THE DEPARTMENT OF PLANNING SERVICES' STAFF RECOMMENDS THAT THIS REQUEST BE
APPROVED FOR THE FOLLOWING REASONS:
1. The submitted materials are in compliance with the application requirements of Section 23-2-260 of
the Weld County Code.
2. It is the opinion of the Department of Planning Services' staff that the applicant has shown compliance
with Section 23-2-220 of the Weld County Code as follows:
A. Section 23-2-220.A.1 -- The proposed use is consistent with Chapter 22 and any other
applicable code provisions or ordinance in effect.
Section 22-5-100.A (OG.Goal 5. ) states "Oil and gas support facilities decisions which do
not rely on geology for locations shall be subjected to review...." This proposal has been
reviewed by the appropriate referral agencies and it has been determined that the
attached Conditions of Approval and Development Standards ensure that there are
adequate provisions for the protection of the health, safety and welfare of the inhabitants
of the neighborhood and county. A screening plan, and lighting plan are attached as
conditions of approval to address the impacts of the proposed use.
B. Section 23-2-220.A.2 -- The proposed use is consistent with the intent of the A
(Agricultural) Zone District. Section 23-3-40.A.2 of the Weld County Code provides for Oil
and Gas Support and Service as a Use by Special Review in the A (Agricultural) Zone
District.
USR-1677, HIGH PLAINS DISPOSAL, INC. page 2
C. Section 23-2-220.A.3 -- The uses which will be permitted will be compatible with the
existing surrounding land uses. The proposed site is bordered by an existing compressor
station (approved under AMUSR-1067) to the north, an existing single family residence is
located 1/4 mile to the northeast, an existing mobile home is located approximately 1/8 to
mile to the south of the site, parcels with existing oil and gas production facilities are
located immediately to the east and west of the site. Development Standards and
Conditions of Approval will ensure compatibility with existing surrounding land uses.
D. Section 23-2-220.A.4 -- The uses which will be permitted will be compatible with future
development of the surrounding area as permitted by the existing zoning and with the
future development as projected by Chapter 22 of the Weld County Code and any other
applicable code provisions or ordinances in effect, or the adopted Master Plans of
affected municipalities. The existing site does not lie within the three mile referral area of
any municipality.
E. Section 23-2-220.A.5 -- The application complies with Section 23-5 of the Weld County
Code. The existing site is not within a recognized overlay district, including the Geologic
Hazard, Flood Hazard or Airport Overlay District. The existing site is within the County-
wide Road Impact Fee Area and the Capital Expansion Impact Fee Area. Effective
January 1, 2003, Building Permits issued on the proposed lots will be required to adhere
to the fee structure of the County Road Impact Program. (Ordinance 2002-11). Effective
August 1, 2005, Building Permits issued on the proposed lots will be required to adhere to
the fee structure of the Capital Expansion Impact Fee and the stormwater/drainage
impact fee. (Ordinance 2005-8 Section 5-8-40)
F. Section 23-2-220.A.6 -- The applicant has demonstrated a diligent effort to conserve
prime agricultural land in the locational decision for the proposed use. The site is
classified as "Other" per the 1979 Soil Conservation Service Important Farmlands of
Weld County Map. The size of the parcel also does not make it conducive to agricultural
practices.
G. Section 23-2-220.A.7 -- The Design Standards (Section 23-2-240, Weld County Code),
Operation Standards (Section 23-2-250, Weld County Code), Conditions of Approval and
Development Standards ensure that there are adequate provisions for the protection of
health, safety, and welfare of the inhabitants of the neighborhood and County.

MEMORANDUM
TO: Case File PA08-059, pre -application
DATE: July 24, 2008
FROM: Kris Ranslem, Planning Technician
SUBJECT: Pre -Application Meeting prior to submitting
USR for facility for disposal of saltwater produced from off -
site oil and gas wells
Attendees:
Brad Curtis, Lamp Rynearson & Associates
Erin, Lamp Rynearson & Associates
Andy, ?
Lauren Light, Environmental Health

Kim Ogle, Planning Manager
On Thursday, July 24, 2008 an informal discussion took place at the Greeley Administrative
Offices Conference Room regarding the proposed facility for disposal of saltwater producea from
off -site oil and gas wells. (The legal description is Lot A and B of RE -4049 Section 24, Township 3
North, Range 66 West of the 61h P.M.; Situs Address is 17930 and 17754 CR 32, Platteville CO.)
Background Information:
The applicant has purchased Lot A and B with the intention of placing the facilities on Lot A, but
utilizing both lots for access and circulation of the area. The site encompasses approximately
11.6 acres and is currently zoned Agricultural.
The proposed use will be primarily for injection well operations for the oil and gas industry. The
facility will follow Colorado Oil and Gas Conservation Commission (COGCC) regulations. The
operation acts as a means of disposal of saltwater produced from off -site production wells. The
site will contain one (1) office building and a tank farm for collection and separation for
supporting the injection well.
The applicant is proposing to have four to six employees, operating three shifts per day, seven
days a week. Hours of operation will be from 7 a.m. to 10 p.m., with deliveries between 7 a.m.
and 7 p.m.
Building Department
The office building will be a GE modular building including two bathrooms and a kitchenette
area. The building will be ADA accessible as well. Building Official indicated that the building
will need to be engineered. Applicant indicated the possibility of asking for early release on
building permit for grading purposes.

Planning Department
The applicant will not have any monitoring wells, however they will be submitting regular tests
and logs to show evidence of compliance. If, in the event of a spill, it would go into a collection
pit and once that is full they would not allow any more trucks to dump. The trucks will dump on
top of a concrete pad.
No additional landscaping will be required. The groundcover will be mainly native grasses and
the applicant will provide a maintenance plan.
At this time, the applicant is unsure of the type of lighting at the facility, however they indicated
that it will be lit 24/7 and do not intend to have any lighting overflow onto neighboring properties.
When asked about the lifespan of the facility, the applicant indicated that it would be unlikely,
however they would cap it according to COGCC regulations and it would become raw land
again. The applicant added that the lifespan is determined on the formations. They would be
able to apply for injection to another formation.
Health Department
The applicant will be submitting an application for a Commercial exempt well with the State of
Colorado. This will provide water service to the operations building. A leach field system is
proposed for the site sewage disposal from the operations building. Health Department
indicated that the septic system will need to be approved by the Board of Health.
Health Department will be asking for a leak detection alarm to be placed on the concrete pad. A
First Draft of requirements from the Health Department were given to the applicant to follow prior
to filing for building permits.
Public Works
Currently the access is gated and is entered from CR 32. A second access (to be constructed)
is proposed between Lot B and C utilizing the utility easement. Public Works will be on site to
evaluate the accesses to determine the amount of pavement needed for the entrance and exit.
The requirement for a Traffic Study will be determined based on their evaluation as well.
Public Works indicated that the applicants will need to provide a Site Plan identifying the
circulation and parking area. Public Works will request stop signs located at the entrance and
exit of CR 32. Applicants indicated they will be placing concrete barriers around the injection
well site for protection.
The applicants are proposing two options for drainage: 1) keep detention on site, or 2) utilize site
according to natural grade. Public Works supports either option but to release it at the 5 -year
historic rate and to include it in the Drainage Report.
The applicant will provide a Soils Report and will submit a Geotechnical Report. Public Works
stated a Flood Hazard Development Permit would not be required unless this site is in a
floodplain.
End memorandum.
