This project is a Federal Aid project and requires material testing on the asphalt and aggregate base that will be used for shouldering WCR 74 between WCR 13 and HWY 257 We have selected CTL Thompson to perform these services under the On -Call Geotechnical Contract. CTL has submitted a proposal. These services are required to ensure material used during construction meet contract specifications. Attached are Work Order #8 and the outlining scope of work proposed by CTL. This work order will not exceed $7,830.00. What options exist for the Board? (Include consequences, impacts, costs, etc. of options) BOCC can either approve or deny Work Order No. 8 Recommendation to the Board: I recommend approval of Work Order No. 8 for CTL Thompson under the On -Call Geotechnical Contract. For preparation of this proposal, you provided us with bid quantities. Our revisions include a fee estimate for performing Hveem stability, air voids, voids in mineral aggregate, lottman, pavement smoothness testing, and hydrated lime testing. We anticipate that Weld County will use our estimate for the basis of establishing a budget for the project and to issue a purchase order for our services. Our estimated scope of services and associated fees are presented below. We will provide our services in accordance with the terms and conditions contained in our professional services agreement with Weld County (Weld County Proposal No. B07-00069; executed April 17, 2007 and Addendum letter dated February 2, 2009). We understand Weld County does not have a formal outline of what is required for QA materials testing. We have elected to use the Frequency Guide Schedule for minimum materials sampling, testing, and inspection as outlined in the 2009 CDOT Field Materials Manual to estimate what QA materials testing should be performed and at what frequency. We estimate the following. Earthwork: The bid quantities indicate approximately 891 tons of aggregate base course (Item No. 304) is planned for this project. We estimate the following. Engineering Technician (In -place Density) 1 day x 3 hrs/day x $60/hr $180 Moisture -Density Curve (Modified Proctor) 1 test x $110/ea $110 L.A. We assumed one set of volumetric testing for each mix and we also assumed no QA testing would be necessary for the asphalt patching. As stated in the CDOT manual, testing for pavement smoothness shall be performed by the contractor and witnessed by the engineer. We can serve as the engineer for this project or your representative could also serve as the engineer. We estimate the following. The fee will be charged only for the actual hours and unit rates presented for tests and observations requested by the owner, contractor or subcontractors who schedule the services.
