Tuesday, February 17, 2009
A regular meeting of the Weld County Planning Commission was held in the Southwest Weld County
Conference Room, 4209 CR 24.5, Longmont, Colorado. The meeting was called to order by Chair, Tom
Holton, at 1:30 p.m.

Robert Grand moved to approve the February 3, 2009 Weld County Planning Commission minutes, seconded
by Erich Ehrlich. Motion carried.
The Chair read the case into record.

cargo containers in the A (Agricultural) Zone District.
Lot C of RE -3453 being part of Section 26, T3N, R65W of the 6th P.M., Weld
County, Colorado.
South of CR 30 and west of and adjacent to CR 47.
The Chair asked Ms. Martin if she wished for this case to remain on consent. Ms. Martin replied yes.
The Chair asked if there was anyone in the audience who wished to speak for or against this application. No
one wished to speak.
Robert Grand moved that Case USR-1678 be forwarded to the Board of County Commissioners along with the
Conditions of Approval and Development Standards with the Planning Commission's recommendation of
approval, seconded by Bill Hall. Motion carried.
The Chair asked the Planning Commission members if there was any new business to discuss.
Tom Honn, Planning Director, mentioned that in some preliminary conversations within our Department and
also with Commissioner Rademacher we are looking to reduce the Planning Commission meetings to one
time per month. He believed that it will be probably be advisable to trim down to one meeting a month for the
Planning Commission given what we are projecting for case load. If it is determined to have one meeting per
month all of the meetings will be in Greeley.
Commissioner Holton asked if they had considered splitting the meetings from the north and south office. Mr.
Honn said that it make is more efficient for other staff who attend the meetings, such as Public Works and the
Health Department to have it in Greeley.
Mr. Honn commented that given the budget issues and the volume it makes sense to have one meeting per
month. He added that it would also be beneficial for the Planning Commissioners who volunteer their time.

He mentioned that lunch would still be served at that meeting.
Commissioner Holton asked when to anticipate the change. Mr. Honn said that staff will need i.o verify what
cases have been legally notified but they are hopeful to start this in March.
Commissioner Berryman asked if the meeting would still be scheduled for the first week of the month. Mr.
Honn replied that it would remain with the first week of the month.
Commissioner Spitzer commented that they have taken some critism in the past with regard to the location of
particular hearings that they have had, such as the Lifebridge hearing. He suggested to take that into
consideration and commented that for some hearings like that it may still be beneficial to have those hearings
down south if it will affect the public input that they will be able to take. Mr. Honn commented that if we had a
singularly unique and large case that did have a geographic significance we might consider that and it might
be a second meeting of that month. He doesn't anticipate anything of that nature in the near term. On a case
by case basis they would have to make that determination but as a general rule for most cases having the
meetings one per month in Greeley makes sense from an economic standpoint as well as the Planning
Commissioners time.
Commissioner Holton suggested starting this in April rather than March to give time to notify everyone of the
change. Ms. Martin mentioned that she has two cases scheduled for the March 17th hearing. Mr. Honn
commented that it would likely happen in April.
On another note, Mr. Honn asked if the Planning Commission was comfortable with their commitment of time
to this board. The Planning Commission members commented that they feel comfortable with it and added
that with reducing the meetings to one time a month it will help. Commissioner Holton inquired if there would
not be a quorum at a meeting if it would be acceptable to call a board member to participate. Mr. Honn
commented that according to the Robert's Rule of Order he didn't think so but would find out for sure.
Mr. Honn also wanted to reassure the Planning Commission that staff makes every effort to provide the
necessary support and direction to applicants with cases before this Board and the Board of County
Commissioners.
