Project Description: Assisting Weld County and Adams County in assessing future alignment of WCR 49
between WCR 4 and Imboden Road in Adams County. This study will identify alternative alignments
which will serve the best interests of the two Counties, as well as the adjacent "Estates at Horse Creek"
development which is currently being planned for this area..

Weld/Adams County Line Crossroads
Alignment Study
Scope of Work
County Road 49 is one of seven roadways identified as strategic roadway
corridors in Weld County. Due to the significance of County Road 49 extending
from State Highway 2 to Interstate 70, coordination and planning needs to occur
between Weld County and Adams County. This scope of work describes a study
that will connect County Road 49 at County Road 4 to Imboden Road at 160
Avenue. This alignment will cross many features including the Box Elder Nursery,
Box Elder Creek, the Estates at Horse Creek development and an irrigation
canal. This study will identify different alternative alignments for the study area
along with a "preferred" alignment that will give transportation engineers and
planners the tools they need to help preserve the right-of-way required for the
improvements or work with incoming development to construct the
improvements.
Through their existing on call services contract with Weld County, the consulting
firm of Felsburg, Holt and Ullevig (FHU) will be required to coordinate the work
with representatives from Adams County and Weld County. Weld County will be
the lead agency on the project.
Purpose
The information gathered and compiled in this task will serve as the basis for
creating and evaluating alternative alignments. The intent is to utilize available
information to the maximum extent possible and to conduct new data collection
only as necessary.
Subtask 1.1
FHU will assemble pertinent data and information in order to have a thorough
understanding of current and projected conditions for the study area. All available
land use plans, transportation plans, and specific development plans will be
compiled and reviewed. Other collected data will include aerial photography,
right-of-way and parcel ownership information, access and intersecting roads
inventory, environmental considerations, roadway geometrics, utility information,
drainage and flood studies and USGS topographic information. All of this
information will be summarized in both graphic and tabular forms to produce a
comprehensive representation of the physical characteristics of the study area.
Subtask 1.2
In this task, all of the information compiled in Subtask 2.1 will be reviewed and
interpreted in order to identify opportunities and constraints related to potential
alternative alignments.

Purpose
The purpose of this task is to identify up to four possible alternative alignments
for the study area. This work will draw to a large degree on the data,
opportunities and constraints compiled in Task 1.
Subtask 2.1
In this first step, key crossing/intersecting features will be identified. These will
include such features as current land improvements, alignment restrictions or
obstacles, and major drainageways. Based on criteria such as topographic
conditions, physical characteristics, intersection spacing, geometric conditions,
and drainageway widths, possible points at which these features could be
reasonably crossed or intersected will be established.
Purpose
The purpose of this task is to establish evaluation measures and to apply those
measures to each alternative to identify the preferred alignment.
Subtask 3.1
Using a standard roadway cross-section, the various alternatives for the study
area will be assessed through an evaluation process to determine the
advantages and disadvantages of the developed alternatives. It is envisioned
that the evaluation parameters will include but not be limited to the following:
• Horizontal and Vertical Geometry
• Community Impacts
• Land Use Consequences
• Traffic Operations
• Environmental Impacts
• Right -of -Way Impacts
• Safety
• Constructability
• Cost and Economic Feasibility
Subtask 3.2
Information on each alternative will be compiled into an evaluation matrix. A
comparative review of the data will be conducted independently by each member
of the project team to identify a preferred alternative alignment for the study area.
Purpose
In this task, FHU will refine the recommended alignment for the study area. This
information will be documented in a final report.

Subtask 4.1
The selected alignments will be refined to reflect any review comments received
through the public input review process. Such refinements are not expected to be
significant, but they should reflect the best knowledge about the alignment.
Subtask 4.2
The findings of the study will be documented in a draft report which will be
distributed with 5 bound copies and one electronic version to the local agencies
for review. The report will include data collected, analyses conducted, findings of
the analyses, and the recommendations of the study process. After review of the
draft report, FHU will prepare and deliver 5 copies and electronic version of the
final report.
Purpose
In order to reach a corridor consensus regarding the alignments, it will be critical
that the work be closely coordinated between the project team, local agency
representatives, elected officials and affected property owners/developers. This
task will include a series of meetings to achieve close and continuous
coordination.
Subtask 5.1
Monthly (and more frequently if necessary) coordination meetings with both
County's representatives will be utilized to review and coordinate the work efforts
and to resolve problems as they arise. It is anticipated that there will be three
monthly coordination meetings conducted for this project.
Subtask 5.2
The study process will be divided into an initial phase and final phase. Local
agency meetings and public open houses will be conducted for each phase.
Public open houses may not be required if individual meetings with affected
property meetings is sufficient for the study.

WCR 49/Imboden Road Alignment Study
Project Description: This transportation study will result in a preferred future alignment for an arterial
roadway that will connect WCR 49 to Imboden Road in Adams County. The two agencies are sharing the
costs associated with the engineering services.
Owner: Weld County Public Works Department, 1111 H Street, Greeley, CO 80632
Consultant: F.H.U., 6300 South Syracuse Way, Suite 600, Centennial, CO 80111
The following change is hereby made to the Contract Documents:
Contract Time Extension: The original Contract (work order #FHU-13) is extended 4 months for
inclusion of additional meetings and coordination with affected landowners. The anticipated study
completion date will change from December 1, 2008 to April 1, 2009.
Change to Contract Scope: Unforeseen additional design services, meetings, and coordination with
affected landowners caused added expenses. In addition, the team underestimated the original scope of
work requirements. The recently completed "O Street" Study cost $48,000. The WCR 49/Imboden Study
is similar in length of roadway and scope of work, and will cost $36,630. Each agency will be responsible
for 50% of the costs. A description and scope of work of the additional services is attached.

Alignment Study
Change Order #1
This study is encountering numerous additional required tasks that need to be
completed in order to properly evaluate the generated alternatives and complete the
study of the Weld County Road 49 and Imboden Road corridor. In order to complete the
additional tasks as well as those identified below, FHU is requesting Weld County and
Adams County to approve this Change Order #1.
The following tasks and anticipated budget is FHU's best attempt to anticipate the
required work remaining to complete this study along with preparing the final report.
There may be circumstances that will be encountered during the completion of the final
tasks associated with this project that may not be captured with this estimation.
October/November 2008
Initial Open House and Local Agency Meeting — an initial open house will be conducted
with the public to present the findings of the alternatives to be evaluated and the
anticipated evaluation process that will be followed. The history of Weld County Road
49 as a strategic roadway as well as Imboden Road as a strategic roadway corridor will
also be generated to give the public the required background information for the
purpose of this study. This task includes the labor to create the "initial" final open house
graphics as well.
Anticipated Budget — $4,030

Local Agency Meeting — a local agency meeting will be conducted to discuss the

Report Preparation — a report will be created that displays the study process and the
results of the evaluation process. It is anticipated that a "draft" report will be generated
and submitted to the Counties for review, and then a "final" report will be assembled that
incorporates that Counties' comments.

Based on the above -described work, it is estimated that $16,630 is required for this
effort. Therefore, FHU is requesting an additional $16,630 to be added to the existing
contract amount of $20,000 for a new revised contract amount of $36,630.
