Special Use Permit Application Questions
• 1. Explain in detail, the proposed use of the property.
I am applying for a Special Use Permit which will allow me to use the property located
north of Weld County Road 2 as a home business (construction company). An office
building with small shop space located on the south end of the parcel will be utilized
for the majority of the construction operations, and an additional steel building located
near the north end of the parcel will serve as a personal workshop and facility for
occasional equipment repairs to the construction equipment. During those times when
repairs are necessary, one or two employees will use the building. Additionally, we
currently have 8-10 employees that will use the office building, and are proposing to
be able to support as many as 30. We are expecting to have 1-4 people in the office
during business hours, and the rest of the employees will leave in the morning and
return in the late afternoon/early evening. Although we are proposing that up to 30
employees may be using the property, many may drive directly to the job site for that
day without using the property, the office building, or the parking spaces. With the
exception of the office building located on the south end of the parcel, no additional
restroom facility will be included in the building erections. Thus, the employees will be
required to go to the office to use the facilities. The office building will also be used for
vehicle storage in order to minimize the impact of the business from view of the
county road. Even though the majority of the equipment will be located along the
north end of the property to reduce their impact on the view from the county road,
some of the pickups may be parked at the office located on the south end of the
property. In addition, there may be occasion when it is necessary for the use of these
• trucks on other parts of the property. Thus, some vehicles and/or equipment may
need to be parked throughout the property. The company is currently a member of
the US Green Building Council, and has taken great efforts to incorporate several new
technologies for sustainable living into our business practices, as well as our proposed
new construction plan. Thus, we are proposing to assemble an electrical generating
wind turbine which may be as high as 130 feet with a rotor diameter as large as 40
feet, but expected to be 80 feet high with a rotor diameter not to exceed 25 feet.
Following engineering and wind studies, the wind turbine may allow us the potential to
interconnect with the United Power Electrical Grid, and we will negotiate with them
upon this determination. The proposed house will not be included in this USR as it will
be used solely as a single family residence. As other businesses exist along the same
county road, our proposed use will have little to no effect on the overall existing traffic
created by those businesses currently established. Based on occasional company
demands, a vehicle and/or piece of equipment that is for sale may be placed along the
road frontage of my property.

2. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 22 of the comprehensive plan.
The existing zoning of this parcel is an A (agricultural) Zone district in a farming
community setting. It is surrounded primarily by non -farmed ground with 2 A Zoned
residences nearby. One of the main principles of the comprehensive plan is to
maintain the agricultural tradition of Weld County. Thus, in addition to my intended
commercial use of the land, my plan will minimize our footprint on the current farming
practices and assist in maintaining the wheat fields incorporated in the parcel.
Furthermore, it is my desire to promote additional farming on the current non-
farmable ground. My proposal also promotes the citizens and municipalities of South
Weld County with access to fair construction services while also preserving private

property rights. Moreover, my proposed use of the land will create more job
opportunities for the local community. The proposed use of this land is also consistent
with the Weld County Code due to its location being adjacent to existing urban areas in
Adams County, the City of Lochbuie, the City of Brighton, and the City of Hudson.
Located approximately 1 mile to the west from my proposed property is a trucking
company and electrical utility training facility that are also zoned as A (agricultural)
Zone. Thus, the proposed use of my property for a construction company with
commercial trucks is consistent to how these neighboring properties are now being
used.
3. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 23 (Zoning), and the zone district in which it is located.
Sec 23-2-240
1. Upon approval of this USR, we will obtain a well permit for adequate supply of
water to the proposed site.
2. Two separate individual septic systems will be located on the property. The first
septic system will be engineered to meet the needs of the office as noted on the
plat (see attached), and the second will meet the needs of the residential house.
3. Soil conditions have had preliminary studies, and have demonstrated to be
adequate for the proposed construction on the site.
4. At present, the site is served by the Hudson Fire Department.

