school districts to help prepare
children for kindergarten entrance with appropriate cognitive, physical, language, social,
emotional and problem -solving skills. Literacy -based early childhood educational programming
provided in classrooms is developmentally appropriate and meets Federal Head Start
performance standards. In addition, the program provides GED and ESL opportunities, parent
literacy and father involvement initiatives and vocational awareness education to help parents
establish self-sufficiency.
FENWC is applying for $16,100.00 in funding to support its father involvement program. The
funds will be used to strengthen Weld County fathers in their roles and responsibilities as
parents and heads of households by involving them in 3 Strong Fathers -Strong Families
workshops, CARES for Parents appropriate behavior management skills training, and a 12 -
week series of 24-7 Dads classes. These programs are designed to increase self-awareness,
parenting and care -giving skills and relationship -building skills. Fathers who participated in the
fatherhood initiative years will serve as mentors for newly recruited fathers, participating with
them in the workshops and offering guidance and support for the new cohort. Fathers from
other Weld County PRF programs, BAM! and Got Fatherhood?, will be invited to participate in
the training workshops. Fathers anticipate participating in additional forums and workshops
provided for them by CDHS, enabling them to take information back to their centers to train and
recruit other fathers and become mentors for incoming fathers for the next program year. In
September, a Father and Child Day Celebration will wrap up the year's activities.

The FENWC Fatherhood Initiative received funding through a CHSA grant from the Department of Human
Services in 2007-2008. In 2009, the program will continue to recruit Head Start dads into its fatherhood initiative.
FENWC will work in cooperation with the BAM! Fatherhood Program in Greeley and the Got Fatherhood?
program in South Weld County as well as the local domestic violence and child abuse prevention agencies (A
Woman's Place and Child Advocacy Resource and Referral (c.a.r.e) )to continue to strengthen Weld County
fathers in their roles and responsibilities as parents and heads of households. Head Start fathers will complete 3
Strong Fathers -Strong Families workshops, participate in the CARES for Parents --appropriate behavior
management skills training, and the 12 -week 24-7 Dads classes, programs designed to increase self-awareness,
parenting and care -giving skills and relationship -building skills. Fathers who participated in 2007-8 will serve as
mentors for newly recruited fathers, participating with them in the workshops and offering guidance and support
for the new cohort. Fathers from BAM! and Got Fatherhood? programs will be invited to participate in the training
workshops. Fathers will participate in additional forums and workshops provided for them by CDHS, enabling
them to take information back to their centers to train and recruit other fathers and become mentors for incoming
fathers for the next program year. In September, a Father and Child Day Celebration will wrap up the year's

In 2003, the Office of Head Start established fatherhood as a national priority for Head Start programs. Since then,
FENWC has actively promoted fatherhood by providing trainings and workshops to Head Start program fathers
and staff. Each year FENWC parents participate in the Colorado Head Start Parent and Staff Conference. Each
month at Parent Committee Meetings, fatherhood activities encompass a significant amount of time. Annually the
program conducts a father need assessment survey. Throughout the year, father/child special activities are
planned, father involvement activities and trainings are planned and carried out each month at each of the eleven
Head Start centers, and fathers are assisted with employability skills, GED and ESL classes through the local
Employment Services office and Aims Community College.
A7. What relevant experience does the applicant have in working with fathers? Please describe the services

