RE: ESTABLISHMENT OF PLACEMENT ALTERNATIVES COMMISSION AND
APPOINTMENT OF MEMBERS TO THE SAME.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, pursuant to Senate Bill 26 , the Board of County
Commissioners of Weld County, Colorado deems it advisable to
establish a Placement Alternatives Commission, and
WHEREAS, the Board further deems it advisable to appoint
the following people to serve on said Commission:

John Wooster, Community Center Board
Agnes Schmerge, Public Health Field
Tom Milan, School District 6
Lee Steele, Court/Probations
Gene McKenna, Social Services
James Maley, Weld Mental Health Center
Karl Schmidli, Weld BOCES
Mel Okamoto, Deputy District Attorney ,
Lee Trujillo, Fort Lupton Police Department
Citizen/Other Appointments
Ann Heiman, Day Care Field, Citizen
Ella Mae White, Foster Parent, Citizen
Barbara Dominguez, Citizen
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that a Placement Alternatives
Commission be, and hereby is, established.
BE IT FURTHER RESOLVED by the Board of County Commissioners
of Weld County, Colorado that the people mentioned above be, and
hereby are, appointed to serve as members on the Placement
Alternatives Commission.

To recap a-few things that may be helpful:
Function of Placement Alternatives Commission (P.A.C.) :
1. Objective - Jurisdiction: To advise on community policies and programs
related to placementrek children away fran their natural parents' home.
More specifically, projects andhor program (binges that would:
a. Prevent or reduce the need for out-of-home placements.
b. Prevent or reduce costs for out-of-home placements.
2. Prepares an annual plan related to the above objective for Commissioner and
State Board approval.
3. Reviews effectiveness of programs designed to prevent or reduce placement of
children and reports findings to County Commissioners.
Please let me know if anything further needs to be done. Otherwise we'll await
County Commissioner review and action on this request.