6. The office space for this business is located on the south end of the parcel.
Customer parking will be created on the west and north sides of the office
building. Employee parking will be to the north of the office building. I am
proposing 20 off-street parking spaces, 2 of which will be handicapped
accessible.
7. See attached plat for approximate locations of structures verifying all required
setback and offset requirements.
8. Based on alignment of an existing gas pipeline easement through the parcel, I
am proposing to move an existing entrance and enlarge it to accommodate
larger trucks including agricultural equipment.
9. The existing access will be moved approximately 200 feet to the west, and
enlarged. We are proposing a 60 foot HDPE culvert 24 inches in diameter with
flared end sections on both ends.
10. Currently, the proposed site has wheat fields. However, we propose to use
xeroscape to blend with the current environment and conserve our natural
resources.
11. We are proposing to maintain the current wheat fields on the property while
promoting additional farming on the current non-farmable ground.
Sec 23-2-250
A. The noise impact will be typical for any commercial equipment and should not
impact any existing neighbors based on the distance of those current residences.
B. No impact on air quality is anticipated with the proposed use.
C. We will obtain a well permit for adequate water supply to the proposed site and
proposed use in accordance by the Colorado Water Quality Control Commission.
D. Each of the steel buildings may have security lighting on the exteriors to provide
illumination for occupants after dark.
E. No heat increase is anticipated with the proposed use.
F. The current site has been maintained with wheat fields, and we propose to
continue maintaining the wheat fields with the addition of xeroscape around the
office facility.

Sec 23-4-60
I am proposing to have a sign to indicate the place of business. The maximum
dimensions of the sign will be 30 inches x 60 inches and will be placed adjacent to
the SW corner of the office building. It will be an aluminum sign with the attached
logo and have a metal or rock frame.
My proposed use of the property for a small/medium sized construction company in
conjunction with promoting additional farming on currently non-farmable ground
fosters Weld County's business and agricultural purposes and intents. I propose to
operate my business with minimal to no impact on the current and future surrounding
land, neighbors, and community at large by giving serious forethought to development
and potential neighbors.
4. What types of uses surround the site (explain how the proposed use is consistent and
compatible with surrounding land uses).
Adjacent to the proposed property to the north and east are Agricultural zoned
residences. To the west is the remainder of the 252 acre parcel. To the south is Weld
County Road 2 with the next land parcel also being Zoned Agricultural in Adams
County. About 1 mile to the west of the proposed site is two commercial businesses.
The first is a trucking company and the second is an electrical utility training facility.
Both of these businesses are established in an area that is also zoned as A
(agricultural) Zone, one of which was granted an USR permit for their use.
5. Describe in detail, the following:
a. Number of people who will use the site: currently we expect to have 10-15
people on site with the potential of up to 30
b. Number of employees proposed to be employed at this site: currently we have
8-10 employees using this site with the potential of up to 30.
c. Hours of operation: 7am-6pm M -F with the occasional early start of 6am and
occasional Saturday
d. Type and number of structures to be erected (built) on this site: 1 residence
(will not be included in USR permit); 50'x60' steel building to be an office and
small shop space; 60'x100' combination business/personal steel building which
will serve as personal workshop as well as an occasional equipment repair
facility for the business; future 30'x60' steel building for personal storage use as
well as potential farm animal housing; future 30'x100' steel building for
additional storage of car collection; future 30'x60' steel building for agricultural
use.
e. Type and number of animals, if any, to be on this site: we may have as many as
20 different farm animals including pets as well as 4H projects.
f. Kind of vehicles (type, size, and weight) that will access this site and how often:
we are requesting to house and store up to 60 commercial vehicles and/or
pieces of equipment at any one time. We anticipate to rarely have more than
10-12 combined units on site at any one time. This will include up to 15 pickup
trucks and vans; typically 4-5. This will include up to 6 semi -trucks; typically 2-

application for building. We will drill one well sufficient to provide water to serve
all structures with underground piping as required from that single well source
to structures as necessary.
i. Sewage disposal system on the property: we are proposing 2 separate septic
systems: one engineered septic system for the office building and the second
septic for the residential house.
j. If storage or warehousing is proposed, what type of items will be stored: not
applicable; any items "stored" will be for personal use or should be consistent
with construction business usage.
6. Explain proposed landscaping for the site.
In the effort of maintaining a minimal impact on the existing area and to minimize our
footprint to the existing farm ground, we are proposing to combine a no maintenance
xeroscape landscaping which will blend with the environment as well as conserve our
natural resources. The xeroscape will combine our landscape as well as our storm
drainage pond. See attached plat map.
8. Explain how the storm drainage will be handled on the site.

9. Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin.
Complete build out may take as long as 24 months. Construction and landscaping
schedule will be determined by issuance of this permit as well as additional building
permits to follow. Landscaping will be incorporated at completion of construction
project.
10. Explain where storage and/or stockpile of wastes will occur on this site.
We will have a trash dumpster located on a concrete pad which will be screened from
sight that will suffice for all of our waste disposal needs.
