To Whom It May Concern,
I am writing you this letter in regards to the proposal for an application for a lotto sales
business to be put in place at Katherine & Michael O'Keefe's. This location is in very close
proximity of our established business. It is located within five hundred (500) feet of our
building, and would potentially take away much needed customers. In these hard
economical times it is difficult enough to stay in business and be able to provide a service to
the community and also provide jobs for individuals and their families. We believe if this
business is allowed to be put in place it would directly affect our sales and potentially have a
disastrous effect on our livelihood. We have established customers over many years and
need every one to keep this business going. We have our life's savings invested into this
business and have worked hard to keep it going in these extremely difficult economical
times. Due to our location and the customers we have established, we are able to continue
to provide a service to the community and also provide employment and income to several
individuals and their families.
Also due to our location the only customers the new business will be able to obtain will be
customers we already have, that might choose to go to their establishment. We are located
seven miles south of Cheyenne on HWY 85, with no other businesses in the area, other than
a Gentleman's club, and no other residences in the area. The only reason to drive out there
is to purchase Lotto. Based on the above stated facts it is reasonable to speculate that no new
or additional customers will be , or can be established, and no additional revenue would be
seen by the city or state that is not already being produced by our business. However if any
percentage of customers are lost due to an additional business in the area it is unlikely that
we would be able to stay in business. This would directly impact the lives of our families
and the lives and families of our employees.
We think it would be unfair to allow a new much smaller business into the area that will not
produce any additional revenue to the city or state, but could potentially destroy a business
that has been in place and has provided a service to the community and is already producing
the maximum amount of revenue for the city and state that can be produced for that
geographical location.
We ask you to please take this into consideration and not allow a business into this area that
will directly negatively impact our business and our means of survival.
Sincerely,
Dean A. Chavez

Katherine and Michael O'Keefe
Dear Ms. Hatch:
I am writing to protest the above named proposed business regarding a zoning change for the
following reasons:
1. Traffic problems would overload the small parking area and result in an invasion of my privacy
and concern for my outdoor pets as well as the possability of theft and damage to my property.
2. There is no plan for noise abatement therefore noise would be an annoyance to myself and my
household. The property owners in this area are living here to avoid just the kind of aggrevation
that such a business would create to their well-being and harmony.
3. Water Supply: One (1) well serves both the proposed property and my
business will seriously effect the supply of water to my property,
4. The area involved is presently zoned for agricultural and private homes.
would cause severe problems to each of the property owners affected.
Very truly yours,
