HomeMy WebLinkAbout20090149.tiffRESOLUTION RE: APPROVE REVISIONS TO RETAC BIENNIAL PLAN AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with Revisions to the RETAC Biennial Plan between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Paramedic Service, with terms and conditions being as stated in said attest statement, and WHEREAS, after review, the Board deems it advisable to approve said revisions, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Revisions to RETAC Biennial Plan between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Paramedic Service, be, and hereby is, approved. Dispatch and System 800 Radio Upgrade including facilities, and re -banding radios. Disaster Training / Planning / Update/participating in county disaster exercises. Safe Kids activities for 2007-2008 included; "The Children's Festival was on March 30th 2007 and on March 29th 2008. Safe Kids has brought the Jungle Mobile to the festival for the last 4 years. In 2008 we had 30 volunteers that helped provide interactive education for the children attending the festival. We had over 700 kids go through our stations in 2008. We will participate in this event again in 2009. "Spring Fest on April 26th. Safe Kids had an injury prevention booth which had a 911 simulator to teach kids how to use 991 correctly. We also handed out injury prevention literature on Water Safety, Child Seats, Bike Safety, and Playground Safety. Safe Kids also handed out almost 100 DNA kits to parents. These kits give parent a useful tool to help law enforcement in case a child is ever abducted. The kit includes instruction and a booklet to keep pictures of the child along with a finger print page and kit, along with instructions to save a lock of hair or a tooth for DNA analysis. 2008 was the first year Safe Kids participated at this event and will participate again in 2009 " Children's Safety Day held in May 2008. Safe Kids had a booth at this event and had a drawing for bike helmets; we had a fitting station for bike helmets and showed kids and parents the proper way to fit helmets. We also participated participate in the bike rodeo and provided helmets for the rodeo.. Safe Kids donated all the helmets for the bike rodeo in 2007 and 2008 plus gave away 12 additional helmets as prizes. "In October 2007 and 2008 Safe Kids participated in Fire Safety Week at the Greeley Mall. Safe Kids passed out over 100 DNA kits in Spanish and English; we also gave away 8 bicycle helmets in a drawing. Safe Kids also partnered with the Weld County Sheriffs Department and put on a dog safety demonstration. "Safe Kids bought $1600.00 worth of car seats for Drive Smart, Union Colony Fire Department, and the Emergency Department at North Colorado Medical Center in 2008." Safe Kids also used some of the funds to refurbish a 911 simulator which was donated to us and had it upgraded for Spanish and English. The cost of the upgrade was over $1000.00 Safe Kids used the funds granted to us by the Weld EMS and Trauma Advisory Council and the Northeastern Colorado Regional and Trauma Advisory Council (NERETAC) to help support our Chapter, buy materials and replenish supplies such as bike helmets, child ID Kits, and education materials that are handed out at events. Expected outcomes will be a decrease in injuries related to those activities in which we participate and educated the public. Injury Prevention for Drive Smart Weld County Prevent Alcohol and Risk Related Trauma in Youth (PARTY Program) "Drive Smart Weld County sponsored this program in high schools throughout Weld County in for the past ten years. This all day program teaches kids about the consequences of their behavior and uses an interactive approach to get the kids involved. This programs involves local law enforcement, local EMS, Weld County Paramedic Service(WCPS),the Trauma Program at North Colorado Medical Center, local insurance representatives, injury survivors or family members who have been affected by a tragedy, Weld County Dispatch and other representative who talk to the kids about consequences and risky behavior. "Parent of Teen Driver Classes- This is another program sponsored by Drive Smart- This program teaches young drivers and parents the new laws surrounding teen driving and the responsibilities of being a parent of teen drivers. It also gives parents and teens tips on being responsible drivers and mentors. "Tail Gate the Safety Way- this is a large event held annually emphasizing driving safety. The Tail gait event in 2007 had over 5000 people attend. And the 2008 event had around 4500 people attend "Car seat safety checks - Drive Smart had 2 events last years and will schedule more events for 2008-2009. Drive Smart also set up a permanent fit station in 2008 for people who want to schedule an appointment to get their car seats fitted. Statistically teen drivers are the most dangerous drivers on the road. Teens die, or are seriously injured from trauma more than any other age group. Drive Smart is dedicated to providing teens and their parents the education and tools they need to make Weld County a safer place for everyone. Union Colony Fire Department " The Union Colony Fire Department used the money from the grants to purchase injury prevention and fire prevention materials to use in schools and events in which they participate. The emergency department received a $1000.00 grant from the Weld EMTS Council which it used for equipment retrieval. The Emergency Department is using the funds to send back backboard and other equipment left