CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Colorado EMS Provider Grant Application
from the County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Weld County Paramedic Service, to the Colorado Department of
Public Health and Environment, with terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Colorado EMS Provider Grant Application from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Weld County Paramedic Service, to the Colorado Department of Public Health and
Environment be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by

The numbers provided throughout section I are based on the fiscal year 2008. Weld County Paramedic Services (WCPS) is owned and
operated by the Board of County Commissioners of Weld County. The agency being an enterprise fund is solely responsible for its
budget and financial well being within the County. The agency serves over 4,000 square miles of North / Northeastern Colorado.
Operating as an enterprise of Weld County Government since 1989, WCPS is required to bill and collect all of their operational costs of
providing advanced life support treatment and transportation. The service area and customer base include a population that is over 50%
Medicare, Medicaid, and medically indigent. With the required changes placed on ambulance services in the Medicare / Medicaid fee
schedules and forced acceptance of assignment, coupled with the changes in the Colorado "No Fault" automobile insurance on
collection rates, WCPS has experienced an average collection rate of approximately 30% over the last two years. WCPS has continued
to strictly monitor the budget along with decreasing certain items, and continuing to electronically bill patients to address the revenue
shortfall created by these changes. The result is a negative impact on our scheduled replacement of ambulance units. WCPS has had to
lengthen the service life of our ambulances and continue to employ a re -chassis program for maximum cost savings and timely
replacement of vehicles. Uncollected debt still continues to be a burden on WCPS; it is recorded as bad debt and reflects negatively on
our budget numbers. When providing services to the citizens and visitors of Weld County, WCPS maintains 100% compliance. Bad
debt reflects that portion of services that will never pay for themselves. This uncollected debt obviously affects our ability to maintain
equipment, purchase new equipment,and provide data collections to the State as requested. WCPS has maintained a solid budget but
with increasing bad dept and mandatory write offs; they will continue to strain the budgets for replacement of vehicles and the purchase
of new equipment.

Weld County Paramedic Services (WCPS) provides advanced life support response, evaluation, treatment, and transport to the 300,000
citizens and numerous visitors throughout the 4,000 square miles of Weld County Colorado. WCPS operates as an enterprise of Weld
County Government, billing and collecting all costs of operations. In cooperation with surrounding ALS providers via mutual aid

agreements along with the tiered response of first responders from the fire departments operating throughout Weld County, WCPS
provides timely and quality advanced life support care. Of the 15,000 calls for service, over 60% of the calls fall into the rural / frontier
areas, county roads and highways of Weld County. Primary response of units to those calls comes from fixed stations and system status
placement of resources throughout Weld County. 911 Advanced Life Support coverage is provided through the fluid deployment of up
to 11 ambulances throughout a 24 hour operational period. Primary ambulance staffing shifts includes 6 day units, 4 night units, and one
24 hour ambulance located out of the Ft. Lupton area. WCPS increases the number of units as needed for additional requests for service
based upon call demand, standbys, and other medical incidents.

Weld County Paramedic Services (WCPS) continues to search for methods to operate more
efficiently and effectively. In 1998 a decision was made to establish a program that would save an
estimated $2.5 million over the following 12 years. A re -chassis program was undertaken in which
ambulances chassis would be replaced and patient modules would be re -mounted. The first rechassis
occurred in 2004 at a savings of approximately $68,000 over the purchase of a new ambulance. This
project will continue until each of the 9 type III ambulances have been remounted 3 times. The cost
of this rechassis was based upon a purchase agreement with Life Star Rescue Inc. who has provided
our last rechassis on December 19, 2008 for a price of $90,000. Life Star has quoted a $93,500
replacement cost for a new unit. During the spring of 2009, WCPS completed a project of updating

ambulances. Due to an increase in call volume and high unit utilization, it is necessary for WCPS to
maintain a fleet that is prepared and ready to handle medical emergencies within the County. Three
new ambulances are in the process of being ordered for delivery in late 2009. WCPS manages its
fleet through a Projects Coordinator position that is responsible for the daily maintenance and vehicle
readiness. The Projects Coordinator assists in finding solutions that will meet the needs and
challenges of WCPS as its demand for service increases. The Project Coordinator is responsible for
the fleet readiness and ensures that all vehicles and equipment are properly maintained. WCPS
respectfully requests matching funds from the state for our re -chassis project. This program of re-
mounting ambulances is a responsible and effective utilization of funds that are increasingly difficult
to obtain. It is but one of many methods by which WCPS strive to maintain the highest quality
emergency medical service with less financial resources. WCPS wants to acknowledge the support

received from the State of Colorado, SEMTAC, and RETAC through the funds released to EMS
agencies through its State EMS Provider Grants Program and would like to thank everyone involved
for their time and daunting task of maintaining an excellent EMS Provider grants program.
Vehicle request narrative -

The ambulance to be replaced is unit #28 and would be sent to Life Star Rescue Inc. in Van Wert
Ohio for completion of this project. Weld County Paramedic Services (WCPS) has contracted with
Life Star to rechassis the fleet of Braun ambulances. Life Star does have chassis in stock and will be
able to meet the deadline of June 30th. Installation of the ambulance data recorder system will occur
once the ambulance is delivered through a local vendor. In 2007-2008 WCPS participated in a system
audit from Fitch and Associates. WCPS has a fleet of eleven ambulances. By the audit calculation,
that fleet has a high asset (ambulance) utilization of 138% with eleven units. The maximum asset
utilization should ideally not exceed 125%. However, due to scheduled and non-scheduled
maintenance, we effectively have nine or ten cars available the majority of the time, which pushes the
utilization percentage even higher. This would be a concern with a fleet under "normal" operating
conditions, but the fact is we are not under "normal" operating conditions because additionally, we
are estimated to run over 15,000 calls by year end 2009. This is well over a 5% increase in calls just
from 2008 with the same fleet; again, this pushes the asset utilization upward. WCPS has had five
engines fail, four 6.0 liter Power Strokes in units 26, 29, 34, 36 and one 6.4 liter diesel in Car 35.
Ambulance 30 was costing us $0.84 per mile in operating expenses. In fact, due to not only the high
operating costs, but serious reliability issues, this ambulance was selected as the top re -chassis
candidate within the WCPS fleet, and has since been shipped to Life Star for a complete EMS
module refurbishment and a changeover to a General Motors G4500 chassis. While new ambulances
are great, we have had very good and surprising results with the "Ground -Up" re -chassis that is
currently WCPS Ambulance 37. This ambulance features a new GM G4500 chassis (6.6 liter
Duramax diesel) and a completely stripped and refurbished Braun EMS module (by Life Star). To
date, this re -chassis is proving to have been an extremely good and cost-effective fleet management
choice (approximately $95,000 as opposed to $145,000 for a new bid ambulance) and has improved
both the performance and reliability of our fleet without expanding our fleet. The GM product has
performed well to this point and the refurbished EMS module has had no notable problems.
Operators have been very happy with the re -chassis as well. We are currently waiting for the arrival
of our second Ground -up re -chassis (which will be designated WCPS Ambulance 38) from Life
Star/Braun in a few weeks. This re -chassis will also feature a completely refurbished Braun EMS
module and a GM G4500 Duramax chassis. All expectations are this ambulance will provide the
same excellent asset value and performance demonstrated by the Ambulance 37 re -chassis with
substantial cost savings over a new ambulance. Almost without question, the addition of a third
Ground -up re -chassis would save the organization the equivalent cost of a brand-new "Out -of -the -
Box" ambulance, a good economic value within a very short time frame. With the high asset
utilization and high overall average fleet mileage (103450 miles, 9-14-2009) for eleven ambulances,
the re -chassis is an effective and attractive alternative to new.

Note: It is recommended that narratives include descriptions of plans to train staff on use of equipment, plans to
financially and physically maintain equipment, and an estimation of frequency of use of the equipment.
Weld County Paramedic Services has committed to protecting its employees through process improvements that decrease
the chance of injury from lifting. In 2008, powercots were purchased to reduce employee injury and increase the safety of
the movement of patients. Replacing oxygen tanks in the ambulance is another such area of concern for injuries. On
average, WCPS replaces over 20 of its house oxygen tanks (M - 3450L)a month. Within the tight enclosure of our oxygen
compartments on ambulances, employees are not in a position for proper lifting mechanics. One -handed lifts, lifting while
seated or kneeling, lifting in a constrained or restricted work space, and lifting unstable loads should be reduced or
avoided whenever possible. Weld County Paramedic Services is asking for four "TANK BOSS" oxygen cylinder lift
systems to supplement each of our four primary stations where oxygen replacement can occur. These oxygen stand-alone
oxygen support systems provide a more cost effective approach by placing them in the stations rather than outfitting each
ambulance with an automated lift. Training on the oxygen lift system would occur following the purchase of the
equipment and prior to the deployment through an internal educational program as outlined by the manufacturers
guidelines. WCPS would maintain and service equipment per manufactures guidelines.