Head Start employs a whole family concept, individualizing so that education, health, mental health, disabilities
and family/parent involvement services are responsive to the needs of each family. In addition, the program
provides GED and ESL opportunities, parent literacy and father involvement initiatives and vocational awareness
education to help parents establish self-sufficiency. FENWC works with over 700 families annually. Since
mandated by the Office of Head Start, FENWC's Family and Community Partnerships Component has supported a
Fatherhood Initiative. In 2008, FENWC Head Start fathers enhanced their understanding of the role they play in
their child's life and successful future, by successfully completing Strong Fathers -Strong Families, a program
designed to increase self-awareness, parenting and care -giving skills and relationship -building skills, and develop
plans to strengthen fathers throughout the program. Head Start fathers also strengthened their parenting and care -
giving skills, through participation in CARES For Parents, a program designed to increase self-awareness,
parenting and care -giving skills and relationship -building skills, and appropriate behavior management skills.
Head Start fathers also participate in program literacy efforts with their children, including "Literacy Bags" and
Read-A-Thon. Head Start staff establishes and sustains a father -friendly environment that encourage father
participation and father involvement in the program through volunteer opportunities. Head Start fathers enhanced
their employability and leadership skills through successful participation in GED and ESL classes, as well as
employment workshops. Fathers also participated in the Los Padres (Fathers) 10 -week classes designed to nurture
fatherhood skills, in 2007-2008.

problems requiring a solution from a fatherhood perspective in the applicant's community or communities.
Include information such as data related to local community fatherhood program needs, which will assist the

In 1978, the Head Start Bureau began to collect data to describe their program participants and the services
provided to enrollees. The current format for this data collection is the Head Start Program Information Report
(PIR), an extensive, annual, federally mandated survey of all Head Start and Early Head Start programs in the
United States. All Head Start programs are required to submit a Program Information Report (PIR) for each year in
which they provide services to children and families.
During the 2007-2008 program year, FENWC Head Start programs served 713 families throughout Weld County.
Of these families Head Start programs provided at least one of the services listed below to those families. Services
included; emergency crisis intervention (144), housing assistance (179), transportation assistance (260), mental
health services (297), English as a second language (378), adult education (343), job training (216), substance
abuse training (125), child abuse and neglect services (199), domestic violence services (164), child support
services (89), health education (469), assistance to families of incarcerated individuals (39), parenting education
and marriage education services (776). All of which require a solution from a fatherhood perspective. During
2007-2008, 130 fathers were reported in the PIR data as participating in Head Stan fatherhood activities.
A9. State your target population. Please address how your proposed services will meet the needs of your target
population. (Limit your response to 17 lines.)
FENWC works with families who meet Federal Poverty Guidelines. These families qualify by 1) having preschool
age children, 2) falling at or below 100% of poverty for the year prior to enrollment, and in the case of Migrant and
Seasonal Head Start, 3) earning at least 51% of income for the year prior to enrollment in agriculture. Families
must provide children's proof of birth as well as proof of income, either income tax forms, w -2's, 12 months of pay
stubs or notarized letters of employment and wages from employers in order to qualify for services. Head Start is
required to serve a minimum or 10% children with disabilities. In 2008, FENWC served 406 two parent families
and 246 single parent families. Struggling families often have limited parenting skills, lack access to learning
those skills, and therefore invest less attention to learning parenting/ fatherhood skills. FENWC proposes to
provide eligible fathers with 1) 3 Strong Fathers, Strong Families workshops to increase self-awareness, parenting
and care -giving skills and relationship -building skills; 2) to provide CARES For Parents workshops to eligible
fathers in order to enhance appropriate behavior management skills, 3) provide the 10 -week fatherhood -skill
building course, 24-7 Dads, to eligible fathers. These activities will wrap into FENWC's other efforts to provide
fathers with time and opportunities to learn good parenting and fatherhood skills.
MO. List the other promoting responsible fatherhood services providers also serving the applicant's geographic

Be A Man! (BAM!) and Got Fatherhood! are Promoting Responsible Fatherhood services providers that operate in
Weld County. Since their inception, FENWC has made their advertising materials available to Head Start fathers.
If awarded the grant, FENWC plans to provide these providers' participants with the opportunity to participate in
the Strong Fathers, Strong Families, CARES for Parents and 24-7 Dads activities. Both PRF programs have
expressed an interest in having their fathers participate and in looking at other partnership possibilities. In
addition, in 2007, c.a.r.e had a Promoting Responsible Fatherhood grant, and has offered to partner with FENWC
to provide the 24-7 Dads training opportunities for fathers in the upcoming year.

