PIERCE NORTH USR QUESTIONNAIRE
Prepared for the Weld County Planning Services Department
1. Description of Weld County Public Works' Pierce North Sand and Gravel Mining Operation
a) On -site structures - The Pierce North property is proposed to be utilized for the
excavation, crushing, processing, preparation, stockpiling, loading and hauling of road
base materials to be used by Weld County Public Works for the County's road
construction and maintenance activities in the area. No permanent structures will be
erected at the Pierce North site. During mining operations, primary equipment at the site
will include one Hitachi 450 excavator, two Cat 30 -ton haul trucks, one Cat D-7
bulldozer, and pickup trucks. During crushing operations a portable Cedar Rapids
crusher, one conveyor, one Volvo 220 loader, a Cat D-7 bulldozer, pickup trucks will
also be utilized at the site. When not in use, the mining and processing equipment will be
re -located to other Weld County -operated sand and gravel pits or 1111 H Street, Greeley.
During hauling operations tandem and semi- dump trucks (12, 15, and 24 ton capacity)
will be used to haul processed material off site.
b) On -site employee schedule - Depending on the phase of operation (mining, crushing,
hauling), personnel anticipated to be on -site will be between 3 to 20 workers — all County
employees or contractors. All work will be day shift.
c) Water table impact - The Pierce North mining site lies above the water table, this will be
a dry pit.
d) Access - The mining and processing area will be accessed from Weld County Road 37,
an existing graded gravel road maintained by Weld County. The access will have a
tracking control device installed to prevent tracking of mud onto the county road.
e) Site Area and Production phasing -The area to be mined covers approximately 140 acres,
stockpiling and processing areas may utilize an additional 10 acres of the 'old' Pierce pit
parcel, located to the south of the Pierce North parcel.
f) Production timetable - Upon receipt of County and Division of Mining Reclamation and
Safety approvals, excavation at the site would begin. It is anticipated that economically
recoverable sand and gravel resources would be fully exploited within 10 years.
Stockpiling of un-utilized sand and gravel may extend use of the site for material storage
for an additional three years. It is anticipated that excavation, processing, and stockpiling
would occur primarily in winter months; trucking from the stockpiles would primarily
occur during construction season (late Spring to mid -Fall). It is possible, but not
scheduled, that road milling by-product (recycled asphalt) ,ay be temporarily stockpiled
at the Pierce North site. This recycled asphalt would be later removed by trucks to
County paving projects.
g) Depth and thickness of deposit - The useable sand and gravel deposits at the Pierce North
site occur at the surface and extend to a depth of less than 30 feet. The site lies in an
intermittent drainage. No overburden, other than thin topsoil, is anticipated. Any soil
materials unsuitable for the County's road construction or maintenance will be stockpiled
on -site for use in reclamation of the disturbed areas of the site following mining.
h) Reclamation uses - The site is currently utilized as dryland farming and pasture and is
surrounded by similar uses. Concurrent reclamation consisting of re -grading and
placement of soil materials unsuitable for the County's road construction or maintenance
will be followed by re -seeding of the stabilized side slopes with drought tolerant grasses
selected by the Weld County Public Works weed control specialist. Upon completion of
sand and gravel mining and stockpiling activities, the Pierce North site will be utilized as
an on-line stormwater detention pond/flood control structure.
i) Technical reclamation advice - See above discussion in items f and h.