II. Requirements for Training and Education Grants
For any training or education requests funded from this application the grantee shall comply with the following terms and conditions:
Reimbursement for all travel expenses associated with the training or education program shall be made in accordance with the
A. then current state of Colorado reimbursement rates for travel as specified in the Fiscal Rules of the state of Colorado.
B Written proof of the successful completion of any training or educational program shall be submitted at the same time as the
invoice requesting reimbursement for that training or educational program.
C. Prompt billing at the end of each quarter or semester is expected.
If the grantee provides a training or educational program, then the grantee shall acknowledge the use of emergency medical
D. and trauma services account grant funds in all public service announcements, program announcements, or any other printed
material used for the purpose of promoting or advertising the training or educational program.
If the grantee provides a training or educational program, then the grantee shall develop and utilize a course evaluation tool to
E. measure the effectiveness of that training or educational program. The grantee shall submit a copy of all evaluation reports to
the State upon completion of the training or educational program.
12. Requirements for Equipment Grants
For any equipment purchases funded from this application, the grantee shall comply with the following requirements.
A. The grantee shall provide the state with written documentation of the purchase of the specified equipment.
All communications equipment shall be purchased from the State award for communications equipment, or from another
vendor for a comparable price and quality. If the grantee desires to purchase communications equipment which is not listed
B. on the State award then the grantee must complete, with the State's assistance if needed, an informal competitive solicitation
process before purchasing that equipment. If a competitive solicitation process is used, then the grantee shall purchase the
communications equipment from the lowest bidder whose bid meets the bid specifications.
If the grantee desires to purchase emergency vehicles other than ambulances, then the grantee must complete, with the State's
assistance if needed, an informal competitive solicitation process before purchasing that equipment. The proposed
C. specifications for these emergency vehicles must be approved by the State prior to the initiation of the informal competitive
solicitation process. If a competitive solicitation process is used, then the grantee shall purchase the emergency vehicles from
the lowest bidder whose bid meets the bid specifications.
If the grantee desires to purchase medical equipment, then the grantee must complete, with the State's assistance if needed, an
D. informal competitive solicitation process before purchasing that equipment. If a competitive solicitation process is used, then
the grantee shall purchase the medical equipment from the lowest bidder whose bid meets the bid specifications.
During the initial term and any renewal or extension term of the contract or purchase order issued to convey funding to the
E grantee, and after the cancellation, termination, or expiration date of said contract or purchase order, the grantee shall acquire
and maintain personal property casualty insurance for the replacement value of all equipment it purchases under this grant for
the useful life of that purchased equipment.
F The grantee shall keep inventory control records for all equipment it purchases. The grantee shall obtain the prior, express,
written consent of the State before relocating or reallocating any equipment it purchases.
The grantee shall provide the State with a picture of each piece of equipment it purchases. The grantee may submit a picture
G. of a piece of purchased equipment at any time, but in no event no later than the date the grantee's final progress report is due
to the State.
The grantee shall maintain all equipment it purchases in good working order, normal wear and tear excepted. The grantee
Ii shall perform all necessary maintenance services for all equipment it purchases in a timely manner and in accordance with all
manufacturer's specifications and all manufacturer's warranty requirements. The grantee shall keep detailed and accurate
records of all maintenance services it performs on all equipment it purchases.
The grantee shall repair or replace all purchased equipment which is damaged, destroyed, lost, stolen, or involved in any other
" form of casualty.
If the grantee ceases to provide emergency medical and trauma services in the state of Colorado, then all equipment
purchased under this grant shall either be placed with another operating emergency medical services provider in the state of
J. Colorado, or be sold at public auction for its then fair market value. That portion of the sale proceeds which equals the State's
initial financial contribution towards the purchase of that equipment shall be refunded to the State by the grantee. The grantee
shall obtain the prior, express written consent of the State prior to any relocation or sale of any purchased equipment.

I talked to Tim about your possible remounts. We can give you and additional $1000.00 off
your price that we have quoted you before which was 93,500.00. New price 92,500.00. Per our
conversation yesterday we are fine tuning our production process and may be able to give you
more of a discount. The things that will drive that decision will be the outcome of your
current remount. We are looking at different options on things for a better price point. All
I request is if you decide to price shop please give us a change to define a more accurate
number.
On another note we have chassis's in stock and will be able to meet your deadline of June
30th. Our turnaround time will be 90-120 days. This is different from our conversation
yesterday because I want to allow time for chassis arrivals (availability). For the sake of

The thing that locks the MDT into place on 28 will not lock, thus releasing the computer from any securing
mechanism.
When getting fuel Sunday morning I went to remove the gas cap and had it fall apart in my hands. I guess I dont
know my own strength. The cap is on but not in normal condition. Just wanted to let you know.

I. INTRODUCTION.
A. GENERAL. Back disorders can develop gradually as a result of microtrauma brought about
activity over time or can be the product of a single traumatic event. Because of the slow an
onset of this internal injury, the condition is often ignored until the symptoms become acut
resulting in disabling injury. Acute back injuries can be the immediate result of Improper lie
and/or lifting loads that are too heavy for the back to support. While the acute injury may ≤
caused by a single well-defined incident, the real cause is often a combined interaction of U
stressor coupled with years of weakening of the musculoskeletal support mechanism by rer
micro -trauma. Injuries can arise in muscle, ligament, vertebrae, and discs, either singly or

A. FACTORS ASSOCIATED WITH BACK DISORDERS. Back disorders result from exceeding
of the muscles, tendons, discs, or the cumulative effect of several contributors:
• Reaching while lifting.
• Poor posture --how one sits or stands.
• Stressful living and working activities --staying in one position for too long.
• Bad body mechanics --how one lifts, pushes, pulls, or carries objects.
• Poor physical condition -losing the strength and endurance to perform physical tasks I
• Poor design of job or work station.
• Repetitive lifting of awkward items, equipment, or (in health-care facilities) patients.
• Twisting while lifting.
■ Bending while lifting.
• Maintaining bent postures.
• Heavy lifting.
• Fatigue.
• Poor footing such as slippery floors, or constrained posture.
■ Lifting with forceful movement.
• Vibration, such as with lift truck drivers, delivery drivers, etc.
B. SIGNS AND SYMPTOMS. Signs and symptoms include pain when attempting to assume n
decreased mobility, and pain when standing or rising from a seated position.
III. REPORTS OF BACK INJURIES.
A. CONTRIBUTING FACTORS. These factors usually account for very few work -related back

• Increased awareness of workplace hazards.

IV. INVESTIGATION GUIDELINES.
A. RECORDS REVIEW: OSHA 200 LOG.
1. Note when back or other musculoskeletal disorders appear excessive from Lost Work
and Illness (LWDII) rate calculations. Understand that excessiveness Is relative, since
firm figure established that delineates safe from unsafe. A better measure is to look I
escalating number of injuries or of increasing severity of injuries. Comparing your tar
with BLS data, other company rates, other lines, departments, wings, or occupationa

Back injuries should be treated as an Injury on the OSHA 200 log regardless of whett

B. EMPLOYER, EMPLOYEE INTERVIEWS.
1. Walkaround.
a. Ask employees about their opinion on the difficulty of the task as well as personal
back pain.
b. Observe worker postures and lifting.
c. Determine weight of objects lifted.
d. Determine the frequency and duration of lifting tasks.
e. Measure the dimensions of the workplace and lift.
2. Evaluation.
a. Videotapes should be taken of the work task for later review and for evidence of r
muscuioskeletal hazards (see Appendix WI:1-3).
b. Manual lifting:
• Repetitive material handling increases the likelihood of a disorder.
• Principal variables in evaluating manual lifting tasks to determine how heavy a
lifted are: the horizontal distance from the load to the employee's spine, the vt
through which the load is handled, the amount of trunk twisting the employee
the lifting, the ability of the hand to grasp the load, and the frequency with wh
handled.
• Additional variables include floor and shoe traction, space constraints, two-han
and stability of the load.
• The NIOSH Lifting Formula uses the principal variables to compute a theoretics
V. PREVENTION AND CONTROL.
A. ENGINEERING CONTROLS.
1. General. Alter the task to eliminate the hazardous motion and/or change the positioi in relation to the employee's body -- such as adjusting the height of a pallet or shelf.

reporting of injuries. Additionally, job specific training should be given on safe
hazards, and controls.
• Strength and fitness training can reduce compensation costs.
3. Rotating of employees, providing a short break every hour, or using a two -person lift
helpful.
4. Rotation is not simply a different job, but must be a job that utilizes a completely cliff
group from the ones that have been over -exerted.
C. OTHER.
1. Standing for extended periods places excessive stress on the back and legs. Solution:
footrest or rail, resilient floor mats, height -adjustable chairs or stools, and opportunit
employee to change position.
2. Where employees are seated the chairs or stools must be properly chosen.
3. Proper adjustable lumbar support may be provided.

APPENDIX VII:1-1. IN-DEPTH ANALYSIS.
The usefuiness of the information gained from the review of the OSHA 200 log Is limited by internal pra
recording injuries and illnesses. Some plants record everything and some record only those cases that i
a physician. With back disorders, these cases are not always recognized as being work -related and ther
recorded. Thus, the Compliance Officer must determine the internal procedure for recording on the O51 -
who records, what cases are recorded, and when cases are recorded (see Field OQerations Manual (FON
The following is a systematic approach to identifying the extent and magnitude of a disease or injury an

WORKERS' COMPENSATION RECORDS.
Advantages:
Identify additional cases, departments, and job titles.
Limitations:
Does not include cases where treatment is paid for directly by the employee or comprehensive health Jr

PLANT MEDICAL RECORDS.
In larger plants that employ health care providers, individual employee medical folders, or records, will

Monthly summaries of employee visits to the health office are often compiled by health office personnel
too many records, review a random sample of records to identify cases of back disorders.
SAFETY AND ACCIDENT REPORTS.
Internal reports that may be available in the health, safety or personnel office. These cases may not be
OSHA 200 Log or In worker compensation records. Employee may just want to report the injury or disci'
seek treatment.
PAYROLL RECORDS (If available).
Used to obtain information on number of hours worked.
Serves as crude measure of exposure potential and can be used to compare jobs in terms of incidence
forms of back disorders.
Useful in identifying job titles or departments with high absentee or turnover rates.
AVAILABLE INFORMATION FROM RECORDS REVIEW.
• Total number of back Injuries reported to the company;
• Date each case reported;
• Department or specific job of those who are injured or III; and
• Number of workers on the same job or in the same department.
WHAT YOU CAN DO WITH THE INFORMATION.
The Incidence rate can be calculated for the entire establishment and for each department. This procedi
comparison between and within the same departments from year to year.
Lost Work Day Injury and Illness rate (LWDII) = (Number of cases)*(200,000)/Total population at risk
period
• Numerator: Number of lost or restricted time Incidents (cases) in specified group or department
experiences a disorder in a specified time period multiplied by 200,000. Multiplying the number o
200,000 normalizes the observed work population to a standard work population of 100 employer
50 -week year.
• Denominator: Total number of hours worked in a specified group or department within the same

Severity Rate (SR) = This is the same calculation as was performed to produce the LWDII except that tl
from work or restricted days are substituted into the numerator for the number of incidents. This calcul,
a measure of the severity of the cases and Is used in conjunction with the LWDII to determine the magi

NOTE: If counting system recognized only lost -time or Workers Compensation cases, relatively low Inc
may be computed. If the company has Instituted an ergonomics program the LWDII may rise dramatics
should be a corresponding drop in the SR.
SURVEY THE WORKERS.