by agencies which transported patients to North Colorado Medical Center. This will assure agencies will get their equipment back in a timely manner. County wide AED Training through Aims Community College with Weld County deployment of AEDs. 30 AEDs deployed into all Weld County Government Buildings with training of county staff in all departments. NCMC Burn Center Training for pre -hospital providers. Collaborative effort to update County wide Medical Protocols and post to Internet biannually to insure compliance with Rule 500 updates. Update and complete current certifications and agency rosters for Medical Director and State of Colorado. Utilization of air services within the county. Quality improvement activities in Air Life include the review of all flights for appropriate utilization and discharges from the ED, appropriate utilization measures continue to be very high within the county. Air Life continues to offer helicopter training to the county agencies on an annual basis. The majority of responding agencies participate in this activity. Air Life is also represented in the RETAC Medical Directors group. NEPAB- developed destination protocol, mass causality protocol approved by NCRETAC. NEPAB currently working on regional protocols and divert policy. WCDPHE continues to strive to integrate all ESF 8 services within Weld County. ESF 8 representatives are present for all county exercises. Cardiac Alert Program - Continues to deliver exceptional performance for STEMI patients in Weld County. Investigation and research in new drug treatment modalities with protocol development. Pre -hospital data collection systems for fire, EMS with integration to facilities. County wide mapping program with Weld County GIS Department. Certification Task Force participation. EMS Data Collection Task Force participation. Tort Reform legislative participation. County Commissioner participation in legislative work for reimbursement at CCI. Seatbelt legislation participation. Representation on Volunteer Task Force for restructuring of American Heart Association by Mary Mast, Union Colony Fire Rescue Authority. Representation of Weld County for the Trauma Care Preservation Coalition for Trauma Funding. WCDPHE continues to be involved in many prevention programs in the county, including Drive Smart. Dispatch EMD Version 12 GIS Mapping System Patient Data Collection for EMS providers meeting State of Colorado requirements NCMC / Banner Trauma System Registry Data Base Internet Access WCDPHE facilitated a drill in conjunctions with NCMC, where EMS System was tested. The drill revealed that WC Paramedic services are not directly able to access this system; which was not known to NCMC prior to this. Section 2: EMTS Information PURPOSE: The purpose of the Council shall be to advise the Board of Weld County Commissioners regarding the coordination and over -sight of the provision of the emergency medical service (EMS) in Weld County, Colorado. The specific duties shall include, but are not limited to, the following: 1. To facilitate the development and implementation of mutual aid agreements among the EMS providers. 2. To update the Weld County EMS Plan annually and to submit that plan to the Board of Weld County Commissioners and the Colorado Department of Public Health and Environment for approval. 3. To review and / or update the Weld County EMS Disaster Plan and to submit and recommendations to the Weld County Office of Emergency Management, to the Board of Weld County Commissioners, and to the Colorado Department of Public Health and Environment for approval. 4. To coordinate the Weld County EMS Disaster Plan with the disaster plan of other emergency service providers. 5. To encourage coordination and cooperation among EMS providers by the sharing of information and resources, including, but not limited to, joint training exercises, joint EMS grant applications and joint equipment purchases. 6. To advise the Board of Weld County Commissioners regarding written procedures for investigators, hearing and dispute resolution between EMS providers, which are not in conflict with any other rules, and / or regulation, and / or contracts in which the Board of Weld County Commissioners is a party. 7. To advise the Board of County Commissioners on the Physician Advisor. 8. To advise the Board of Weld County Commissioners, the EMS providers and the EMS educators on the implementation of the State EMS Statutes and rules. 9. To advise the Board of Weld County Commissioners of changes which may be required in any and all Weld County EMS ordinances? 10. State Emergency Medical and Trauma Advisory Council (SEMTAC), the Colorado Department of Health and Environment and the State Board of Medical Examiners. To perform other services as directed by the Board of Weld County Commissioners. MEMBERSHIP: Members of the Council shall be appointed by the Board of Weld County Commissioners. Membership on the Council shall consist of the following representatives: 1. A representative of the Weld County Paramedic Services. 2. A representative of the Tri-Area Ambulance Service. 3. A representative of the Union Colony Fire / Rescue Authority. 4. A representative of the North Colorado Medical Center. 5. A representative of the Emergency Medical Services Department, Division of Public Services, Aims Community College. 6. A representative of the Weld County Regional Communications Center. 7. A representative of the Weld County Office of Emergency Management. 8. The President of the Weld County Fire Chiefs Association or the Presidents designee. 