JV The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, March 16, 2009, 6:30 p.m., at the Weld County Centennial Center, 915 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by President John Kivimaki, Vice President Perry Buck, Councilwoman Ginny Buczek, Councilmen Don Mueller and Charles Tucker were present, constituting a quorum of the members. Also present was Commissioner David Long, Judy Stevens, Wendy Harper, Mike Jarosz, Jean Glowacki, Gerald Roth, Joann Powell, Lee Godfry and Karla Ford, Council Secretary. PUBLIC COMMENT: There was no public comment. APRPOVAL OF AGENDA: Councilwoman Buczek requested to add a discussion regarding the Elected Officials Meeting times under "New Business." Councilwoman Buck made a motion to approve the agenda with the noted change. The motion was seconded by Councilwoman Buczek. APPROVAL OF MINUTES: Councilwoman Buczek made a motion to approve the February 23, 2009 minutes. The motion was seconded by Councilman Mueller and carried. REVIEW PROGRAM: Commissioner David Long gave some general history of the Weld County Extension Office and Colorado State University. The county reviewed the current contract and initiated a letter to negotiate a new contract. CSU has been very collaborative to work together to meet the needs of the state and federal obligations and the county constituents. The county and CSU have been consolidating their ideas to work together. CSU is working on a different format for their website so the information is friendlier and user accessible. The 4-H program is going to be reinforced and will look at youth and leadership of the programs to help benefit this area. The county is looking at funding for each department to do a 15% decrease over the next few years. Updating the Extension Office contract should help with this but not reduce any services. Commissioner Long stated the County Fair program will continue to get bigger and better. In response to Councilwoman Buck's question, Joann Powell, Northern Regional Director for CSU Extension, informed the Council that all the northern counties will be looking at their strategic plans. They are working to make the best extension service as possible and meet the needs of the constituents. SHORT RECESS OLD BUSINESS: Conflict of Interest Report Councilman Muller reported his review regarding the February 23rd letter that was brought forward by Menda Warne stating Commissioner Kirkmeyer had a conflict of interest. Ms. Warne's letter was brought to the Council at the March 16th meeting. Councilman Mueller made a motion that based on the information presented regarding the Commissioner Kirkmeyer alleged conflict of interest issue, Chairman Kivimaki send a letter to Ms. Warne stating that the Weld County Council determined that there was no evidence of a conflict of interest. The motion was seconded by Councilman Tucker and passed. • NEW BUSINESS: Elected Officials Meeting Time Councilwoman Buczek requested that elected officials meeting be later in the day. Commissioner Long said he will relay this information to the group of commissioners. Reimbursement for Council Members The secretary distributed a memo regarding reimbursable expenses for the Council that reflects what is listed in the HRC and the Weld County Council Procedures and Regulations. Email Retention Policy The secretary distributed a memo regarding the county email policy and the recommendation of the County Attorney regarding personal email boxes for the Council. Resolution 177 — Council's Position on Information Issued to the Public Councilman Mueller made a motion to adopt Resolution 177. The motion was seconded by Councilman Tucker and passed. Donaldson & Company Letter County Council does not have authority to donate money. Councilman Kivimaki will respond with a letter to this group. Coordinator Reports Councilman Kivimaki gave an overview of the Elected Officials Meeting held on March 16th. Councilmen Kivimaki and Tucker and Councilwoman Buck attended.