Assist in Identifying new or early cases of back injury and disorders in the work force. Useful in smaller
data gathered from records review may be limited or in facilities where reporting disincentives limit the
reported cases. The major reason for this is to collect data on the number of workers that may be expe
form of back injury or disorder. This is also a good method for identifying departments or jobs where pc
problems exist.
Factors to be considered in designing a questionnaire or symptom survey:
• Reading level and primary language of workers if the questionnaire or survey is self -administrate
very important and must be geared to particular respondents.
• Length of the questionnaire (usually should not exceed 20 minutes).
• Instructions: Are they clear?
• Important questions should be asked first.
• Sensitive or personal questions should be asked later in the survey.
• Multiple-choice questions are easier to evaluate but limit the potential responses of the person be
Mass Medical Screening:
Mass medical screening could be useful but must be performed by trained medical staff -- so the proces
in both personnel and resources. The Office of Occupational Medicine should be consulted prior to atterr
medical screenings.
JOB ANALYSIS AND OBSERVATION.
Each job in which workers have a greater incidence of back disorders might be subject to a job analysis
appropriate records review and worker survey.
Work -Methods Analysis:
• Observe employees at work:
• Notice what employees are doing to make themselves more comfortable in the workplace. I
look for improvised foot rests, padding, or homemade tools and devices.
• Watch for repeated motions and the position of the arms, wrist and trunk (e.g. over-stretcf
posture).
• Record the movements used to perform the task. Use a video camera for subsequent slow-motior
Appendix VII1-3 for instructions on videotaping techniques.
• Describe the positions seen. Ask questions to determine If staffing levels and production pace is ti
representative of the normal operation. Obtain production data if at all possible.
• An ergonomic check -list can be helpful on Inspections to record information which is not readily is
the videotape. A sample checklist is shown in Appendix_VII:1-4.
• Work station and tool evaluation may be necessary.
APPENDIX VIII -2. EVALUATION OF LIFTING TASKS. [Completely Revised]
NIOSH WORK PRACTICE GUIDE FOR MANUAL LIFTING.
In 1981, NIOSH developed an equation to assess lifting conditions. In 1991, NIOSH issued a revised eq
design and evaluation of manual lifting tasks. The 1991 equation uses six factors that have been detern
influence lifting difficulty the most, combining the factors into one equation. Two of the factors which ar
revised equation include twisting (asymmetry) and the quality of the worker's grip on the load (couplinc

(90% of the adult population, 99% of the male and 75% of the female workforce) can Ilft over a substa

The revised equation also incorporated a term called the Lifting Index, which is defined as a relative est
level of physical stress associated with a particular manual lifting task. The estimate of the level of phy:

BID REQUIREMENTS FOR BID #B0900123
INTENT OF SPECIFICATIONS
It is the intent of these specifications to cover the furnishings and delivery to Weld County, a total of
twelve complete Emergency Medical Vehicles ("EMV") equipped as hereinafter specified, to be
delivered over the course of the upcoming four (4) years form the date of the Agreement with the
successful Bidder, with three (3) EMVs to be delivered each year, each EMV to be individually
delivered on dates specified in the said Agreement. With a view to obtain the best results and the
most acceptable EMV for service in the Emergency Medical Services ("EMS") field, these
specifications cover only the general requirements as to the type of construction and tests to which
the EMV must conform, together with certain details as to finish, equipment, and appliances with
which the successful Bidder must conform. Minor details of construction and materials where nor
otherwise specified are left to the discretion of the Bidder, who, although working with a manufacturer,
the Bidder shall be solely responsible for the design and construction of all features. Unless
otherwise stated in this bid specification, the EMVs supplied must be new, current year models.
"Demonstrator" EMVs are not acceptable.
QUALITY AND WORKMANSHIP
The design of the EMV must embody the latest approved automotive engineering practices. The
workmanship must be of the highest quality in its respective field. Special consideration will be given
to the following points: accessibility of the various units, which require periodic maintenance
operations, ease of operation, and symmetrical proportions.
Construction must be rugged and ample safety factors must be provided to carry loads as specified
and to meet both on and off road requirements and speed conditions as set forth under traditional
EMS conditions.
GENERAL CONDITIONS OF BID
The attached specifications describe an Emergency Medical Vehicle suitable for use by Weld County.
These specifications are intended to provide a common standard to which all parties may bid.
If the Bidder is not going to furnish the item exactly as described, he/she must indicate a deviation
even though he/she believes he/she may be exceeding what is described. For each deviation taken,
the Bidder must include a detailed technical description of what he/she will furnish as well as an
explanation of why the deviation equals or exceeds the item in the specifications.
It is the intent to purchase proven equipment. Every Bidder will be required to demonstrate an EMV
of the requested construction and similar configuration within 72 hours of request by Weld County.
Failuue to do so will result in rejection of the EMV as a prototype unit. All bids must be completed on
the enclosed form. No other forms or specifications are to be used. By rejecting any bids not so
submitted, Weld County will insure that all Bidders are bidding on the same standard so a fair
evaluation can take place. Weld County retains the right to reject any and all bids if an error within
these bid specifications is found prior to or after the bid date. Weld County additionally retains the
right to reject any and all bids if any or all parts of the specifications are not complied with, regardless
of total bid price. Final decision of whether or not a bid complies with these specifications is solely
the judgment of Weld County. Each Bidder agrees to accept the decision of Weld County as final
without recourse or prejudice. Weld County reserves the right to waive any informalities and/or
specifications requirements that in the opinion of Weld County best suit Weld County's interests.
Weld County also reserves the right to accept the bid most advantageous to Weld County.

Each bid submitted must contain a non -collusion statement, signed by the Bidder, or if the Bidder is a
corporation or other legal entity, by an officer of the corporation or other legal entity of the Bidder. All
exceptions and/or deviations to these specifications shall be listed on the form provided. This
specification is written around the needs and requirements of Weld County. Where specific
equipment or component brands have been specified, it is done with the intent of establishing a level
of quality and performance required by Weld County. If the Bidder proposes equipment or
components other than named brands, the Bidder must take exception in the appropriate spaces and
describe in detail how the proposed deviation still meets the performance and quality standards of the
named brands.
Where specific materials and production methodology have been specified, it is done with the intent
of establishing a level of quality and performance required by Weld County. If the Bidder proposes
materials or methodology other than those distinctly specified, the Bidder must take exception in the
appropriate spaces and describe in detail how the proposed deviation still meets the performance and
quality standards of the materials and methods specified in this document. Any exceptions to or
deviations from the methods, materials, and quality specified must be noted and clearly
described on the "Exceptions" forms.
SERVICE
Bidder shall also provide information and the location of the site that will provide maintenance and
warranty/repair work for EMVs. Bidder shall provide the name of Bidder's business, the location of
the site, and the distance the business is from Weld County government offices. Bidder must also
indicate if they provide pick up and delivery of Emergency Medical Vehicles needing warranty/repair
work. The services provided must be from an authorized service facility of the EMV that is
purchased. Weld County reserves the right to agree to non-exclusive warranty/repair work to be
provided by the business or site designated by Bidder.
COLORADO MANUFACTURER LICENSE
The Manufacturer used by Bidder must be a registered/licensed Manufacturer within the state of
Colorado. This will assure Weld County full protection under the laws governing the sale and service
of EMVs/ambulances within the state of Colorado. A copy of the manufacturer's license must be
submitted with the bid.
NATIONAL MEMBERSHIP
A.M.D. and N.T.E.A.
Bidder shall verify and warrant to Weld County that Bidder is a member in good standing with the
National Truck Equipment Association (N.T.E.A.) and the Ambulance Manufacturer's Division
(A.M.D.) of the N.T.E.A. Bidder shall supply a letter with the bid response to verify Bidder's current
membership in both the N.T.E.A. and the A.M.D.
Bidder shall verify and warrant to Weld County that the Manufacturer is a member in good standing of
the Ambulance Manufacturer's Division (A.M.D.) of the National Truck Equipment Association
(N.T.E.A.). This is to demonstrate active industry participation in evolving standards, processes and
technologies.
CHASSIS POOL
Bidder shall be a member of the Ford Motor Company's and/or the General Motor Company's
Chassis Bailment Pool, regardless of the chassis specified within this specification. Bidder shall
provide a current Ford Motor Company and/or General Motor Company's Pool account number to
Weld County upon request.