This operation is consistent with the Weld County Comprehensive Plan as the plan allows for the
extraction of sand and gravel in the Agricultural zone and promotes reasonable development.
3. The proposed site is located within the Agricultural District. This current zoning designation
allows for the extraction of sand and gravel as a Use by Special Review within that district.
4. The Pierce North site is currently utilized as dryland farming and pasture and is surrounded by
dryland farming and pasture land. Upon completion of sand and gravel mining and stockpiling
activities, the Pierce North site will be re -graded, seeded, and utilized as an on-line stormwater
detention pond (flood control facility).
5. The mining activities at the Pierce North site are to be located entirely on private property owned
by the County. Excavation is anticipated to create a wide, flat-bottomed dry pit. The Pierce Fire
District provides fire protection to the area. County vehicles to be operated at the site are
equipped with fire extinguishers. Any fuel tanks utilized at the site will have secondary
containment or be bermed. All fire safety precautions will be taken. There are no surface water
or ground water facilities within the area proposed for gravel mining, processing, or stockpiling.
There are no irrigation wells within the proposed Pierce North site. County vehicles for workers
at the site will have drinking water dispensers. Water for dust control will be trucked into the site
by Weld County Public Works from wells or storage ponds having the rights to provide water for
that use.
6. The Pierce North site is currently utilized as un-irrigated farmland and is surrounded by pasture
or farmland. The nearest residence is approximately 1900 feet (one third of a mile) to the north
on property owned by Douglas Stone. Due to the lack of irrigation, the Pierce North site is
sparsely vegetated unless dry land farmed. Following successful reclamation, the site will be
utilized as an on-line stormwater detention pond/flood control structure.
7. The proposed Pierce North site is currently zoned Agricultural. The Pierce North site is currently
utilized for dry land farming and pasture and is surrounded by similar uses.
8. a) A maximum of 20 employees will be at the site during mining and material processing
operations. More typically there will be 3 to 5 workers, primarily to load haul trucks.
b) Summer Hours are anticipated to be 6:00 am to 4:30 pm, Monday through Thursday,
Winter Hours are anticipated to be 7:00 am to 3:30 pm, Monday through Friday.
c) No animals will be involved in the sand and gravel operations.
d) During mining operations, equipment at the site will include one Hitachi 450 excavator,
two Cat 30 -ton haul trucks, one Cat D-7 bulldozer, and pickup trucks. During crushing
operations, a Cedar Rapids crusher, one conveyor, one Volvo 220 loader, a Cat D-7
bulldozer, pickup trucks will be at the site. During hauling operations tandem and semi -
dump trucks (12, 15, and 24 ton capacity) will be used to haul processed sand, gravel, and
road base materials off site. No more than 30 haul trucks per day are anticipated to
access the Pierce North site during hauling.
e) The Nunn Fire Protection District provides fire protection to the area. Each County
vehicle also has a fire extinguisher.
f) There are no surface water or ground water facilities within the area proposed for gravel
mining, processing, and stockpiling. There are no irrigation wells within the proposed
Pierce North site. County vehicles for workers at the site will have drinking water
dispensers. Water for dust control will come from offsite wells or storage ponds having
the rights to provide water for that use.

g) There are no permanent sanitary facilities within the area proposed for gravel mining,
processing, and stockpiling at the Pierce North site. County -supplied trailer -mounted
Porta-Pottys will serve as temporary facilities at the site, these will be serviced weekly.
h) No storage or warehousing is proposed. Topsoil, overburden soils, recycled asphalt, and
site -derived sand and gravel will be stockpiled at the site.
i) Please see the Mining Plan exhibit for location of soil and sand and gravel stockpiles.
Waste materials are anticipated to be minimal; trash will be collected in a dumpster.
j) No landscaping is planned. The site is currently un-irrigated land with no trees. The lack
of a permanent water supply for irrigation precludes vegetated landscape for site
screening. The site is farmland or pastureland and will be reclaimed for use as an on-line
stormwater detention pond/flood control structure. The reclamation seeding
recommendations of Weld County's weed control specialist and the NRCS will be
followed.
k) Reclamation will be concurrent with mining operations. Excavation and initial
stockpiling will begin upon receipt of Weld County USR approval and receipt of permits
from the Colorado Division of Reclamation, Mining, and Safety, and the Colorado
Department of Public Health and Environment. Prior to initiating operations, Weld
County Public Works will apply for a Stormwater Discharge permit from the Colorado
Department of Health and Environment Water Quality Control Division. Per the site
Storm Water Management Plan (SWMP), during active excavation and material
processing operations, soil and processed materials stockpiles will be protected from
erosive releases by silt fencing, bales and berms. Stormwater discharges will not leave
the property but will be discharged to the excavated pit where they will infiltrate to
alluvium or the shallow ground water aquifer.
I) Reclamation will be concurrent with mining operations. As phases are completed, slopes
into the pit will be graded to maintain stability, topsoil will be applied and the reclaimed
areas will be seeded. Upon completion of sand and gravel mining and stockpiling
activities, the Pierce North site will be reclaimed and developed as an on-line stormwater
detention pond.
m) A Storm Water Management Plan and drainage plan have been prepared for this site.
The attached drawing shows the location and types of stormwater Best Management
Practices to be installed at the site during road base material excavation, crushing,
processing, stockpiling, loading and hauling, and reclamation activities.
n) There will be no storage of waste material on site. Debris, junk, and other wastes are not
anticipated to be encountered or generated at the site. Miscellaneous trash (lunch bags,
pop cans) will be collected in a dumpster and disposed of in the landfill.
o) The Pierce North sand and gravel pit is needed to supply road building materials for
County road maintenance and repair operations in the vicinity. The 'old' Pierce pit,
located %z mile to the south of the proposed North site, has been depleted of suitable road
construction materials. Materials from this North site are needed to minimize County
costs for construction materials hauling costs.
p) The Pierce North site does not lie in a FEMA-designated floodplain. The Pierce North
site does not lie in a Weld County Airport overlay district. The Pierce North site does not
lie in a geologic hazard area.

