Box. 758 Greeley, CO 80632 Re: National Register of Historic Places nomination of the I and Utilization Program I teadquarters Dear Commissioner Garcia: We are pleased to inform you that the Land Utilization Program Headquartets, located in the Pawnee National Grasslands in the Briggsdale vicinity, will be considered by the Colorado Historic Preservation Review Board for nomination to the National Register of Historic Places. The National Register is the federal government's official list of districts, sites, buildings, structures, and objects significant in American history, architecture, archaeology, engineering and culture. These contribute to an understanding of the historical and cultural foundations of the nation. Properties listed in the National Register are automatically listed in the Colorado State Register of Historic Properties. the State Register is Colorado's official list of historic properties deserving preservation. 't he Land Utilization Project Headquarters (LUP) is significant for its association with President Franklin Roosevelt's New Deal legislative agenda to rescue the United States from the Great Depression. The LUP is associated with several New Deal agencies including the Resettlement Administration, the Farm Security Administration, and Soil Conservation Service. It represents a major shift in government policy relating to land use and agriculture. The I IT is also significant for being was one of many New Deal programs developed to deal with the crisis of the Dust Bowl. These programs sought to reverse the damage caused to the plains by overgrazing, dry land farming, erosion, and dust. Finally, the LUP is important as a rare intact example of a landscape designed by New Deal conservationists. All plantings were chosen for their suitability to semi -arid conditions. The two shelterbelts were designed to stop erosion and provide a windbreak for the headquarters. listing of a property or district provides recognition of the community's historic importance and assures protective review of Federal and State projects that might adversely affect the character of the historic property/district. It is hoped that these properties will be given special consideration in any future planning activities. If the property/district is listed in the National and State Registers, certain Federal and State investment tax credits for rehabilitation and other provisions may apply. Listing also provides eligibility for State Historical Fund grants. You are invited to attend the State Review Board meeting on May 8, 2009, in the Boettcher Auditorium at the Colorado History Museum, 1300 Broadway in Denver.