VERIFICATION AND CERTIFICATION INFORMATION
AU Bidders shall provide in writing from an independent testing facility that their EMV/ambulance
conforms to federal GSA specifications KKK-A-1822E/F. In-house certifications will not be accepted.
Each Bidder shall furnish satisfactory evidence of his/her ability to construct the EMV as herein
specified, and state the location of his/her factory where the EMV is to be built. Each Bidder must
state five (5) locations where a similar EMV, built by the Manufacturer the Bidder proposes to use,
has been delivered within the past year and are in operation.
In addition, each Bidder shall list five (5) EMVs built by the Manufacturer the Bidder proposes to use,
which have been re -mounted onto new chassis' by the Manufacturer within the last year. The year of
original manufacture, as well as the date of re -mounting must be included along with the name,
address, and phone number of the organization that is currently operating the re -mounted EMV. —
The Manufacturer the Bidder proposes to use must be engaged actively in the business of
manufacturing Emergency Medical Vehicles. The Manufacturer the Bidder proposes to use must
have had at least Ten (10) years prior experience in building Emergency Medical Vehicles. Proof of
such experience must be submitted with bid.
All parts and components not specifically mentioned herein which are necessary to provide a
complete, well-equipped and safe Emergency Medical Vehicle shall be furnished by the Bidder and
shall conform in quality, strength, and workmanship. Certification may be required on non -specified
component parts.
DRAWINGS
Bidder must include proposal drawings of the EMV, showing the locations of all requested equipment,
cabinets, and compartments. Views must include front and rear exterior views, street side and
curbside exterior views, and interior views of front wall, main cabinet wall, bench wall, and overhead.
NO EXCEPTION TO THIS REQUIREMENT WILL BE ACCEPTED.
PREBUILD CONFERENCE
A Pre -build Conference will be conducted, and will not affect the final bid price.
Engineering drawings showing dimensions of all cabinets and compartments must be approved by an
authorized agent for Weld County prior to any metal being cut. Weld County and the Bidder shall
each have a copy of this print. Bidder shall ensure that the Manufacturer the Bidder proposes to use
shall also have a copy of this print. This print shall then become a part of the total contract. Both sets
of drawings must show, but not be limited to, such items as the chassis being utilized, lights, horns,
sirens, all compartment locations and dimensions, etc. In actuality, these drawings are to be a visual
interpretation of the EMV unit as it is to be supplied.
WARRANTIES
Bidder will warrant that the EMV, when delivered, will conform to the descriptions of the EMVs that
were ordered. Further, Bidder grants implied warranties of merchantability and that each EMV
delivered pursuant to these bid requirements and the bid agreement will be fit for use as an EMV for
the Weld County Paramedic Services.
PRODUCT LIABILITY INSURANCE

Bidder must ensure that the Manufacturer Bidder proposes to use for the Emergency Medical Vehicle
being bid must have product liability insurance with coverage totaling at least $10,000,000.00 in effect
on the date this bid is submitted and also at the time that the Emergency Medical Vehicle is accepted.
Bidders must supply a valid insurer's binder from the Manufacturer's insurance provider, showing
Weld County as [Certificate Holder / Additional Insured]. Bidder's failure to meet this requirement to
submit proof of this insurance will result in Bidder's bid proposal being rejected.
DELIVERY
Delivery of the proposed EMVs must be within 120 calendar days from receipt of each chassis, and
no later than the dates specified for each in the agreement with the successful Bidder, unless
otherwise stated in the bid. Bid price must include delivery to Weld County's place of business (1121
M Street, Greeley, CO). Since delivery proposals by the Bidder will weigh heavily in the
determination of this bid award, the delivery schedules that are being submitted by the Bidder will
automatically become binding upon the award of this contract to the successful Bidder. Bidder will
not be held liable for delay in delivery caused by floods, accidents, strikes, or any like events. —
Vehicles must be trucked out to Weld County.
If Bidder and/or Manufacturer proposed by Bidder should, at any time after being determined to be
the successful Bidder, file for protection under the U.S. Bankruptcy Code, execute an assignment for
creditors, or experience other legal or financial difficulties resulting in Bidder's inability to meet the
terms and conditions set forth herein or in a subsequent agreement with the successful Bidder, Weld
County shall be entitled to immediately terminate the said agreement, with no recourse by Bidder.
Bidder will hold him/herself legally responsible if these specifications are not met at the time of
delivery. The successful Bidder must provide a training seminar for members of the purchasing
organization to familiarize them with the operation of the EMV upon delivery.
ACCEPTANCE
Should the EMV being proposed not meet or exceed the specifications called for within this package,
Weld County reserves the right to reject the EMV penalty free.
PAYMENT
Bid price must remain binding for a period of thirty (30) days from the bid opening date, and if the bid
is accepted, will remain binding during the term of the agreement. Payment will be made in full for
each EMV only after delivery and acceptance of each completed EMV unit.
***BODY STYLE***
Body exterior shall be a minimum of 167.75" long x 96" wide x 86" high. Overall vehicle length,
including bumpers, shall be 22.5'. Overall vehicle height, ground to top of module, shall be
approximately 105". All ambulance bodies shall be manufactured on site.
***CHASSIS***
2009 or 2010 Chevrolet G4500 Cutaway Van 159" W.B. 14,200 GVWR
The chassis shall be a General Motors G 4500 cutaway van, 2009 model year. To Include OEM
rubber floor mats, the Chevy chassis shall include the GM YF2 Ambulance Prep Package. Gross
Vehicle Weight Rating 14,200 LBS, Wheelbase:159" Diesel engine will be a Duramax 250 HP and
460 lb -ft torque The transmission will be the GM 4L85E H -duty, Front axle GAWR will be 4,600, Rear
axle GAWR will be 9,600,The Fuel tank will be aft of the rear axle and be 57 gal rated

Load Ballast
The vehicle must meet weight ratio after vehicle is loaded with passengers and equipment. Must
meet KKK front axle requirements. No ballast in rear of vehicle will be allowed to compensate for
front axle being overweight. **Explain why you can't fulfill the load ballast** **Back board has to be
on the curb side right rear**
Alternator
See chassis specifications for description of alternators. Any alternator offered as part of an
ambulance prep package by chassis manufacturer must be supplied. These alternators must be
installed and covered under warranty by chassis manufacturer.
Battery System
The battery compartment shall be sealed off from the patient compartment, exterior compartments,
and cab. Battery cables shall be a minimum of 1/0 gauge. All battery cables shall be run in flexible
conduit.
High Idle Control
A Manufacturer's throttle control device or equivalent shall be installed. It shall be preset so that when
activated it will operate the engine at a speed necessary to maintain proper system voltage. The
device shall operate only when the vehicle is in "park" and the parking brake is engaged. The device
shall disengage when the service brake pedal is depressed or the transmission is placed in gear. The
device shall automatically reengage when the service brake is released or the vehicle is again placed
in "park" and the parking brake engaged. (When allowable, the above the throttle system shall
interface with the Electrical Control System)
IPD/Road master Front Sway Bar -GM
The standard OEM front axle sway bar shall be removed and replaced with a sway bar made of 4140
"chromoly" steel with bushings made of polyurethane. The sway bar shall be a minimum of 38 mm.
IPD/Road master Rear Sway Bar
The standard OEM rear axle sway bar shall be removed and replaced with a sway bar made of 4140
"chromoly" steel with bushings made of polyurethane.

Phoenix Stainless Steel Wheel Covers
Polished stainless steel wheel inserts shall be provided for all outside wheels. They shall be
removable without removing the lug nuts. Rear wheels shall include stainless steel braided valve
stem extensions with stabilizers for both the inside and outside tires.
Ship the Spare Tire Loose
The OEM spare tire shall be shipped loose.
Black Velvac Heated & Motorized Mirrors Model #2020XG
Velvac Model 2020XG heated and motorized side view mirrors shall be supplied.
Mirrors shall be black in color.
O.E.M. AM-FM/CD Radio W/Cab Speakers
Manufacturer O.E.M. AM/FM/CD stereo radio shall be installed with two speakers in the driver's -cab
and shall include a digital clock.
Low Voltage Throttle Manager
A low voltage throttle manager shall be installed as part of the ambulance package. All safety
interlocks must be in place for the manual throttle to activate the high idle function.
Hand Held Cab Spot Light
There shall be a 400,000 -watt candlepower "Optronics Blue -Eye" hand held spot light located in the
vehicle cab. A "Rhino" covered open top box large enough to accommodate the hand help spot light
shall be supplied.
Medium Custom Drivers Console
A custom driver's control panel console shall be installed. This console shall be designed to allow
easy access from either cab seat. This console shall be manufactured out of wood and a color
coordinated laminate. The radius corners shall be aluminum. The console shall include a switch and
siren area, radio control area, and map storage and 2 big gulp cup holders.
Dual Optima (800 CCA) Red Top Batteries
The ambulance shall be equipped with dual optima batteries. The batteries shall have a minimum of
800 CCA.
Owner's Manuals (1 of each shall be Included With Unit)
A complete ambulance manufacturer's owner's manual shall be included with vehicle. The manual will include
wiring diagrams as well as a wiring narrative about the vehicle. Also included will be a complete
Owner's/Operating/Service Manual mounted in the electrical cabinet for easy reference. It shall contain a
com fete set of wiring schematics of the ambulance manufacturer's electrical system. It shall also contain the
owners manuals for all add-on and after -market components supplied by the ambulance manufacturer.
Cab Aircraft Style Single Swivel Light
There shall be a dual swivel aircraft style light installed on the interior of the cab roof position to be

Undercoating —
After the body is assembled, all under body surfaces are to be heavily coated with automotive grade
petroleum based undercoating to protect against road salts and to provide additional sound
deadening.
72" Finished Headroom
The interior of the patient compartment will provide no less than 72 inches of finished headroom from
floor to ceiling.
Bulkhead Wall Recessed Additional 3"
Cab to Module Bulkhead Wall:
The cab to module bulkhead wall shall be recessed a minimum of six inches. **Standard — minimum

Custom Hinged/Pocket Walk-Thru Door
A chassis cab to modular body walk through entrance to the patient compartment shall be provided. It
shall be a minimum of 47" high by 18" wide. This entrance shall have a custom hinged/pocket door
that latches open and closed only from the cab side. The door shall have a window. The door shall be
lockable from the cab side.
Standard Perko Body Intake and Exhaust Vents (3 -STD)
There shall be a minimum of three Perko style intake and exhaust vents mounted high on the
ambulance body.
3 Piece Cast Aluminum Wheel Well Trim Rings
There shall be CPI polished, solid, cast aluminum, three-piece fenderettes installed around the rear
body cutout above the rear wheels. These housings shall provide an aesthetically pleasing rounded
opening as well as provide impact and paint protection. Housings shall attach to the modular body
utilizing stainless steel bolts with barrier tape and "ECK" applied between the dissimilar metals.
Fasteners shall not be exposed.
FORMED SHEET METAL, RUBBER, OR FIBERGLASS FENDERS ARE NOT ACCEPTABLE.
Standard Cast Fuel Fill Housing
Chassis OEM fuel -fill assemblies shall be utilized. A cast aluminum fuel fill protector shall be
recessed into the body above and behind the street side rear wheel well.

