No. P ary Ann Feuerstein, Recorder c -/ ORDINANCE NO. 4 RE : IN THE MATTER OF THE ANNUAL APPROPRIATION FOR WELD COUNTY, COLORADO FOR THE FISCAL YEAR 1977 . BE IT ORDAINED by the Board of County Commissioners of Weld County, Colorado, that it is necessary to set the annual appropriation for Weld County , Colorado for the fiscal year 1977 , and WHEREAS , in compliance with an act of law entitled, "An Act to require the affairs of the several counties of the State of Colorado to be continued from the revenue derived from taxation and prevent other expenses of any county from exceeding its revenue---" , and in accordance with Colorado Revised Statutes , Title 29, Article 1 , 1973, "During the fiscal year , no officer, department , board, commission or other spend- ing agency shall expend or contract to expend any money, or incur any liability , or enter into any contract which, by its terms, involves the expenditure of money for any of the purposes for which provision is made in the appropriation ordinance or resoltuion in excess of the amounts appropriated in said ordinance or resolution for such office , department , board commission or other expending agency , or purpose for such fis- cal year . BE IT FURTHER RESOLVED, that an emergency exists in as much as State law requires that the budget ordinance of Weld County, Colorado be enacted on or before the 15th day of November, 1976 and, therefore, this ordinance is declared to be an emergency ordinance under the provisions of Section 3-14 of the Weld County Home Rule Charter.