PIERCE NORTH DRAINAGE REPORT & PLAN
WELD COUNTY USR APPLICATION
1.B. STATEMENT OF PURPOSE
This DrainagePlan has been prepared in accordance with good engineering, hydrologic and hydraulic, and
pollution prevention practices.
1. B. 1 SITE LOCATION & DESCRIPTION
The proposed Pierce North site lies in unincorporated Weld County in the southeast quarter of Section 1,
T8N, R66W of the 6th P.M, Weld County, Colorado. Sand and gravel stockpiling will likely also occur in
the contiguous area in W 1/2 of Section 7, T8N, R65W of the 6th P.M, Weld County, Colorado. The
Pierce North site is approximately 3 miles northeast of the Town of Pierce.
The Division of Mining Reclamation and Safety and Weld County Use By Special Review (USR)
applications propose an approximately 160 -acre sand and gravel operation. As with the nearby Pierce
gravel pit, also owned and operated by Weld County Public Works, the Pierce North pit is anticipated to
be dry; all mining will be above the water table.
The Pierce North gravel pit mining activities will access the sands and gravels located in abandoned
channels of Lone Tree Creek. These construction materials will be used by the County for road
construction and maintenance. The result of mining will be to remove the materials leaving a hole
approximately 140 acres in area, approximately 25 to 30 feet deep. This excavation will lie across the
Lone Tree Creek channel, an ephemeral stream.
Following mining, the excavation would intercept any flows in the Lone Tree Creek channel and ponding
in the pit would occur. It is the County's intention to allow this circumstance as a method to provide
temporary detention of a portion of Lone Tree Creek flows as a flood control measure to protect
downstream properties.
The pond would release its stored runoff volume via infiltration to the water table with an emergency
overflow spillway at the south end of the existing reclaimed Pierce pit. Should the pond be full for any
extended period of time, pumping to discharge to the existing natural Lone Tree Creek channel at the
south end of the pit would be performed by Weld County public Works. Upon completion of sand and
gravel mining and stockpiling activities, the Pierce North site will remain and utilized as an on-line
stormwater detention pond/flood control structure.
Water quality in the Lone Tree Creek channel downstream of the proposed Pierce North and existing
reclaimed Pierce pits would be enhanced by the proposed stormwater detention within the reclaimed pits.
a) Stormwater Volumes
The 100 -year, 2 -year design storm for the Pierce North site is 2.99 inches. Site imperviousness is
currently less than 10 percent and is not anticipated to change as a result of mining activities. The site
mining activities will expose sub -surface sands and gravels which will infiltrate surface rainfall and
runoff at a rate equal to or greater than the existing farm field. Since the open gravel pit will collect all
runoff falling on the site, a volume of 1,736,592 cubic feet of water could potentially be collected within
the pit on the 160 acre site. That volume of water would not leave the site since the pit lies below the
current surface elevation.