FENWC MISSION: Our mission is to provide children and families with a high quality comprehensive program
which, promotes self esteem, fosters social competence, develops independence, and enables children and families
to be lifetime learners, and responsible, valued members of their community.

Bl. Describe the applicant's plan for recruiting and retaining clients. How will potential clients be referred to
applicant's fatherhood program? Is this an existing process, with existing relationships, or will your agency
need to develop this process and/or relationships? (Limit response to 24 lines.)
In April of each year, FENWC begins enrolling for the Regional Head Start program. Family Service Workers
meet with each family to complete enrollment packets, which include health and services surveys, and Family
Partnership Agreements. Family Partnership Agreements with parents establish mutual trust and identify family
goals, strengths, and necessary services and other supports. This process must takes into consideration each
family's readiness and willingness to participate in the process. As part of this ongoing partnership, grantees must
offer parents opportunities to develop and implement individualized family partnership agreements that describe
family goals, responsibilities, timetables and strategies for achieving these goals as well as progress in achieving
them.
At this point, fathers are provided with the opportunity to sign up for the fatherhood initiative. From the
enrollments, an initial fatherhood group is formed. Fathers may also elect to join the fatherhood initiative at any
time throughout the course of the programs. The opportunity is provided at the monthly Center Committee
Meetings, at the monthly Policy Council Meetings, and through fathers talking with other fathers.

B2. Participants of services provided under this grant must do so voluntarily. What provisions does the applicant
have in place to assure that fathers engage in program services voluntarily? Participants may not be court
ordered to your program. They may however, choose your program from a list of mandated options. (Limit

Head Start settings are required to be open to parents during all program hours. Parents are welcomed as visitors
and encouraged to observe children as often as possible and to participate with children in group activities. The
participation of parents in any program activity must be voluntary, and may not be required as a condition of the
child's enrollment. (Section D2 1304.40 Family Partnerships of the Performance Standards)
All fathers who participate in FENWC's fatherhood activities do so voluntarily. There is no program requirement
that they participate. In addition, Head Start is not a venue to which families are court ordered.
B3. Describe the applicant's policy regarding the client grievance process or handling of client complaints.

FENWC has a governing body that is required to develop grievance policies and procedures covering staff, client
and community complaints. This requirement is specified in Head Start Performance Standards. (1304.50 of the
Head Start Performance Standards) FENWC'S process for grievances appears below:
Community Complaint Protocol
As described and required by the revised Performance Standards, the grantee has developed the following
procedures to resolve complaints from the community and from parents/guardians regarding the Head Start and
Migrant/Seasonal Head Start Program.
Complaints from the community can be made through any center staff (Center Directors, Teachers, etc.) or through
the parents. All complaints must be in writing and the information must be communicated immediately to the
Center Director. If the complaint can't be resolved with Center Director, the complaint and all pertaining
information will be provided to the Program Director. If the Center Director and the Program Director can't
resolve the complaint, the Program Director will communicate with the Program Executive Director to resolve the
complaint. The Executive Director will communicate the complaint to the Parent Policy Council and the Board of
County Commissioners.
Complaints from Parents/Guardians, do not have to be in writing. Unresolved complaints will be taken to the
Program Director, Executive Director, Policy Council, and finally to the Board of County Commissioners if
resolution cannot be achieved at a local level.

B4. Faith -based organizations must submit a statement of non-proselytization. What is the applicant's policy
with regard to non-proselytization for services provided under this grant? Address how the program will
ensure that any staff working on both funded and non -funded services (within your agency) will be able to
clearly identify which specific hours are spent on the funded program. (Limit response to 17 lines.)
Head Start grantees may not engage in inherently religious activities, such as worship, religious instruction, or
proselytizing, as part of the services they provide as Head Start programs. If a Head Start program conducts such
activities, the activities must be offered separately, in time or location, from the Head Start program and
participation must be voluntary. A faith -based organization that is a Head Start program may use space in its
facilities to provide Head Start services without removing religious art, icons, scriptures, or other religious
symbols. In addition, a faith -based Head Start program retains its authority over its internal governance, and it
may retain religious terms in its organization's name, select its board members on a religious basis, and include
religious references in its organization's mission statements and other governing documents. FENWC Head
Start, as a division of Weld County Government, is not a faith -based organization and does not engage in religious
activities.