2 Red Reflectors on Each Module Entry Door
There shall be two (2) model number 8491 R red reflectors mounted on each module entry door.
Combination Extruded/Pan Formed Module Entry Doors
Please explain construction type.
There shall be entry doors on the curbside and the rear of the patient compartment.
Protective Padding
There shall be protective pads directly above the side and rear doors. These pads shall be a
minimum of 2" thick and shall be constructed of high -density foam and heavy-duty vinyl. No piping
shall be used and all seams shall be sealed to repel contaminates. The cushions shall be installed
with industrial grade plastic hook and loop Velcro allowing easy removal for cleaning. Pads over entry
doors shall extend below the nadar pins to prevent serious head injury. These pads shall be trimmed
on the exterior side with stainless steel. —
Insulation
All entrance doors shall be fully insulated
Door Seals
The door seals must be EPDM hollow core and provide a 360 -degree uninterrupted seal with a full
1/2" of compression. Door latches shall be inboard of the seal, therefore protecting latches from dirt,
moisture, and weather deterioration. Seals shall be mounted in a way to protect them from abuse. All
door latch nadar pins shall be adjustable. Inner and outer sills of the entrance doorframes shall be
trimmed with formed, brushed stainless steel plates to protect painted surfaces. They shall be applied
with adhesives. No mechanical fasteners may be used. NO EXCEPTION ALLOWED.
Door Hardware
Each modular body entrance door shall be equipped with two heavy-duty rotary latches to meet
FMVSS 206 standards. Each rotary latch shall close on a post (nadar pin) mounted to the doorframe,
both rear doors must latch onto the doorframe. All door latch posts shall be adjustable. A continuous
Clean Seal #50512 door gasket shall be installed 360 degrees around the entire door. Stainless steel
sill plates shall be installed on all inner and outer doorsills.
Full Height Side Entry Door with Gas Style Hold -Open
The side entrance door shall be equipped with a heavy-duty gas dampening hold open device that
shall hold the door open at 90 degrees.
Side Entry Door Threshold with Non -Slip Tape
The side patient entry door shall have a threshold with non -slip tape installed.
Sliding Side Entry Door Window (Standard Tint)
Side entry door shall be equipped with a manufacture sized 16" x 20" sliding, tinted safety plate
window in an aluminum frame.
Rear Doors with Grabber Style Hold -Opens
The ambulance module shall have a minimum of 56 inches of pass thru height at rear doors. The rear
doors shall also have Grabber style hold opens with replaceable rubber catches. The Cast Products
"Grabber" style hold opens shall be installed on each door with the appropriate socket being installed
on the rear body wall attached to a 2 x 2 aluminum support tube. **Will accept taller rear doors**

Fixed Rear Entry Door Windows (Standard Tint)
Rear entry doors shall be equipped with a manufacturer sized 16" x 20" non -opening, tinted safety
plate window in an aluminum frame.
Exterior Assist Rail on Side and Rear Entry Doors (1) -**Should be 2 not 3**
Both rear doors and the side patient door shall be equipped with exterior chrome assist handles.
Tri-Mark 30-8 Door Latches with Non -Slip Tape
Doors shall be equipped with stainless steel, slam style paddle handles. (A Tri-Mark 30-8 latch is
preferred.) A nonskid easy -grip surface shall be applied to the backside of the handle to permit a
gloved or wet hand from easily gripping the handle. The right rear and side entrance doors shall be
lockable from inside or outside. There shall be a rubber gasket installed between the paddle handle
and the door. All screws shall be coated with an anti -corrosive paste prior to application. All entrance
doors and exterior compartment doors shall be keyed alike.
Secondary Rear Door Standard Interior Paddle Latch
The secondary rear door shall have an interior paddle latch. **Will accept Eberhard latch**
Shielded Cable Activated Module/Compartment Door Latches
All exterior module doors shall have a pre -stressed shielded cable as the means to activate door
latches and door rotaries. The shielded cable shall have machine crimped ends. The ends shall be
crimped at a 100 psi setting and be subject to a minimum of 175 lbf peak load test "Locktite" shall be
applied on both ends.
Cage Nuts on All Door Panels
All module door interior panels shall be installed using stainless steel, fine thread, flathead machine
screws with locking cage nuts. All areas that will not accommodate a cage nut shall be a minimum

Each modular body entrance door shall have removable inside access panel to facilitate latch
adjustment or repair. The lower interior panel shall be polished, bright aluminum tread plate. All

Diamond Plate Side Entry Door Step well W/Sealed Seam Edges
A formed aluminum side entrance doorstep shall be recessed into the body and be lined with bright
aluminum tread plate on all exposed surfaces. The step well shall be lighted.

Compartment Door Hardware
Doors shall have rotary latches with stainless steel, slam style paddle handles. A nonskid easy -grip
surface shall be applied to the backside of the handle to permit a gloved or wet hand from easily
gripping the handle. There shall be a rubber gasket between the paddle handle and the door. All door
latch posts shall be adjustable. All compartment doors shall be lockable and keyed alike. A
continuous Clean Seal #50512 door gasket shall be installed 360 degrees around the entire door.

Stainless Steel sill plates shall be installed on all inner and outer doorsills. All doors, except the
battery compartment, and the rear oxygen storage door (if applicable) shall have a heavy-duty gas
dampener style hold open device. The battery compartment, as a minimum shall open near 180
degrees. It shall be equipped with rubber bumpers to protect the doors and finish. A dielectric barrier
to include both "Eck" and an anti -corrosive tape shall be provided between the hinge and the door-
frame. All single compartment doors on sides shall be front hinged for safety and convenience. All
doors taller than the belt line shall have two (2) latches and nadar pins. Compartments requiring
double doors shall provide frame latching for the second door. Each door shall have an exterior latch.
Door Seals
The door seals must be EPDM hollow core and provide a 360 degree uninterrupted seal with a full
1/2" of compression. Door latches shall be inboard of the seal, therefore protecting latches from dirt,
moisture, and weather deterioration. Seals shall be mounted in a way to protect them from abuse. All
door latch nadar pins shall be adjustable. Inner and outer sills of the compartment doorframes shall
be trimmed with formed brushed stainless steel plates to protect painted surfaces. They shalt- be
applied with adhesives. No mechanical fasteners may be used. NO EXCEPTION ALLOWED
Venting
In order to prevent airlock inside compartments, all exterior equipment storage compartments shall be
vented. There shall be two stainless steel vents in each compartment, one left side, and one right
side. All vents shall be above the floor line to prevent dust from entering the compartment. The only
exception (unless otherwise specified) shall be the oxygen compartment, which may have a vent in
the door and/or below the floor line. All vents below the floor line shall have a scotch-brite style filter
installed to help prevent moister and dust from entering the compartment. Other vents in
compartment doors will not be acceptable.
Polished Diamond Plate Exterior Compartment Door Panels
All exterior compartment door panels shall be polished diamond plate aluminum.
Magnetic Compartment Door Switches
Door jamb switches for interior lights, exterior compartment lights, door ajar lights and rear load lights
shall be magnetic style with ground wire activated relays to eliminate hot wires running in door jams.
Polyurethane Compartment Lining -Standard Gray
Please explain coating specifications.
All exterior compartments shall be lined with a blended component polyurethane / polyurea coating.
The material shall be nonporous and allow for easy cleaning. It must be highly resistant to scratching
and scuffing.
This material shall be sprayed on all exterior compartment surfaces and finished in a mottled texture
to minimize slippage; it shall provide a water/air tight seal and superior noise suppression. The
Polyurethane / Polyurea Lining will not crack, peel or warp and will resist scratches. The color of this
material shall be medium gray.
Recessed Compartment Lights IN/Guards
All exterior module compartments except the battery compartment shall have recessed compartment
lights with grill guards. **Compartment can be a pull out drawer**
Stainless Steel Compartment Vents
All exterior compartments shall be vented using a 5.5" x 12.25" vent cover. All vents shall be installed

reinforced with a support coming out from the chassis frame rails at a 45 -degree angle to the outside
corners of the bumper.
There shall be a 45" wide by 10" deep passenger step at the rear of the body. It shall be constructed
of open face "Grip -Strut safety grating, rigidly framed and supported. The rear step shall be hinged
to allow it to be folded against the rear of the body.