b) Runoff Coefficients
The Pierce North site has been utilized as rangeland and for growing winter wheat. The portion of the site
planned for gravel excavation and processing has not been irrigated. Soils in the portion of the site
proposed for excavation, gravel processing, and soil stockpiling are gravelly sandy loams. The site is
very flat. The average pre -mining runoff coefficient for the site is estimated to be 0.20 or less.
Following completion of gravel excavation and processing, the side slopes of the mined pit will be graded
to 3:1 stable slopes and seeded with native grasses. The runoff coefficient for the side slopes would be in
excess of .40, the reclaimed flatter areas would have a runoff coefficient of less than 0.20. However, all
runoff from reclaimed areas would be contained in the reclaimed pit.
b) Vegetation
The Pierce North site is currently cultivated; the site is dry land farmed, the typical crop is winter wheat.
Topsoil thicknesses at the Pierce North site are thin, typically less than 6 (six) inches. Topsoil will be
stockpiled at the site to be utilized for reclamation of disturbed areas. No trees are present on the North
Pierce site.
c) Potential Pollution Sources
The North Pierce site straddles the Lone Tree Creek channel, an ephemeral stream that is dry most of the
year. Potential pollution sources at the Pierce North site include the processed sand and gravel stockpiles,
topsoil and over -burden stockpiles, the unpaved access road into the excavation area, and any temporary
equipment and fuel storage tanks. Any onsite generated trash will be collected in an on -site dumpster and
disposed at the County landfill. No chemicals are anticipated to be utilized at the site.
d) Non -Storm Water Components to Site Discharges
Since gravel mining will create a depression in the land surface, there will be no non -storm water
discharges from the Pierce North site. There are no springs at the Pierce North site. There are no existing
or planned surface water impoundments at the Pierce North site. Although flows in the Lone Tree Creek
channel would enter the gravel pit and potentially collect, they will eventually infiltrate to ground water
through the floor and walls of the pit. Water needs for gravel mining and processing operations are
expected to minimal; water for dust control can be obtained and hauled from County -owned wells. A
vehicle tracking pad or set of cattle guards will be used to prevent tracking of mud onto nearby roadways.
There are no irrigation structures on the Pierce North property.
Sand and gravel mining and processing activities at the Pierce North site are not anticipated to encounter
groundwater. The reclaimed Pierce North site is not anticipated to encounter groundwater.
The unpaved mining area access road may be left as -is for the use of the property owner following
cessation of mining.
e) Receiving Waters
The proposed Pierce North gravel pit will lie across the Lone Tree Creek channel. Lone Tree Creek is an
ephemeral stream that is typically dry all year, flowing only after larger rainstorms. The result of
mining will be to remove the Lone Tree materials leaving a hole approximately 120 acres in area,
approximately 30 feet deep. Following mining, the reclaimed excavation would intercept any flows in the
Lone Tree Creek channel and causing temporary ponding in the pit. It is the County's intention to allow

this circumstance as a method to provide temporary detention of a portion of Lone Tree Creek flows as a
flood control to protect downstream properties. The pond would release its stored runoff volume via
infiltration to the water table with an emergency overflow spillway at the south end of the existing
reclaimed Pierce pit that would return surface flows to the downstream Lone Tree Creek channel. Water
quality in the Lone Tree Creek channel downstream of the proposed Pierce North pit and existing
reclaimed Pierce pit would be enhanced by detention within the pits.
The Town of Pierce lies approximately 3.4 miles to the southwest of the proposed Pierce North gravel pit
site. Annual precipitation is approximately 12 to 14 inches, with summer precipitation coming from
localized convection cell thunderstorms. Winter precipitation comes as snow and rain. Lone Tree Creek
is not a water source for the town.

• 1. B. 3. STORM WATER POLLUTION PREVENTION BEST MANAGEMENT
PRACTICES
This drainage report and plan identifies Best Management Practices (BMPs) to be implemented at the
Pierce North site in order to meet the general terms and conditions of the CDPHE storm water quality
permit. This plan identifies the potential sources of pollution, receiving water courses, and BMPs to be
implemented to reduce pollutants in storm water discharges from the proposed activities at the Pierce
North site.
Structural Practices
Best Management Practice erosion control measures will be installed along the perimeter of disturbed
areas and along the south margin of the site. Best Management Practices, include grading, berms, silt
fencing, and straw bales. A vehicle tracking pad or set of cattle guards will be used to prevent tracking of
mud onto nearby roadways.
On -site rock crusher machinery will be installed at the location shown on the enclosed mine plan map.
Rock excavation and crushing will be seasonal with stockpiling of gravel for later County uses depending
upon the local road repair and construction needs. Each soil or processed material stockpile will have silt
fencing along the perimeter as shown on the attached detailed site map. Gravel processing equipment
may be maintained on -site but it is anticipated that following processing, the crusher and screen
equipment will be moved to other county -operated pits. Maintenance equipment and fueling activities
will be confined to the areas protected by berms and silt fencing.