B5. What is the applicant's commitment that funds set forth in this grant will be used only for the services
allowed under this grant. Specifically address the applicant's policy on involvement in child
visitation/custody proceedings, lobbying and legislative advocacy —these activities are not allowed under this

lobbying and legislative advocacy. Head Start agencies are prohibited by Federal statute to lobby or engage in

In 2009, the FENWC will continue to recruit Head Start dads into its fatherhood initiative, FENWC will work in

as well as the local domestic violence and child abuse prevention agencies (A Woman's Place and c.a.r.e) to
continue to strengthen Weld County fathers in their roles and responsibilities as parents and heads of households.
Head Start fathers will complete 3 Strong Fathers -Strong Families workshops, participate in 2 CARES for Parents-
-appropriate behavior management skills trainings, and a 12 -week, 24-7 Dads series of classes. These activities are
designed to increase self-awareness, parenting and care -giving skills and relationship -building skills. Fathers who
participated in 2007-8 will serve as mentors for newly recruited fathers, participating with them in the workshops
and offering guidance and support for the new cohort, Fathers from BAM! and Got Fatherhood? programs will be
invited to participate. Fathers will be available to participate in additional forums and workshops provided for
them by CDHS, enabling them to take information back to their programs to train and recruit other fathers and
become mentors for incoming fathers for the next program year. These activities will wrap around the other
fatherhood initiative activities provided by FENWC.

As a Head Start program, FENWC is required to develop annual training plans for all its staff, parents, and
governing board. Head Start Program Performance Standards require staff receive training in cultural diversity,
transition, child abuse and neglect, universal precautions, program philosophy, mission, goals and objectives. The
governing board receives annual training on their roles and responsibilities related to shared governance and
decision -making. In addition, family support staff receives in-depth training on topics such as substance abuse,
domestic violence, immigration, childcare assistance program, child support enforcement, TANF and
Medicaid/CHP+.
In 2003, the Office of Head Start established fatherhood as a national priority for Head Start programs. Programs
initially received funding to send staff and parents to a national fatherhood conference in Dallas, TX. Since that
time, most Head Start programs established fatherhood programs ranging in intensity from activities focused on
increasing father involvement to strong operating fatherhood councils that develop strategic plans and actively
participate in program decision -making. FENWC includes training in its annual training plans related to the
importance of fathers (or other involved males); how to effectively engage fathers in their child's education and
identifying barriers and challenges to implementing a successful fatherhood program. The Office of Head Start
provides free training videos and resource manuals to the program to use with staff, families and governing board
members.

H4. In H4a and H4b below, describe how the proposed services will be monitored,
H4a. Persons responsible for service provisions and who supervises them. (Limit response to 17 lines.)
Leticia Galindo, Family and Community Partnerships Specialist for the Family Educational Network of Weld
County, will be the person responsible for provision of services for fathers. She is supervised by the FENWC
Director. Ms. Galindo will contract for services with Michael Hall, c.a.r.e, and CARES to provide trainings for the
fathers. She will also recruit mentor fathers to work with the new cadre of fathers.
H4b. How will services be monitored? (Include activities involved, frequency and procedures in place to ensure
services are consistently provided to underserved populations identified in Section C. (Limit response to 17
lines.)
FENWC is required to monitor all of its family activities. All activities will include attendance and oversight by
qualified, full time FENWC staff. All activities will be documented by attendance tracking forms. Quarterly
reports to the Policy Council and the Governing Board will document an analysis of participation in the activities.
