Project Initiation and Continuing Requirements 1. Weld County Public Works Department (PW) and SEH will hold a Project Kickoff meeting to further establish project parameters, gather information etc. We will establish a draft Table of Contents (TOC)/Preliminary Outline identifying the elements that should be addressed in the Design and Construction Criteria. It is understood that this will be a preliminary document that is subject to change as the project develops. It is also understood that the magnitude of the changes may have an impact on the project schedule and the project cost. The overall intent of this Scope of Work is for PW staff to be the technical advisory for the project and for SEH's staff to provide the packaging of the materials and general guidance on development of the Criteria. 1.1 PW and SEH will develop a draft Table of Contents, Project Schedule based on the agreed upon scope of work. 2. PW will secure and review Design and Construction Criteria from each of the following entities for consideration as a starting point for this project: Pueblo County, Larimer County, El Paso County, Douglas County and Adams County. 2.1 SEH will make recommendations to PW for possible inclusion of particularly pertinent and appropriate elements in the Criteria. 3. SEH will review the documents from 2 above based upon the TOC established in 1 above. 3.1 SEH will make recommendations to PW for revision of the TOC if SEH believes, based upon the review of the documents and discussion with PW, that the County's interests will be better served by the revisions. PW will direct SEH as to the manner in which to proceed at this point. 4. SEH will propose a schedule of 7 meetings with the groups identified below upon PW direction, concurrently with items 2 and 3 above. The meeting schedule will be consistent with the Project Schedule developed in 1.1 above. The purpose of these meetings will be to establish effective, positive communications with the parties who will in one way or another, be affected by these Criteria, and to attempt to identify issues of importance to the various constituencies. The further intent of these meetings is to generate support for the Criteria by way of participation in the process. ➢ 1 Kickoff Meeting ➢ 1 Meeting — Public Open House including Development community, homebuilders association, and utility providers ➢ 5 Meetings - Project Progress Meetings with PW Staff 4.1 SEH will attend and participate in all of these meetings. 4.2 SEH will facilitate most of these meetings, take notes for the meetings and maintain these notes as part of the project record. 4.3 Expenses and mailings associated with these meetings will be the responsibility of PW. 4.4 Most meetings will be held at the Southwest Weld County Services Complex or PW conference room in Greeley. 5. SEH will provide a written Progress Report as an attachment to each monthly invoice. The Progress Report will be in the standard SEH format unless otherwise agreed to by SEH and PW. SEH will also submit the document electronically. 6. In addition to hard -copy submittals specified elsewhere in this document, all documents will also be submitted electronically. 7. All electronic submittals will include color as appropriate and will be submitted in AutoCAD, Word and/or PDF. 8. Existing drawings from Pueblo County or another of the reviewed entities will be acceptable starting templates for the drawings to be incorporated into these Criteria. Color will be used in the drawings as appropriate and practical. 9. Work that is not specifically included in this Scope of Work is specifically excluded. SEH will immediately notify PW when out of scope work is requested. SEH will prepare and submit a Scope and cost estimate to PW for all out of scope work. PW must approve an amendment to the Agreement before SEH will undertake the additional work. Phase II. Preliminary Design 1. SEH will use the data gathered by PW Staff in Phase Ito prepare a DRAFT set of Criteria for consideration by PW. No detailed drawings will be generated during this Phase of the project. 2. SEH will revise the DRAFT based upon PW comments and will develop drawings pursuant to the discussion in Phase I, Paragraph 8, consistent with the text in the document. 3. SEH will submit the drawings to PW for review. 4. SEH will make the requested revisions to the drawings and generate up to 10 Review Sets to be submitted to PW who will distribute them to a select list of interested parties who will be determined based upon the meetings held in Phase 1. 5. SEH will compile comments. SEH and PW will review comments provided by interested parties and SEH will suggest appropriate Criteria revisions to the County. 6. PW will review the Weld County Code, specifically, Chapters 8, 20, 22, 23, 24, 26 and 27 in an attempt to identify existing language that: a. should be considered for removal from the Code; b. should be considered for inclusion in the Criteria; and, c. that may be contradictory to or incongruent with language proposed for the Criteria. 6.1 PW will provide a written recommendation to SEH based upon the findings in 6 above. 6.2 PW will prepare suggested technical content for inclusion in a Draft ordinance to amend the Weld County Code to address issues identified in 6 above. Said ordinance is to be developed by PW. Phase III. Final Design 1. SEH will make requested revisions and produce Presentation Sets of Criteria (10 sets) for use in the required adoption process. 2. Upon adoption, SEH will produce and deliver 10 sets of the Criteria in 3 -ring binders for PW's use as well as an electronic file in MS Word or other software compatible with PW's. 3. Upon adoption, SEH will schedule informational meetings pursuant to Phase 1, Paragraph 4, assist with invitations, attend the meetings, assist in presenting the Criteria and take notes for these meetings and include these notes in the project record.