Topsoil will be stockpiled at the location shown on the mine plan map. Stockpiling of overburden is
anticipated to be minimal. Mined soils unsuitable for construction use will be separated from the mined
gravels and will be temporarily stockpiled at the site. These temporary soil stockpiles will be utilized for
excavation backfill and site reclamation. All soil stockpiles will be surrounded by silt fencing and where
necessary, straw bales, to prevent offsite migration of the soils during stormwater runoff events.
Any onsite generated trash will be collected in an on -site dumpster and disposed at the County landfill.
No chemicals are anticipated to be utilized at the site.
If a temporary equipment fueling station is utilized at the Pierce North site, secondary containment will be
provided. The fueling station will be located within the gravel material processing area which is also
protected by berms.
No asphalt or concrete batch plant is planned for the Pierce North site.
Non -Structural Practices
Water needs for gravel mining and processing operations are expected to minimal; water for dust control
will be obtained and hauled from County -owned wells located at other gravel pits. Water used in mining
and crushing operations and for dust control is estimated to not exceed approximately 4000 gallons per
month during those operations.
Any onsite generated trash will be collected in an on -site dumpster and disposed at the County landfill.
No chemicals are anticipated to be utilized at the site.
The on -site personnel assigned to storm water management will be trained in BMP function and
maintenance. The on -site personnel assigned to storm water management will inspect all storm water

BMPs following each rainstorm event in excess of %2 inch. Any BMPs found to have been damaged or
having collected sediment will be cleaned out and restored to full functionality.
Following completion of excavation, disturbed areas will be reclaimed by grading slopes to a three to one
(3:1) or flatter horizontal to vertical slope. Reclaimed areas will be stabilized by following regrading by
replacement of topsoil and re -seeding.
1.B.4 OTHER CONTROLS
Weld County Roads 37 and 94 are graded gravel roads. As proposed, the Pierce North gravel mining and
processing area will access onto those roadways. A vehicle tracking pad will be installed at the access
point.
1. B. 5. FINAL STABILIZATION AND LONG-TERM PRACTICES
Pierce North site reclamation will be sequential as mined areas are completed and re -vegetated.
Reclaimed slopes will be graded at a maximum steepness of three to one (3:1) horizontal to vertical.
Reclaimed areas will be stabilized by:
• Concurrent regrading on areas of the site where excavation has been completed.
• Replacement of topsoil in thicknesses equal to or exceeding the original topsoil depths found at
the site.
• Soil amendments, seed mix, and application rate to be determined in accordance with NRCS
guidelines and Weld County Weed Control requirements.
• Local conditions at the Pierce North site dictate a drought -tolerant native species seed mix
appropriate for non -irrigated pasture. Per NRCS guidance, permanent seed cover will be placed
in November on final graded areas.
• Depending on ambient conditions, the seed application method may be hand or mechanical
broadcast, hydroseeder, or drill and crimp.
• Mulch application may be concurrent with seeding (hydroseeding or drill and crimp). Mulch may
include straw and tackifier.
1. B. 6. INSPECTION AND MAINTENANCE PROCEDURES
On -site Pierce North personnel assigned to storm water management will inspect all storm water BMPs
following each rainstorm events in excess of %z inch or upon identification of any erosion or storm water

Re: Pierce North Gravel Pit (USR-1716) Re -Vegetation Plan
The Pierce North site is currently dry land farmed, usually as winter wheat. The 160 acre
property is very flat with generally northwest to south east slope. Adjacent properties are also
farmed as winter wheat, corn, and some properties are un-irrigated pasture.
Mining operations are expected to be intermittent with small areas excavated to expose native
sands and gravels. Concurrent reclamation consisting of re -grading of stockpiled topsoil, and
placement of soil materials unsuitable for the County's road construction or maintenance will be
followed by re -seeding with drought tolerant native grasses as shown in the seed mix given
below by the Weld County Public Works weed control specialist. Topsoil amendment may be
needed, however, fertilizers are generally too strong for use with native seed mixes. Upon
completion of sand and gravel mining and stockpiling activities, the Pierce North site will be
reclaimed and returned to pasture, suitable areas may be again dry -land farmed.