End sections outboard of the step shall be covered with aluminum diamond tread with all corners TIG
welded. The outside corners of the covers shall be tapered 15 degrees to minimize bumper dragging.
Two heavy-duty rubber dock bumpers shall be installed on the outer face of the diamond plate. Two
tow hooks shall be installed under each bumper pod and attached to the bumper frame.
Full Width Diamond Plate Rear Kick Plate
The vertical surface at the rear of the modular body between the rear step and the floor of the patient
compartment shall be faced with full width 3003 diamond tread aluminum. The rear kick panel shall
be attached using stainless flathead countersunk machine screws. The screws shall be tapped and
applied with "ECK" prior to installation. The top edge of the rear kick panel shall be caulked using
white auto body sealant.

One Piece Body Side Panels with Lower Impact Rails
There shall be rigid, two piece extruded, tubular, anodized aluminum impact rails with cast aluminum
end caps installed at the lower edge of each side of the body. The impact rails are to be mounted to
and reinforced which shall be the lower structural members of the body framing. Rails shall be
designed to absorb impact, minimize body damage, and to be easily replaceable. For this reason, the
lower body tube described above must continuously back all impact rails.

welded around the entire insert. The running boards shall include front splash shields and shall taper
back to the full width of the modular body.

There shall be diamond tread aluminum stone shields 24" high wrapped around each front corner of
the body and extending into cab depth. The edges shall be sealed.

Electrical Control Systems Requirements
The electrical system shall be a Microcomputer and Microprocessor Multiplex based electrical system
with driver's and attendants control centers. Only systems manufactured independently will be
considered. This requirement assures two sources for repair and replacement. NO SYSTEMS
MANUFACTURED BY THE AMBULANCE MANUFACTURER WILL BE CONSIDERED.

The electrical system modules shall be designed for simple, quick replacement. The system shall
incorporate a fully programmable design allowing the user to select and define how the system will
operate now and into the future. All electrical and electronic components shall be selected to
minimize electrical loads, thereby allowing the vehicle's generating system to not only meet the
vehicle's electrical load requirements but to maintain an adequate reserve generating capacity. The
system shall include automatic load management and automatic high idle control.
The System shall be a fully integrated Microcomputer or Microprocessor Multiplex based system
utilizing complete Touch Screen and Duramax Technology. The System shall afford the user the
opportunity to customize, the flexibility to expand, and shall control power distribution and system
monitor requirements. The System shall be scalable and allow the OEM the ability to expand
additional programmable relay outputs. The expansion of the system will be accomplished through
the addition of 10 -position relay expansion output boards. Please explain how many additional
programmable relay outputs the system will accommodate.
The System must be able to display up to 4 video cameras and a full screen GPS map display.
It must also have provisions for up to two audio and video outputs to interface with two optional DVR
inputs. "No toggle switches — open to systems that can be serviced'"'
Electrical Control System
The system must allow for full programmability by the manufacturer, where he/she can create and
select only the required number of outputs. The system must have real time monitoring of all critical
functions. The system must operate within (-40 F to 158 F) temperature range. The system must
have the following protections built in:
Full reverse voltage protection
Full RFI Protection
Full over voltage protection
Full transient protection
Full under voltage protection
Protection during a brown out voltage scenario
Protection during slow rise or recovery mode
Protection against Voltage stutter

The system must include a three position over ride slide switch to provide for local by-pass control
(Pos 1- bypass off, Pos 2 bi-pass on, Pos 3 Auto).
The system must run a self diagnostic at start up. Diagnostics are logged as events within the
system to reduce down time. The system must be capable of interfacing with up to three optional
hall -eject sensors to measure amperage /alternator(s) output. The Power Distribution Center shall
have solid state current limiting protection.
Touch Screen User Interfaces
The System must contain displays that are direct sunlight readable, touch Screens with resistive
technology to prevent unwanted activation and a true button feel and operation. There must be
multi -leveled brightness and audio controls. Operating temperature range must be from -40 F to 158
F. Screens must connect to a system network via a 4 conductor cable using the Dura-Mux protocol.
There must be removable and replaceable protective covers available.

Front Touch Screen
The front control screen shall be a 10.4" Color LCD panel with programmable switch functions. The
front panel should include no less than a 32 bit digital 400 MHz CPU processor. The operating
system of the system must utilize Windows CE 4.3, 5.0, or 6.0. The front panel must be able to
interface with perimeter cameras and GPS mapping software. The front panel must be field
updateable with software updates via a USB interface. All rear screen controls must be available at
the front screen. All alarms (both visual and audio) must be present in the front panel. Alarms must
include Patient Status, Compartment and Patient Doors, O2 /Medical Air Low Warning. All
Emergency Master Functions must be available in the front panel. There must be a minimum of 15
selectable switches/buttons on each tab of the screen. The panel must contain an information status
display for text warnings. The panel must also contain active voltage indicators with High and Low
warnings. The system must also have the option to add an Amperage display(s) for users who
require it; furthermore, this display must be able to indicate the charging status. This display must
indicate whether the system is operating on internal (12V DC) or shore power (110 AC). The system
must monitor indoor and outdoor temperatures. There must have provisions for an engine hour
meter. Also, the system must have optional provisions to automatically switch between Primary or
"Pursuit" Modes and Secondary or "On Scene" modes through inputs from the chassis or manual
control of the panel. The Emergency Master sequencing, Primary/Secondary operations, and Load
Management functions must be fully, user -selectable. There must be a Back up Alarm cut off control
and a Module Disconnect switch. The system must have a fully -interlocked, auto throttle control. As
a precaution, there must be secure access to programmable functionality through a heretical
password control.
The Front Touch Scene shall include the following tabs:

Ambulance Data Recorder System
The ambulance data recorder system shall meet the State of Colorado EMS Provider Grant.
You must include a vendor quote(s) with your grant application outlining the vehicle specs, and these
specs must include the ambulance data recorder.
Must comply with the minimum capability list for the ambulance data recorder system:
• Monitor and record vehicle operating parameters
• Audible feedback to the driver
• Database reporting
• Event reporting
• Second by second data

Rear Touch Screen Controls
The rear control screen shall be a 6.5" Color LCD panel. The system must allow for an optional
second rear panel, with parallel functionality. Each panel must have a minimum of 8 definable
switches/buttons per tab. All buttons and menus must be available on screen. Buttons will include
provisions for diagnostic controls. Buttons must be reconfigurable (labels, functions, and outputs).
Rear screens must have complete HVAC (Heating and Air) controls. There must be automatic and
manual controls of the HVAC system. The rear screens must have provisions for optional
configurable tank displays (O2/Medical Air). The combination of tanks available is one O2 tank, two
02 tanks, or one O 2 tank and one Medical Air tank. There must also have a low level warning for O2
with an alarm override function.

All wiring and cable assemblies shall be totally encased in protective, convoluted, high temperature,
300 -degree flame resistant, automotive type, and polyethylene loom. Wiring which is routed near
potentially sharp edges shall be protected by grommets
All wiring shall be permanently color -coded and permanently embossed with number and function
codes, spaced every 4 inches on each wire. Wiring labels that are glued or otherwise attached to the
wire shall not be considered permanent and will not be acceptable. Circuits shall serve the
ambulance body and accessory electrical equipment separate and distinct from the vehicle chassis
circuits. All wiring used shall be copper with SXL thermoplastic insulation rated to 150 degrees
Centigrade. All splices and terminals provided shall comply with SAE J163, J561, or J928 as
applicable.
All wiring between the cab and module shall be connected to a terminal block located in a special
wire terminal compartment with a hinged door for easy access. This compartment shall be located on
the interior of the module.
The completed ambulance must meet or exceed AMD Standard 005, Ambulance 12 -Volt DC
Electrical System.
Ground Straps
A single ground connection shall exist between the System and the vehicle chassis. Two copper -
strands, plated, woven type ground straps with crimped and soldered lugs shall be installed between
modular body and chassis frame. Two copper -strand, plated, woven type ground straps with crimped
and soldered lugs shall be installed between cab and chassis frame. One copper -strand, plated,
woven ground strap with crimped and soldered lugs shall be installed between the engine and the
chassis frame.
Reverse Activated Alarm with Momentary Auto Reset Switch
The backup lamp switch shall be a cut off for the backup alarm and shall automatically reset when the
vehicle is taken out of the reverse gear. This switch shall be capable of being set prior to going in
reverse, allowing the backup alarm to not activate. **No rocker switches **

Super Auto Eject Shoreline - 30 Amp (Version II Inlet)
A 30 amp Kussmaul super auto eject device shall be provided which disconnects the shore power
plug when the chassis ignition is energized. The ambulance shall be equipped with a 2 -wire plus
ground 115 VAC wiring system that is separate and distinct from the vehicle's 12 VDC system. The
115V system shall incorporate a ground fault interrupter (GFI) device and shall have a 30 amp circuit
breaker that can be used as a master disconnect switch. The exterior inlet shall have a hinged, heavy
duty Hubble spring loaded inlet cover to prevent moisture. The inlet shall be located near the driver
door on the ambulance body. The inlet shall be properly marked 115 VAC and shall be provided with
a mating plug. The interior duplex outlets shall have indicator lights at each outlet to indicate when
115 VAC power has been applied. There will also be an external display or indicator light confirming
shore power to the system. Outlets shall be marked "115 VAC".
Vanner 20-1050 CUL 1000W Inverter/Charger with Display
A Vanner, model number 20-1050 CUL, 1050 watt inverter with 55 amps. Charger and display shall
be supplied and installed. The inverter shall be equipped with an automatic transfer relay which
disconnects the inverter when the shore power is applied. A remote on/off switch shall be provided in
the driver/ attendant control panels.
Action Area Cigarette Style 12 Volt Outlet
The patient action area shall be furnished with a 12 -volt, cigarette style outlet. This separately
protected circuit shall have one receptacle located in the main action area, military type connector of
the following designation, ms3112e12-3s. The polarity of the connector shall be as follows: pin a- +
12v, pin b - ground and pin c - not used. One (1) mating -plug shall be furnished. and -shall -be
rnc3115f1230. Mating plug shall be tagged with polarity requirements. This circuit shall also include
a "SCHOTTKY" diode isolator with heat sink to isolate medical equipment and medical equipment
batteries from any electrical loads that the remainder of the ambulance electrical system may impose.
Add Cigarette Style 12 Volt Outlet (Ea)
This separately protected circuit shall have one (1) additional Cigarette style connector(s) added. A
mating -plug shall be furnished. Mating plug shall be tagged with polarity requirements.
Action Area 115 Volt Outlet
An Interior duplex outlet shall be installed in the action area. An Indicator light shall be included at the
outlet to indicate when 115v AC power has been applied. The outlet shall be labeled "115v AC".

