HomeMy WebLinkAbout20093430.tiffMinutes WELD COUNTY COUNCIL November 16, 2009 CD 11A2009 -i' L-=, L i r 1.0 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, November 16, 2009, 6:30 p.m., at the Weld County Centennial Center, 915 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by President John Kivimaki. Vice President Perry Buck, Councilwoman Ginny Buczek, Councilmen Don Mueller and Charles Tucker were present, constituting a quorum of the members. Also present was Weld County Assessor Christopher Woodruff, Weld County Clerk and Recorder Steve Moreno, Joyce Moreno, Gaye Florio, Karen Pelzer, Joe Perez, Tom Pettit, and Karla Ford, Council Secretary. PUBLIC COMMENT: Joe Perez, county resident, wanted to thank the Weld County Clerk and Recorder for his professional manner regarding an incident that occurred on November 3, 2009 at the Weld County Clerk and Recorder's Office. Mr. Perez had some questions regarding preventing this type of incident from occurring during the 2010 election. He requested the Council to review this incident. The Council requested he submit a formal letter to the Council outlining the scope to be investigated. APPPOVAL OF AGENDA: Councilwoman Buczek made a motion to add Commissioner's Salaries under New Business. The motion was seconded by Councilwoman Buck and carried. APPROVAL OF MINUTES: Councilwoman Buczek made a motion to approve the October 19, 2009 minutes. The motion was seconded by Councilwoman Buck and carried. SPECIAL UPDATE: Weld County Assessor Chris Woodruff distributed information from the 2009 Weld County Property Assessment Study and gave a brief overview of key points pertaining to this assessment. This audit is required by the state constitution and is conducted by an outside audit company. The report is the result of two analyses — a procedural audit and a statistical audit. The procedural audit examines all classes of properties. The statistical audits are performed on vacant land, residential properties, commercial/industrial properties and agricultural land and also performed for personal property compliance on the eleven largest counties — which Weld qualifies. Mr. Woodruff discussed the ratio analysis, which the county is in compliance with SBOE, DPT and Colorado State Statue valuation guidelines; sold/unsold analysis, which the county is reasonably treating its sold and unsold properties in the same manner; and the agricultural land study, which the county has an acceptable appraisal of this property type. REVIEW PROGRAM: Weld County Clerk and Recorder Steve Moreno distributed ,information regarding the Weld General Election 2008 recap. Mr. Moreno presented the numbers/percentages of the last ten years for the following: active registered voters, voter turnout percentages, primary percentage of votes cast, voters who voted at their Lc• IM& /(cc4(1-7 2009-3430 Weld County Council Minutes November 16, 2009 Page 2 of 3 precinct, active and poll book voter totals, early voting, provisional ballots counted, votes by mail -in ballots, and the cost for each election. Mr. Moreno stated there is a Student Elections Judges program and there were 101 student election judges in 2008. This program has had five years of success. The 2009 mail -in ballot election preparation started with the Clerk and Recorder's annual Municipal Clerks' luncheon in April to network with others. Mr. Moreno also held a Board of County Commissioners workshop in May to make final decisions as to what type of election Weld County wanted to conduct for 2009. The options were precinct election, mail -ballot election of vote center election. Senate Bill 234 passed in 2007, which is for permanent mail ballot. The county currently has 50% of voters signed up for this option. The office will continue to educate the public on mail ballots — utilizing local television channels 3 and 8, channel 22 at Aims Community College and radio stations. Voter lookup — This is the process in which a voter can look at the status of their ballot by starting at the Weld County Clerk and Recorder website and link up to the state system and see the status. Mr. Moreno gave a brief overview of the unofficial results for 2009 and discussed the recount procedures and the validation process for unqualified ballots. Mr. Moreno stated there was a FCPA training class by the Secretary of State's Office for Weld County Candidates and Committees and was held June 11, 2009. As of January 2010, the Secretary of State's Office will now handle all FCPA filings. In response to Councilwoman Buck regarding people receiving and voting multiple ballots, Weld County does not have a problem because the checks and balances are in place. When a ballot comes in, it is scanned with the name, birth date, social security number verified. The system will catch any that are a duplicate. In response to Tom Pettit regarding having Sheriffs Deputies at polling locations, Mr. Moreno stated there have been deputies stationed at the more populated polling locations throughout the county for several years. There is a possibility of having one at each polling location in the future, but that would be at the discretion of the Board of County Commissioners. Councilman Kivimaki thanked Mr. Moreno for his presentation and commended him on a doing a great job. SHORT RECESS: The council took a short recess. NEW BUSINESS: Notebook Update The secretary distributed an update for the Council Notebooks. Weld County Council Minutes November 16, 2009 Page 3 of 3 Coordinator Reports Councilwoman Buczek attended the Southwest Development meeting and noted there was a large turnout and the group has made progress in the last year. Councilman Mueller represented the council at the 2010 Budget Meeting and Councilwoman Buck attended the Weld County Human Resource training. Upcoming Meetings/Invitations The Council was informed about the following upcoming meetings: North Colorado Economic Development Luncheon on November 19, Colorado's Future Meeting on December 1 and the Elected Officials Meeting on December 21. Payment of Bills Councilwoman Buczek made a motion for the bills to be paid as listed below: Mileage for Councilman John Kivimaki $ 47.70 Mileage for Councilwoman Perry Buck $ 23.32 Mileage for Councilwoman Ginny Buczek $ 33.92 Mileage for Councilman Charles Tucker $ 20.67 Coren Printing (Business Cards Kivimaki) $ 30.00 Windsor Beacon (3rd Qtr Report to the People) $123.00 Carbon Valley Farmer & Miner Sub Renewal $ 24.00 The motion was seconded by Councilman Mueller and passed. Executive Session Councilman Mueller made a motion to go into executive session for the purpose of discussing a personnel matter. This is pursuant to C.R.S. 24-6-402 (4)(f)(l). The motion was seconded by Councilman Tucker and carried unanimously. The Council went into executive session at 8:15 p.m. The Council came out of executive session at 8:43 p.m. The report of the executive session was that the Weld County Council is adopting a resolution regarding 2010 commissioner salaries. Councilman Tucker made a motion to adopt a resolution stating that given current economic conditions, the Weld County Council defers the 2010 raise to the Weld County Commissioners. The Weld County Commissioner's salary shall remain at $76,000 for 2010. The motion was seconded by Councilman Mueller and passed unanimously with a roll call vote.