9. A representative of a fire protection district / fire department in the northwest part of Weld County. 10. A representative of a fire protection district / fire department in the northeast part of Weld County. 11. A representative of a fire protection district / fire department in the southwest part of Weld County. 12. A representative of a fire protection district / fire department in the southeast part of Weld County. A representative of the North Colorado Emergency Physicians, P.C... 13. A representative from the Weld County Health Department. All 14 representatives may vote at regular and special meetings. All regular terms shall be three years. A representative may serve no more than two consecutive terms. The represented organizations listed above shall provide the name of those persons who will fill the positions the following year to the Council chairperson before December 25th of each year. The representative of the Weld County Paramedic Services shall then transmit the names to the Weld County Board of County Commissioners immediately thereafter for consideration for appointment. MEETINGS: All business of the Council shall be transacted at regular or special meetings and only when a quorum is present. Regular meetings shall be conducted every other month at 5:00 p.m., on the third Wednesday. Council members proposed agenda items must be transmitted to the Secretary by the first of each meeting month to be included in the agenda. If no agenda items are presented to the Secretary, the next meeting maybe canceled. Special meetings may be held subject to the call of the Chairperson to act upon matters which cannot by delayed until the next regularly scheduled meeting. QUORUM: A quorum shall consist of eight of the fourteen members (or designated alternates) in attendance to conduct official business. Only appointed Council members or their designated alternate may vote. Council members who are unable to attend a regularly schedule or special meeting should send a designated alternate. A tie vote on any issue shall be reported as such. Section 3: Goals for Weld Weld Public Education Narrative: Helping Communities learn the skills that they can use to save the life of a loved one is the goal of the Community CPR Anytime program entitled "Family and Friends CPR Anytime", a personal learning program that can be completed in the privacy of ones' home. Almost 80% of cardiac arrests that occur each year are suffered in the home or are witnessed by a family member. Less than 5 percent of sudden cardiac arrest victims survive because the vast majority of those witnessing the arrest do not know how to perform CPR. Fast, efficient CPR can double or triple the victim's chance of survival. Using the AHA program of Family and Friends CPR, the skills of CPR can be learned in just 22 minutes. The Greeley Weld CPR Initiative formed to provide this training to workplaces, schools and youth programs at a reduced rate or for free is seeking the assistance of the EMTS Council in providing not only funds but support of the program. Objective: Provide funds for purchase of kits to be distributed at a reduced price to interested groups within the community and county that wish to learn the life-saving components of CPR in a non-traditional class setting. Provide on -site assistance for programs and serve as a resource for program development within Weld Communities. Partner with Greeley -Weld Leaders to promote and sponsor program kits for use by the youth and general populace of Weld to meet the goal that American Heart Association has set for 2010 which is to train 20 million people nationwide in the skills of CPR. Responsibility: To solicit funds for purchase of kits to be distributed to local groups interested in the training at a reduced or no fee basis. Provide a supply of kits to be used in a mass training in Greeley which is the eventual goal. To sustain and promote this program each year based on need and positive evaluations. Short Term Goals: Partnered with Union Colony Fire Rescue Authority and local AHA Training Center, (My Educational Resources Inc.) to promote and distribute the kits under the guidance and accountability of the Greeley -Weld CPR Initiative. Solicit the sponsorship of other local business and health facilities to promote this program within their organizations or to sponsor other agencies. Goal Start Date: 01/07/09 Goal Finish Date: 01/09/2010 Estimated Cost: $5,000.00 Ongoing Cost: $5,000.00 Public Access Narrative: The cities, towns and the agencies within their districts have been active in CPR / AED education and utilization. The costs of replacing the AED Pads / Batteries and Life Bands are a considerable expense for the agencies. The funds being applied for will work in coordination with Goal #1 to promote CPR and AED awareness, education and utilization and data collection. Objective: Purchase replacement Zoll Auto Pulse Life Bands and AED Pads / Batteries for replacement when the AED's are used by the agencies throughout Weld County. Responsibility: Weld County 1st Responders including the high schools, work out / recreation center, churches and city / county government offices along with Weld County Paramedic Services will coordinate the purchasing, replacement and data collection relative to the project. Short Term Goals: As listed previously, make sure agencies have the replacement resuscitation equipment necessary to maintain their AED / CPR Programs and keep their equipment in service.