Action Area Aircraft Style Dual Swivel Light
The patient action area shall have a 12 -volt aircraft style dual swivel light installed.
3 -12 Volt Fluorescent Lights Down Center Strip
Three (3) fluorescent overhead lights shall be installed in the ceiling of the patient compartment.
They shall be evenly spaced down the center of the vehicle. These lights will be capable of operating
on either 12 volt or 110 -volt power when the vehicle shoreline is activated. Each light will have a
separate switch for on/off operation, in addition a separate master on/off switch will activate all the
fluorescent lights from the front bulkhead wall.

There shall be four Whelen 900 series scene lights installed. Two scene lights shall be installed on
each side of the module body. They shall be located at the top of the module next to the warning
lights. The light head refraction design shall create a flood of light and shall be optically projected at a
downward angle approximately thirteen degrees from the horizontal plane. The scene lights shall
meet or exceed federal specification KKK -A -1822E. All scene lights shall have bright chrome -like
flanges.
Right Side Scene Lights On With Open Side Entry Door
The right side scene lights shall come on when the side entry door is opened.
Recessed "LED" Door Light
There shall be seven (7) TIR 3 LED flashing door lights surface mounted. The lights shall be installed
on the upper interior door panel. The actual location shall be determined at the pre build conference.
Weldon #9186-1500-10R/20A "LED" ICC Marker Lights
The exterior ambulance body ICC lights shall be Weldon model number 9186-1500-10 (red) and
9186-1500-20 (amber). They shall be installed above the integrated drip rail extrusion. **Amber is

Cabinet Construction
Please explain cabinet construction. **Aluminum or plywood is acceptable**
Cabinet Doors
The cabinet openings shall have sliding acrylic doors, hinged doors, or a combination of both. The
sliding doors shall slide in felt / nylon lined 4 -sided aluminum extrusions that completely surround
each opening and are removable. Each sliding door shall have a full height, beveled corner extruded
aluminum handle on the outer edge. This shall provide additional strength and rigidity. All hinged
doors shall have a polished stainless steel hinge with .125" pin diameter.
Impact Protection
All exterior corners subject to abuse shall have an extrusion installed for added durability and
rounded for occupant safety. A 6063-15 aluminum radius shaped corner with inside X -frame shall be
used on any corner not protected by a padded vinyl covered cushion. The use of this extrusion will
allow the cabinet exterior corners to be attached from the inside, thereby eliminating the use of
screws on the cabinet face.
Cabinet Shelves
For every 14" of vertical height, 1 (one) adjustable shelf shall be provided. The shelves shall have
fully adjustable shelves laminated with plastic laminate. All shelves shall be fastened to the adjustable
track to eliminate rattle. A polished aluminum lip shall be provided on all shelf outer edges. Adjustable
shelf location and number shall be determined at the prebuild conference.
Cabinet Attachment
All interior cabinets including the squad bench shall be bolted securely to modular body frame
members and floor. The attachment bolts shall be a minimum 1/4" machine grade bolts. All fasteners
and washers shall be stainless steel, or coated to protect from corrosion or another non -corrosive
material. All cabinets must be removable for ease of future interior modification.
Patient Compartment Testing
The 'vehicle shall meet or exceed AMD Standard 008, "Sound Level Test Code for Ambulance
Compartment Interiors" and AMD Standard 007, "Carbon Monoxide Levels for Ambulance
Compartment Interiors".
Warranty
The interior cabinet warranty shall be for a period of fifteen years.
Matte Finish Interior Formica
The interior wall paneling shall be laminated with a matte finish plastic laminate. The edges shall be
finished smooth and all joints fitted. Colors shall be determined at the prebuild conference.

1/4" Clear Polycarbonate Sliding Doors on Cabinets
There shall be quarter inch clear polycarbonate sliding cabinet doors on all interior cabinets. The
sliding door handle shall be made from an aluminum extrusion and shall run the full length of the
polycarbonate door. The full length door handle corners shall be cut at forty-five degrees. **Weld

Seam Sealed Seat Cushions and Head/Back Cushion Areas
All cushions shall be made of 2 inch high density foam. The foam shall be attached to a low density
PVC board to minimize transmission of blood bome pathogens. Cushions will be covered by not less
than 32oz. Enduratex vinyl. There shall be no piping or seams on the inboard edge of the cushions.
To enhance cleaning and disinfecting, the upholstery shall not include any stitched pattern on the
outer surface of the material. The cushions shall be installed using heavy-duty Velcro to allow for
easy cleaning and removal.
Welting Between Cabinet Sections
There shall be color matched automotive grade welting placed between the cabinet sections.
Corkin Counter Tops with 1" Lip & Accent Stripe
The counter top shall be a Corian one piece, seamless, nonporous, nonmetallic solid surface material
with a formed recessed center area to contain equipment, supplies, and fluids when vehicle is in
motion. The counter top lip shall be a minimum of one inch. Colors shall be determined at the prebuild
conference.
Stryker Dual Mount Cot Brackets
A Stryker cot fastener shall be provided. It shall provide for a Stryker cot to be center or side
mounted in the patient compartment. The cot fastener installation must meet or exceed AMD
Standard 004, Litter Retention System.
L.R.O. Cabinet with Speed Load Door
There shall be a left rear overhead cabinet with speed load poly carbonate doors installed. The
bottom of the cabinet is to be sweep -out style. The cabinet door frame shall be secured at the top by
a full length piano hinge. The entire frame shall hinge upward and be held in place by gas piston hold -
open devices. The cabinet frame shall be held in the down position by two spring -loaded dead bolt
style slide catches. The vertical ends of the speed load framed cabinet will have EPDM rubber foam
to protect the handles from damage. All speed load cabinets that are taller than 23" and wider than
32" shall have a 1/8" x 1-1/2" anodized aluminum support. The actual dimensions shall be decided at
the prebuild conference.

EVS 1880S Child Rear Facing Seat on Pedestal/Swivel Base ** Or Equivalent- please state
substitution**
There shall be a high back, EVS brand child seat. Model 1880S. The EVS seat shall be a captain's
chair -type attendant seat located at the front of the patient compartment. This seat shall be covered
with color coordinated heavy-duty vinyl with heat sealed seams for ease of cleaning. The seat shall
include a 3 -point adult safety harness with push button release and a 5 -point child safety harness.
The seat shall have a fore and aft adjustment of six inches on heavy duty sliding tracks. The seat
shah be mounted on an EVS swivel pedestal base. This and all seats in the patient compartment shall
meet all FMVSS requirements. (EVS states that this is "not an infant seat", it is not to be used by
children less than one year old. Recommendations include children who weigh between 20 and 50
pounds, and are 28 to 47 inches tall and capable of sifting upright alone.) **
Rear Facing Electrical Cabinet and Door
A storage cabinet shall be installed on the left front wall behind the rear facing attendant seat. Access
shall be gained from behind the attendant seat. This cabinet shall be for storage of the Power
Distribution Center.

Cabinet above the Walk-Thru With Hinged Wood Door
There shall be a cabinet mounted above the walk thru with hinged wood doors installed. The actual

Full Height ALS Cabinet Doors
A storage cabinet shall be installed on the (passenger side) right front wall. This compartment shall
allow for equipment to be accessed from either the patient compartment through wood doors with a
set -back polycarbonate insert or, through an exterior compartment door. The cabinet shall have one
(1) fixed and (2) adjustable shelves. The actual dimensions shall be decided at the prebuild
conference.
***Flooring***
Please explain floor construction
The floor in the patient compartment shall be covered with Lonseal "Lonplate II" non -slip, smalljrid
(embossed) Mica (gray) #421 Single piece floor. The one-piece patient cabin floor covering material
shall run the full width of the aisle space with no seams plus roll up (4) four inches along the squad
bench, street side wall and cabinets to facilitate cleaning. All edges shall be formed into a curved
radius.
The flooring material chall bo ctripped and waxed before delivery.- **delete**
The patient compartment floor shall be covered with a heavy duty, commercial grade vinyl. The
flooring shall meet ASTM F1303-95 and NFPA 253. The flooring shall also have an antimicrobial
formulation to inhibit growth of Staphylococcus aureus, Bacillus subtilis, Escherichia coil, and
Pseudomonas aeruginosa.
A plastic cove molding shall be utilized on the reverse side of the flooring to provide support under the
radius portion of the flooring. Flooring shall fit flush with the side interior cabinetry laminate without
the use of added trim moldings. Flooring that requires the use of additional molding to trim all
floor edges is unacceptable due to the difficulty in preventing dirt, bacteria, mold, mildew, and
blood borne pathogens from collecting around and behind the trim pieces. All joints shall be
sealed with a silicone sealer.

Curbside Squad Bench with 2 Piece Lid And Divider
The ambulance shall be equipped with a squad bench approximately 73" long by 22" wide. The
squad bench lid shall have a 2" foam pad covered with color coordinated heavy-duty vinyl. The
squad bench lid shall be two-piece 70/30 split, with center divider, and have two heavy-duty, gas
piston hold -open devices. The lids shall be attached to the bench with a continuous hinge. Each lid
shall have a self -latching, stainless steel, paddle style -latching device. The lids shall be finished with
minimum 2" thick cushions. There shall be no piping and all seams shall be sealed to preclude
absorption of contaminants. These cushions shall be installed with industrial grade, plastic hook and
loop Velcro for easy removal and cleaning. Three sets of encased restraints and seat belts shall be
installed on the squad bench. Retractors shall be installed against the outer wall.
Install Net at the Head End of the Squad Bench
There shall be net installed at the head end of the squad bench that will be securely fastened into the
roof structure and the squad bench. The Use of sheet metal screws to fasten the net will not be
accepted.

Squad Bench Backrest Cushion
A backrest covering the wall directly behind the squad bench. This backrest shall be a minimum of 2"
thick and shall be constructed of high -density foam and heavy-duty automotive grade vinyl. There

the squad bench. This rail shall be a minimum of 60" long. The actual length and location shall be

Formed "L" Door Assist Rails Mounted On the Hinge Side
There shall be "L" shaped formed 2" diameter brushed aluminum entrance door grab handles
installed on the curbside and both rear entry doors. The "L" shall start horizontally under the door
window and turn at a 90 degree angle up alongside the hinge side of the window to provide safe entry
from the street level and safe exit from the patient floor.
Formed Assist Rail at the Head End of the Squad Bench
There shall be a formed 2" diameter brushed aluminum grab assist handrail mounted at the head end
of the squad bench. The actual location shall be decided at the pre -build conference. **Used to

Formed Assist Rail on the Left Rear Wall
There shall be a formed 2" diameter brushed aluminum grab assist handrail. It shall be located at the
left rear wall.
Two C.P.I. #IV2008 Rubber Recessed IV Brackets
There shall be two CPI, model IV 2008 recessed rubber, non -swinging type IV hangers that fold flat
when not in use mounted in the ceiling over the lower portion of the patient area. They shall be
bolted to the roof framing structure.
Locking Narcotics Cabinet Door (Separate Cylinder Lock)
The interior cabinets shall include a locking cabinet door latch. The actual location/dimensions shall
be decided at the pre -build conference.
Hanging Stretcher Hardware
Curb side wall and ceiling above the bench seat must include hardware to accommodate hanging
stretcher for third patient
Drop In Sharps at the Foot End of the Squad Bench
There shall be a drop in style sharp's container mounted at the foot end of the squad bench.

Static Module Fresh Air Intake Vent
Please explain location of fresh air intakes and return system, also explain duct system.
The heater / air conditioner fans shall control the intake of fresh air. The system shall be a constant
flow style with a thermostat to control heating and cooling, therefore providing a fresh environment
throughout the patient compartment. This system shall allow the blower fans to pull air from the floor,
thereby speeding the process of heating/cooling and therefore provide a consistent temperature at all
levels of the patient compartment. **Single 30 amp or 2 lines/double system" ????
12 Volt Powered Exhaust Fan (Single Speed -750 System)
A power exhaust vent fan shall be installed in the rear upper wall below the roofline. The fan shall be
controlled from the rear control switch panel. The vent shall be filtered and located on the rear
outside body sidewall. The front fresh air intake vent and the rear (power) exhaust vent shall provide
efficient cross through patient compartment ventilation. The exhaust fan shall have a minimum of 100
CFM in system and 145 CFM open flow.
12 Volt Pro Air Thermostat Controlled Rear Heat/AC Unit
A ProAir brand HVAC system shall be used. The unit shall have as a minimum 32,000 BTU cooling,
and 40,000 BTU heating with a 680 CFM fan. The control switch for the patient compartment heater /
air conditioner shall be installed in the main patient area. There shall be a digital thermostat mounted
in the patient area to select interior temperature. The heat or air conditioner mode shall be selected
automatically by the temperature setting of the thermostat. An electrically operated vacuum valve
shall automatically turn on the flow of hot water to the rear heater whenever the thermostat is
adjusted to call for heat, and off whenever the thermostat is adjusted to call for air conditioning. A
manual heater shutoff control shall be located in an easily accessible area to provide servicing of the
rear heater without draining the entire system. All heater hose and clamps shall be of a type
approved by the chassis manufacturer.
Standard R.F.S. Overhead Cabinet Heat/AC Unit Location
A Pro Air brand combination heater / air conditioner unit shall be located in the upper most section of
the right front cabinet. Adjustable louvers shall be provided for directional control of airflow.

This shall include the module body walls, floor, ceiling and doors. There shall also be a four millimeter
vapor barrier placed in the module walls, ceiling and in all patient compartment doors. This vapor
barrier shall serve as an additional moisture barrier for the changing outside environment. **As

Automotive Grade Underbody and Chassis Undercoating
The chassis and ambulance module shall be undercoated with automotive grade under -coating. All
chassis manufacturer recommendations shall be followed.
*** OXYGEN SYSTEM ***
Oxygen System
Flexible oxygen hose from the oxygen compartment to the oxygen outlets shall be certified hose with
brass fittings. The entire system shall be subjected to a four hour, 150 PSI leak test and then
certified. The system must have a manual bypass.
2 Ohio Style Action Area Oxygen Outlets
There shall be two Ohio style oxygen outlet located on the back wall of the front action area.
1 Ohio Style Right Wall Mounted Oxygen Outlet
There shall be one Ohio style oxygen outlet located on the right interior wall at head of squad bench
midway between the squad bench and the ceiling.
Interior Oxygen AccessNiewing Door
Access to the oxygen cylinder gauge shall be provided through a hinged 7" x 16" Plexiglas door with
a passive latch mechanism. The door shall be located on the inside of the patient compartment
opposite the exterior oxygen compartment.
"H" Oxygen Tank Bracket
The "H" size, oxygen cylinder storage cradle shall be mounted in the RF exterior compartment. The
oxygen cradle shall have three web style restraining straps with ratchet attachments and a front
retaining yoke. The bracket shall be securely bolted to a five inch aluminum channel which shall be
welded to the modular body frame compartment allowing for added strength and safety. The oxygen
cylinder storage cradle installation must meet or exceed AMD Standard 003, Oxygen Tank Retention
Syste,n.
Oxygen Wrench Installed In Oxygen Compartment/Cabinet
An oxygen wrench shall be mounted in the oxygen compartment.

Impact 303K Suction Unit
A permanent on board suction system shall be installed. The system shall include a quick disconnect
outlet mounted on the back wall of the front action area and an electric suction pump. The system
shall be controlled from the action area by a switch. The suction regulator and adjustment valve shall

be an Impact brand 303K and be mounted on the back wall of the front action area. The collection
bottle shall be a wall mounted disposable Bemis (or equivalent) collection bottle mounted on the back
wall of the front action area.
1 Recessed Suction Unit below Action Area
An Ohio style suction outlet, canister and bracket shall be mounted in a recessed compartment below
the action area. The system shall be controlled from the action area switch panel. Location to be
discussed at the pre -construction meeting

Standard DuPont Imron Paint Process and Warranty
The ambulance manufacturer shall use Poly -Urethane DuPont Imron paint. Please note, that because
of the importance of proper paint preparation and application, any differences in materials,
preparations or procedures must be noted and explained in detail. Non-compliance with 'this
requirement will result in immediate rejection of entire bid response. Prior to assembly, all joints and
seams shall be back -primed with a self -etching epoxy type primer. All welds shall be ground smooth
prior to priming. The entire body shall be sanded and then washed with a silicone remover and
degreaser prior to application of the primer. This process significantly aids in proper adhesion of the

Sequence to properly apply paint to the ambulance

Base Paint
There shall be a minimum of two separate coats of DuPont IMRON 5000/6000 paint. The body shall
be painted to match the chassis color. All DuPont, manufacturer recommended procedures shall be
followed, and documentation shall be available to certify compliance.
Warranty
A paint warranty between DuPont, the ambulance manufacturer, and the end user shall be provided.
The warranty shall be for a period of three years. This warranty shall be a non -prorated warranty.
WARRANTIES THAT INCLUDE A METHOD OF PRORATING SHALL BE UNACCEPTABLE. The
warranty shall be honored at any DuPont authorized body shop. The vehicle need not be returned to
the ambulance manufacturer for warranty paint repairs.
O.E.M. White Chassis Color
The chassis shall be OEM white.
O.E.M. White Module Body Color
The module body shall match the chassis OEM white.
Standard 11" Beltline Stripe (Does Not Cross the Hood)
An 11" belt line reflective stripe that does not cross the hood shall be applied. The actual color and
design shall be determined at the prebuild conference.
Do Not Paint the Nader Pins/Install after Paint Process
All door nader pins shall not be painted. They shall be installed after the paint process is completed.

Standard 114" Black Reflective Edge Pinstripe
A quarter inch black reflective pinstripe shall be applied to outline the reflective stripe.
6" Wide Rear Wall Chevron
A six (6) inch two (2) color 3M diamond grade reflective Chevron shall be applied to the entire rear
wall of the module. Design and colors will be determined at the prebuild conference
7" Reflective Lettering
Weld County Colorado lettering on drivers, curb and back of module to be determined at the pre -build
conference
Back Door Reflective Chevron
Two (2) color 3M diamond grade reflective Chevron shall be applied to the inside rear module doors.
Design and colors will be determined at the pre -build conference. **Weld County wants full 100%

Federal Star of Life/Ambulance Reflective Decal Package
Unit shall be supplied with the Federal Star of Life Decal Package. The package shall include: 2. 4"
Star of Life, 2. 12 inch Star of Life, 2. 18" Star of Life, 3. 6" Ambulance decals, and 1. 4" reverse
Ambulance decals.
"NO SMOKING" - "FASTEN SEAT BELT" Decals
No smoking and Fasten seat belt decals shall be installed.
